Only if the governments of the regions allow it. There's an option in regional administration for this purpose.

General Assembly resolutions are essentially recommendations on how to govern your nation. There's nothing the game can do to stop a nation from following these resolutions. However, resolutions will affect a nation's stats, similar to the way issues do. After a resolution passes, WA nations may notice a slight change in some of their stats.

Security Council resolutions, on the other hand, do not affect stats, but they do add a little badge to the page of the subject of the resolution.
