Tbh, Marr has known that Huggers = Op for a while, so I don't really know.

It depends if puppets can be considered nations carrying citizenship under one person, and if notifying the Citcom community is required in order for a nation to become known as a citizenship-holder.

It's a question I believe worthy for the Conclave, and one I'm seeking to ask after clarifying something with the other Arbiters.

If we go SOLELY by the Concordat, then Op is in the right and Marr in the wrong. But inputting Viceory and Citcom procedures, and it becomes muddy.

Basically, potential Conclave activity? :D
