French Albania you've made it abundantly clear that Fallout 4 style power armor isn't possible with today's technology. But is it all possible to make a suit such as the Fallout 3 style power armor which is much less bulky?
no it isnt possible to make any suit like that, the weight of the helment could crush a human neck
It doesn't have to rest on top of the skull, could be like an astronaut's helmet that seals around the collar. That way the weight is supported by the body and not the head
The closest things we’ll ever have to ‘fallout suits’ is probably the bomb suits we have in Iraq.
If anything, that would make it less possible. Miniaturization is incredibly difficult - which is why we can have big old fission reactors in our supercarriers, but don't have the fairly commonplace car-battery-sized fission batteries you saw a lot of in Fallout 3 and New Vegas.
I'm sort of writing off the weight of the armor as a concern because it's explicitly powered armor - by design, it amplifies the user's strength (which is why you can bowl over even Deathclaws on the sprint in 4, and, ironically, makes it one of the few factors I like about Fallout 4, in that it doesn't weigh anything) - but New Vegas highlights that it is grotesquely heavy ('like carrying a brahmin on your back') and wildly impractical in a modern combat scenario with the Heavy Troopers, who are only practical in their salvaged power armor because they're fighting guys who primarily engage in melee combat.
If you've ever played Payday, the police have guys in those called Bulldozers, and good god are those guys hyper-agile despite your average human being probably being incapable of moving at any real speed in one.
they do seal around the collar, but it would still destroy a neck, especially if you fall over or do a barrel roll
well death by tumbleweeding down a mountain is considered extreme and unlikey. We simply ignore that. ;)

I believe it isn't. This article on Steam convinced me it would be half a ton, despite metal being relatively light in the suit, there must be a heavy frame to protect you from shots from things like a heavy caliber sniper rifle. If you had a frame less than ~950 lbs, you would be either wounded badly, or dead. It depends on how much you lower it. If you lower it down to the amount a human can carry, then you are definitely dead, unless some radiation made you stronger. That's a factor you should look at. there are more effective protection methods than metal at a fraction of the weight. Graphene armor is getting possible.
