First and foremost, it is acknowledged by the Doctrine of the Rights of Formation that the Confederation of Corrupt Dictators is a vassal possession of the Emperor of Jocospor and, consequently, the Imperial Empire of Jocospor. This is not dependent on any governing body such as the particular incumbent Emperor or the Imperial Cabinet. This may be revoked only by the Imperial Empire.

Secondly, the Doctrine of the Rights of Formation commands that the Confederation will be governed by a separate administrative body to the Emperor and the Imperial Cabinet. This body is to answer to the Emperor and the Imperial Cabinet and may take any form desired by the Imperial Empire. The chair of this body is to always be headed by a Jocospite citizen, appointed by the Imperial Cabinet with approval from the Emperor. The chair of this body is free to remove or appoint his/her undersecretaries as he/she wishes. The Imperial Cabinet reserves the right to, if authorized by the Empire, remove the chair of this body from office, along with his/her undersecretaries. The headquarters for this body are to be based in the Imperial Capital, Vocryae. This body is to regulate the Confederation with laws that are not limited to those of the Imperial Empire. This body is to command both supreme legislative and executive power. This body is to control all divisions of the Confederation, including its military, economic and societal branches. The judgement of this body is considered divine and the will of the Emperor and the Imperial Cabinet.

This body decrees the following:

1. This body shall be known as the Supreme Council, chaired by the Viceroy of the Confederation, and this body's headquarters shall be based within the political complex known as Confedereichstag II; this body and all its undersecretaries shall hold life tenure unless removed by the appropriate powers; this body defines those appropriate powers as: i) for Supreme Councillors, the Imperial Cabinet of the Imperial Empire of Jocospor; ii) for undersecretaries, said undersecretaries' Supreme Councillor or the Viceroy of the Confederation;

2. This body demands that all nations of the Confederation swear loyalty to the Emperor of Jocospor, the Imperial Cabinet, this body (being the Supreme Council), the Confederation government and the Confederation itself; this body deems criminal the following behaviours:

   1. Actions considered to be treasonous against the aforementioned authorities;

   2. Seditious manipulation of the Confederation's peoples;

   3. Gratuitous disturbances of the Confederation's peaceable society;

   4. Collusion with outside nations, regions or organisations at the expense of the Confederation, including but not limited to the unauthorised sharing of region intelligence or the deceptive infiltration of the Confederation;

3. This body recognises the Treaty of Rondhelm and binds the Confederation to it.

4. This body shall command the Confederation's military; this body establishes the War Ministry, headed by the Minister for War, to administrate the Confederation's military; this body permits the Minister for War a seat on the Supreme Council; this body decrees that the Confederation's armed forces shall be collectively addressed as the Confederation Defense Force; this body separates this collective into three branches: the Confederation Imperial Army, the Confederation Navy, and the Confederation Air and Space Force;

   1. This body shall command the Confederation's secret service and its police force; this body establishes the Bureau of Security and this body places the aforementioned bureau under the control of the War Ministry; this body authorises for this bureau the use of non-conventional tactics of espionage, not excluding assassination;

   2. This body, owing to the civil unrest of late 2018, establishes the Confederation Peace Force and this body places the aforementioned force under the control of the War Ministry, specifically the Confederation Imperial Army; this body charges this force with upholding inter-regional piece between Confederation nations as well as stabilising nations suffering from civil conflict;

   3. This body shall command the Confederation's inter-regional raiding force; this body establishes Chrome Company and this body places the aforementioned company under the control of the War Ministry; this body directly associates this company with Lex Magnus Corpus (see 6.a);

   4. This body enacts the Air Force Reform Act 2019;

   5. This body enacts the Navy Reform Act 2019;

   6. This body enacts the Weapons of Mass Destruction Act 2019;

   7. This body enacts the Confederation Intervention Treaty 2019;

5. This body shall command the Confederation's economy; this body establishes the Imperial Treasury, headed by the Director of the Exchequer, to administrate the Confederation's economy; this body permits the Director of the Exchequer a seat on the Supreme Council; this body separates the Confederation's economy into two branches: the Ministry for the Collection and Regulation of Trade and Taxation and the Department of Raw and Manufactured Production;

   1. This body enacts the Central Tax Fund 2018;

   2. This body enacts the Imperial Treasury Tax Code 2019, rendering the Central Tax Fund 2018 obsolete;

6. This body shall command the Confederation's courts; this body establishes the Supreme Judiciary, headed by the Chancellor, to administrate the Confederation's courts; this body permits the Chancellor a seat on the Supreme Council; this body rules that the Supreme Judiciary shall enforce the legal proceedings of the Confederation at the discretion of the Chancellor and this body declares the actions of the Supreme Judiciary independent from legal proceedings of the Imperial Empire; this body further defines the Confederation's legal proceedings as Inquisitional Hearings that take place within the public forum; this body appoints two Associate Justices to assist the Chancellor in providing evidence against accused nations during Inquisitional Hearings; this body instates that all actions by the Chancellor must be first approved by the Viceroy of the Confederation; this body legalizes capital punishment;

   1. This body establishes the colony Vangmar, provincially administrated by the Proconsul of Vangmar, to act as a place of exile for those nations banished indefinitely from the Confederation by the Supreme Judiciary; this body does not permit the Proconsul a seat on the Supreme Council; this body places the aforementioned colony and its governance under the control of the Supreme Judiciary, though permits the Proconsul to act as he will until corrected; this body commands that condemned nations will continue to observe Imperial Law;

   2. This body declares that, if an incident (harmless, threatening or otherwise) were to befall the Viceroy of the Confederation and consequently render him/her unable to hold office, the Chancellor of the Supreme Judiciary, being the Confederation's highest-ranking law officer, would be appointed Acting-Viceroy of the Confederation to ensure regional governance and order; this body relieves the Acting-Viceroy of his/her duties only when the Imperial Empire has appointed another Viceroy of the Confederation;

   3. This body establishes the Imperial Delegates' League; this body defines the league as an avenue for World Assembly representatives of Confederation nations to draft resolutions and engage in constructive debate; this body regulates the administration of the league to the Chancellor's Office;

7. This body shall command the Confederation's people; this body establishes the Social Assembly, headed by the Overseer of the People, to administrate the Confederation's people; this body permits the Overseer of the People a seat on the Supreme Council; this body separates the people of the Confederation's needs into two branches: the Department of Societal Advancement and the Department of Political Communications;

   1. This body purchases the former-independent media publication Confederation Coverage; this body declares that Confederation Coverage shall from now on be a state-operated media publication, published quarterly, delivering the news of the Confederation to those of the region and those of afar; this body delegates the upkeep of Confederation Coverage to the Overseer of the People;

   2. This body implements the Civil Congress, detailed extensively in the Civil Congress Act 2019;

      1. This body, with advised caution, permits the establishment of political parties within the confines of the Civil Congress; this body will not consider any such organisations valid unless they are registered with the Office of the Overseer; this body declares that it will not be challenged by any such party, society or faction and will approach belligerent organisations with hostility; this body reserves the right to disband various or all parties as it sees fit;

8. This body shall have powers over the Confederation's international dealings; this body establishes the Foreign Office, headed by the Secretary of State, to oversee the Confederation's international dealings; this body permits the Secretary of State a seat on the Supreme Council; this body authorises the Foreign Office to speak on behalf of the Imperial Empire on matters including but not exclusively limited to trade and international security; this body instructs the Foreign Office to seek embassies with other like-minded regions; this body instructs the Foreign Office to at all times represent and preach the values of the Confederation throughout the world;

   1. This body implements the Foreign Policy Act 2019 and establishes the according authorities;

   2. This body realises that the Confederation' has become known to many of the world; this body hereby establishes Lex Magnus Corpus; this body defines the corpus as an inter-regional organisation that represents the Confederation's interests far and wide; this body thus refers the reader to the official ratifying document for the corpus: Lex Magnus Corpus (The International Syndicate Against Degeneracy);

   3. This body permits the Foreign Office to vassalise other regions in the name of the Confederation; this body declares that all vassalised regions shall swear fealty to the Confederation; this body further declares that all vassalised regions shall act independently from the Confederation unless directed; this body grants the primary leader of all vassalised regions the title Proconsul of/of the <vassalised region>; this body refers the reader to the official ledger documenting all ratified puppet regions of the Confederation: International Possessions of the Confederation;

9. This body mandates that all appointed Confederation leaders, following their induction, swear the Imperial Oath on the Regional Message Board:

   Forthwith, and for all my natural life henceforth, I swear I shall serve Jocospor and her Confederation of Corrupt Dictators to the greatest extent of my faculties. I shall lead with distinction, with fortitude and with integrity. Always, I will obey the authorities that command me. Always, I will strictly adhere to Imperial Law. Always, I will strive to advance the Imperial Empire, the Confederation, Lex Magnus Corpus, and the principles of dictatorial government. Should I fail in these endeavours, or act seditiously, ignorantly or slothfully, I declare my regional titles forfeit and myself susceptible to just punishment. So help me. Hail the Confederation!

10. This body encourages all Confederation nations to be in support of right-wing ideologies;

11. This body outlaws the principles and practices of democracy; this body forbids the holding of elections throughout the Confederation unless instigated by the Supreme Council;

12. This body declares that no Confederation nation shall fly the Australian Aboriginal flag; this body permits nations to fly the Confederation of Corrupt Dictators flag if they remain apathetic on the subject;

13. This body demands that all Confederation nations maintain a standing military force; this body refutes the concept of a disarmed nation;

14. TARGET MET 11th January 2019 This body implements the Requisition of Human Labor; this body demands that all Confederation nations donate 0.0025% of their populations per month to the Imperial War Ministry for the next two years; this body exempts the Imperial Empire of this tax; this body further exempts nations who hold seats on the Supreme Council from this tax;

15. This body, per the Treaty of Rondhelm, implements the Second Requisition of Human Labor; this body demands that all Confederation nations donate another 0.0025% of their populations per month to the Imperial War Ministry for the next two years; this body exempts the Imperial Empire of this tax; this body further exempts nations who hold seats on the Supreme Council from this tax; this body schedules the completion of this Second Requisition for 1st January 2022.

16. This body decrees that "Hail the Confederation!" shall be used as the Confederation's motto; this body insists that all Confederation-wide communications are concluded with this motto;

17. This body declares that For Emperor Forever (https://www.youtube.com/watch?v=R60f-HY45D4) by Ritter von Walsek shall become the official anthem of the Confederation; this body demands that this anthem be performed before state-sanctioned broadcasts and during official services;

18. This body does not recognise the World Assembly as a governing body; this body declares independence from the World Assembly; this body does not permit the Confederation's Delegate to the World Assembly a chair on the Supreme Council;

19. This body reserves the right to award state honours;

    1. This body establishes the title Hero of the Confederation; this body reserves the right to award this title to any Confederation citizen who deserves commendation for exemplary regional efforts; this body recognises this title as the most prestigious awarded by the Confederation; this body grants the recipient of such a title a monetary pension to be determined conditionally by the Imperial Cabinet; this body establishes the subcategories First Class (HCF) and Second Class (HCS) for this title; this body commands that First Class Heroes of the Confederation shall dine with the Emperor once yearly on a date established by the Imperial Palace;

    2. This body furthermore establishes the title Imperial Loyalist (HCIL); this body reserves the right to award this title to any nation whose broad actions are deserving of commendation;

    3. This body furthermore establishes the Order of the Severed Hand; this body reserves the right to award knighthood to any Confederation leader who weathers the annual Z-Day in a commendable fashion; this body clarifies that only one tier exists for the Order, that being Knight of the Order of the Severed Hand (KOSH); this body commands that Knights of the Order of the Severed Hand shall dine with the Emperor once yearly on a date established by the Imperial Palace; this body permits recipients of the Order to preface their names with the honourary titles Sir and Dame;

20. This body declares the Confederation's Regional Message Board a sanctuary of political and intellectual discussion; this body grants any nations who hold a seat on the Supreme Council the right to censor comments of nonsensical, proactive or aggressive natures; this body details this agenda in the Regional Message Board Act 2017 Regional Message Board Act 2019; this body orders that all nations like Regional Message Board announcements issued by any division of the Imperial Empire;

21. This body does not permit regional cartographers to embark upon mapping the entire Confederation; this body does however allow for regional cartographers to map clusters of nations, should those nations be easily drawn; this body outlaws the concept of a regional map;

22. This body warns that a breach, however minute, in the above legislation will be viewed as an act of insurgency against the Confederation of Corrupt Dictators and will be punished via the appropriate legal proceedings; and

23. This body reserves the right to amend the above legislation at any given time.
