It depends on what you want to do, but the basics of it is that you develop your nation by deciding solutions for "issues". Sometimes these decisions will drastically change your nation, introducing new policies, and other times they'll be minor tweaks to existing policies.

For example, one of my recent "issues" concerned the rising popularity of a sci-fi program and its effect on public opinion on space exploration. My decision, to ride this increased interest in space resulted in my nation developing its own space program.

You'll probably get bored of just answering issues though, so developing your nation through factbooks or yelling at people in the forum helps too

Admittedly I was kinda blunt about it, and while I generally do a good job at avoiding warnings I have gotten very close to the line. I also switch between this account and Cordel one depending on what color scheme I wanna go with.
