Even if you did have some legal basis for ownership - I mean, sure, you might nominally own those factories, but they can immediately turn around and say 'fine, you own all of these. Oh, wait, we're nationalizing them without compensation, guess you don't own them anymore. If you don't like it, come and do something about it'. And then you're just at war again.
Lastly, sanctions don't take that form - generally it's in terms of 'we're freezing overseas assets of high-ranking members of these states', or 'we are imposing tariffs on X products from these states'. I'm not aware of a single sanction that has taken the form of a fine - since, again, to collect on a fine you must get the opposite party to accept responsibility, which you're very unlikely to be able to achieve, particularly if relations are bad enough that you're imposing sanctions in the first place.

Yes it did come with strings, I said no weapons factories which is basically all he makes. French Albania it basically was a loan. I gave GB all that aid in hopes his economy would become prosper and be able to pay it back. Now since he's sponsoring terrorism I grabbed him by the balls and squeezed my money out.
