The Ministry of Posts and Communications (MPC) would like to invite all members of ESAU to participate in the Qing space project. Currently, the MPC has finalized construction of the Naro Space Center, and already hosts the necessary launching infrastructure needed for spaceflight. However, work is still needed in the field of rocketry; the YF-100 rocket engine and the YF-75 rocket thruster will take an estimated 6 and 8 additional years of R&D. A mockup of the planned Qinglong-1 rocket, which will incorporate such technologies, will be revealed to the public later this week. It is our goal to send the Qing spacecraft to space after 9 years.

The Qing is happy to cooperate with all members of ESAU, and transform this project into a multilateral, transnational project. Additionally, we would also propose the formation of a joint space agency - the ESA (Eastern Space Agency) - and perhaps one day, the men and women of ESAU will be able to walk on the surface of the Moon and Mars. The Qing is also interested in pursuing the deployment of an Asian satellite navigation system, promising to provide global coverage for timing and navigation, offering an alternative to the Soviet GLONASS, the European Galileo positioning system, and America's GPS. Should our overtures in space prove successful, ESAU's Asian Satnav System (A.S.S) will consist of 35 satellites operating in 2 satellite constellations, with the aim of offering services to customers in the Asia-Pacific region while reaching millimeter-level accuracy (with post-processing).

These plans may seem ambitious, but with our joint efforts, intellect, and talent, the Qing is confident that Asia will be able to make its way to Space not in 9 years, but in 8 or 7.

To whom it may concern,

This proposal has been reviewed carefully by all Eulumian Legislative and Executive bodies of government and was exceptionally well received. The mere notion of a joint East-Southeast Asian space program is something thought of for years within Jakarta, however the means to beginning something so ambitious remained out of the capital's capabilities for the near future. With this new development of the Great Qing's proposal, such an initiative is now tangible; Jakarta is most delighted to accept this generous offer and begin joint research and development on all fronts immediately. Eulumia's own Bureau of Aerospace Technology and Sciences will be the main focal point within the nation for coordination efforts in this manner. Jakarta has also decided that should it be deemed fit and not pose ecological threats to the natural biodiversity within its borders, select locations within Eulumia may selected as future sights of development for research stations and future programs due to its location straddling the equator for over 6,000km.

Jakarta believes that regional cooperation in the aerospace field will prove to be an invaluable asset for the nations of ESAU in the near and distant futures alike. Furthermore, with the current capabilities of the ESAU nations, Jakarta has no doubts that within the near future that an Asian Satellite Program is attainable and will greatly benefit the region. Particularly in helping to detect natural disasters such as tsunamis and typhoons that so often devastate Eulumia and Japan's coastal regions. Jakarta will wholly pledge itself, its resources, and personnel to this joint project Eastern Space Agency through ESAU; once again thanking Pyongyang for such a delightful offer.
