Econonomies without markets don't work with free trade agreements, because then the local economy would implode. Part of controlling prices in the local market involves controlling the prices in foreign markets, and what that usually means are high tariffs, high quotas, and strict currency control. Without those, your people would turn to foreign markets and demand for local industry would collapse.
