(Well, my nation canonically used to be seven tribes living as separate "states" I suppose, with a queen for each tribe. New queens were chosen by the Royal Challenge- the challenger and the queen fought to the death, and the survivor was the queen. It was really stupid. Only the RainWings used a different system, with contests like tree gliding, fruit gathering and hide-and-seek deciding who would be the next queen. Give-or-take a generation after the 10th book, ignoring the events of the third arc for now, the tribes decided to unite and rule themselves by a democracy. The presidency is rotated between the seven tribes, as there are large differences between some of the populations. They also restricted the presidency to citizens living in their tribe's traditional territory- that's one of the more controversial restrictions, however. They still haven't decided what the heck we should do with hybrids.
And this is where I can't exactly figure out where River fits in. So, yeah. It's a problem, when you can't figure out how your president got to be president.)
