Given that this a Security Council Resolution, it requires a simple majority to pass (without counting abstentions), but can be vetoed by members of the Big Three.

Terranihil and Morova are allies, and Terranihil appreciates the efforts of Morova in supporting Lyoan rebels. However, Terranihil recognizes the concern of its allies and recognizes that Morova is unstable and its behavior regarding the sinking of Lady Kieva is questionable.

The weapons shipment from Morova to Terranihil carrying 2,000 rifles will be accepted at our ports; however, as stated by the Resolution, Terranihil will not transfer payment to Morova for the weapons. Terranihil will also not send the weapons to the Rally for Lyoan Democracy as requested by the Resolution.

Terranihil encourages Karamazov, a figure that the National Progressive Party respects, to eliminate the religious insurgents in his country. Zion is an illegitimate state, and Morova is urged to accept Terranilian support against Graham and his terrorists. Terranihil also encourages Morova to be more careful with refugees and respect the borders of other nations.

If Morova does not improve its behavior, it will be left behind by the rest of the world. This is not a threat; merely a reality that Morova must accept.
