There's no 'basically' in international relations, or, hell, contract law. Either it's an explicit loan, or it's international aid, and thus a gift (which may come with strings attached, like any gift). Even if it is a loan, there would certainly be contractual limitations to what you could do. Certainly you wouldn't be able to 'adjust' the principal for inflation - the principal is what it is. And you wouldn't be able to just assume he defaulted on the loan - you would have to foreclose on him (which would presumably have a list of requirements to trigger the foreclosure in the first place), which would provide an option for him to pony up the difference, rather than simply ceding you his collateral (which is not necessarily the same as the factories in question).

"Damn, how many of them are there?!?!" Buck curse. He fired three burst shots from his BR-55, but Insurgent moved out of his sights quickly.
A bullet hit his shoulder plate from above, and it ricocheted off him into the nearby rocks. The force of the bullet made Buck fall, but he quickly got to his feet.
Buck pulled out his SAT phone. "Look, I gotta try to contact reinforcments. But these damn hills are blocking my signals." Buck pulled the Allouxian squad leader close to his afce so that he could hear him over the sound of the bullets.
Buck pointed at a tall ridge. "If we put down some good covering fire, I could get to that ridge and call for help." said Buck
RPGs and gunfire rained down on the SSTs and I.G. Operator, a lucky RPG went off near one of the SSTs launching him into the air and out of cover, an I.G. operator ran out to drag him back to safety, dragging the Azuran by the strap of his vest while firing with his R-7 Carbine in the other, just as he got the SST back into cover he was shot multiple times in the back and collapsed onto the ground. "Man Down!" yelled Ronsin the team medic trying to keep the downed operator alive, he died in his arms. The situation was not looking good for the SSTs and Reaper-04, "That's a bad idea" said Kollmann to Buck. "The second you get on that ridge you'll be taking fire from every fking haji" said Kollmann as he shot and killed two insurgents with his R-14a2 assault rifle, the insurgent's lifeless bodies rolled down the hill. "I'll go with him Sir!" yelled Hanze running over to them. "I'll go with you, I'll try to get them off you as much as I can while you make that call" said Hanze. "Dammit, you two better make it back here". Another RPG went off lodging sharp rocks into the group by this point everyone including the I.G. operators have all been shot at least twice, Kollman had already been shot in the left leg, upper chest, and lower back. "Cover fire!" yelled Kollmann as he got up along with the other I.G. Operators and the remaining SSTs lighting up the mountain the insurgents where shooting at them from. "Go!" yelled Kollmann to Hanze and Buck. For a brief moment the SSTs and I.G. Operators had turned the tables and heavily suppressed the insurgents, particularity sergeant Koegel. Reaper-04's sniper become one with his weapon rapidly locking onto an insurgent and putting precise shots into their chest, throat, or head.
Buck took another SST, and they held down covering fire as Buck ran with Hanze. The teams both layed down covering fire. Buck and Hanze finally arrived at the ridge. Buck pulled out his SAT phone and made the call.
"This is Hastati-1 requesting immediate--" Buck could not finish his sentence, because three bullets hit him in the chest. Two bullets bounced off his armor plating, but the third hit him between his plating, spun him like a top, and he fell dropping the SAT phone. Hunter (the other SST) turned his back to grab the SAT phone, and finished the conversation.
"We need help-" 4 bullets hit Hunter in his newly exposed back, and blood spilled from his mouth. He continued to speak.
"Theres so many. Pleas hurry." Just like that, Hunter took his last breath.
Buck, still on the ground, layed down covering fire in the exposed spot, unaware that Hunter had died.
Insurgents quicky moved down the ridge firing at Buck and Hanze, Hanze tried his best to hold his ground killing a dozen or so insurgents as they close in on them. His rifle clicked, he's out. Hanze reached for another magazine from his vest but they where all gone he had run out of ammo, Hanze realzing that if he didn't do something quick they would both be dead, he pulled out his pistol and started firing, one insurgent tried to tackle hanze but he threw him off and shot him two times in the throat. A mist of blood hit Hanze in the face. Hanze ripped off his dog tag, gave it to buck and pushed him off the cliff the fall while high was not fatal only making Buck roll for 20 or so yards. The fire intensified then fell silent, Hanze just sacrificed himself to save Buck.

Buck tumbled downard, but his full head and face helmet protecyed him from the fall. However, unknowingly, he had cracked a rib in the fall.
"Dammit!" Buck yelled in anger his eyes were full of tears. He had just lost two men, who sacrificed their lives for his. But Buck quickly got a hold of himself, picked up his gun, stuffed Hanze's dog tag in his pocket, and made his way over to the remaining team.
"They're gone." Buck said before the team could ask anything about the two othes. They had to forget them- for now. For now they had to focus on survival.

Buck and the remaining SST still layed down covering fire. Buck gunned down three Insurgents in the trees, and got back to cover. The other SST, Hendricks, chucked a smoke.
"Let's move Allouxians!" Buck yelled. They all moved under the cover of the smoke.
Nearby Azuran Airbase
"Let's go go go!" The SSTs yelled as they ran to the pelican dropships. Their teammates were out their dying, and they needed to assist. Just as the three pelicans were about to lift off, a runner stood in front of them.
"Stop this bird!" One of the airmen said to the SST team leader.
"These birds are not clear to land! No Hawk escort!" Yelled the airmen
"Were the f*ck are the Hawks?!?"
"Assisting army troops under fire.They'll be back ETA 10 minutes!"
"This is bullsh*t!" The team leader yelled, as he stormed into a pelican to wait for clearence
-Randahar Moutains, 1400hrs-
The Allouxians and SSTs moved down the moutain but faced another large cliff, they smoke would run out soon so they all had little choice. "We have to jump" said Kollmann as he tucked away his rifle. Koegel and Ronsin along with the other two I.G. operators prepared to jump when all of a sudden an RPG rocket landed near by tossing Ronsin and the other two I.G. operators into the air and down the moutain separating them from the rest of the group. "Fk! Go!" yelled Kollmann as he and the rest of the group jumped, on their way down hitting rocks and trees until they finally stopped after 200 yards of rolling. All was quiet for a while, "RONSIN?!" yelled Koegel as he was trying to look for the other half of the group.
The SSTs have full face helemets, and their faces were protected from the fall. Buck has broken his left hand trying to grip trees to slow his fall. Hendricks broke his back, and cracked his hip bone. But on adrenaline, they hardly noticed.
Buck struggled to his feet. The motion tracker on his HUD had a range of 20 meters, and he saw no movment. They were safe, for now.
"Koegel, I don't see them on my motion tracker. They're either dead, or out of range." Buck said. The top right side of his HUD showed a picture of his skeleton, his heart rate, and his oxygen levels, which wore soaring through the roof. The red words, "CRITICAL" flashed over them. He disabled the warning.
"I don't think we are gonna win this fight. We have to escape to flat ground. We don't have enough ammo, and they have the higher ground." Buck said.

"Ammo count" said Kollmann. "Three mags sir" said Koegel. "We have to regroup with the others" said Koege, all of a sudden an RPG went off near them followed by bullet snaps. "Give us a fcking break! yelled Koegel as he begun to return fire killing three insurgents within a matter of seconds. "Where the fk is that evac?!" said Kollmann to Buck as rounds and RPG rockets flew by. About 700 yards away Ronsin and the other two operators found them self in a similar situation taking a barrage of fire from the insurgents. "How are these a**holes so fking fast?!" said one of the I.G. operators as he was reloading his weapon. "I don't fking know man" replied the other operator. "Goddammit we have to regroup with the others said Ronsin as he pulled the pin of a frag grenade and tossed it at the insurgents launching some of them into the air and rolling down towards them. One insurgent some how managed to get up and jumped onto Ronsin yelling "Allah Akbar" as he tried to shoot Ronsin with his AK at point blank range. Ronsin managed to hit the AK out of the insurgents arm and kneed him in the face followed by grabbing his knife and lodging it into the insurgent's throat. The other two I.G. operators didn't notice being to focused on shooting back at the insurgents. "I'm out" said one of the operators, the other operator grabbed his last magazine from his vest and tossed it towards him. "Last mag make it count" said the operator. An insurgent took aim and got a lucky shot at one of the operator's heads killing him instantly. "No!" yelled Ronsin who quickly killed the insurgent who just killed one of the operators. "FK!" yelled the other operator. The two falled back but another lucky shot got the other operator in the lower back causing him to collapse. "My legs, I can't feel my legs!" said the operator as he lifted up his rifle and begun to shoot while on the ground. Ronsin then picked him up with the fireman's carry and begun to run down the moutain. The I.G. operator pulled out his side arm and begun to shoot again. "You fcks! You fking pieces of sht I'm going to kill you!" yelled the operator. The two approached another cliff, rockets continued to fly in and go off near them. "Dammit, we got to jump man" said Ronsin to the other operator. Before Ronsin could do anything a bullet struck him in the arm and another in the operators head. He jumped down trying to hold on to his team mate. After another 100 yards of rolling he went over to his team mate. He wasn't moving or breathing. "Fk!" yelled Ronsin. He was all alone with hundreds of insurgents still after him. Ronsin went over to his body and grabbed all his dead team mate's pistol magazines. Ronsin had one magazine left in his rifle. The insurgents chased him getting within mere yards of him. Ronsin killed 5 insurgents but had ran out of ammo for his rifle. He pulled out his side arm, he knew that he was going to die so he was determined to take as many insurgents as possible with him. For 30 minutes he fought before running out of ammo. He drew his knife and hid behind a tree waiting for an insurgent to get near. One did, instantly he logged the knife into the throat of the insurgent. He then took several rounds to his chest but managed to keep going. Then a bullet got him in the knee making him collapse. Ronsin fell to his knees struggling to breath as blood filled his lungs. He dragged himself to a rock sat back on it. With his knife in his hand he looked at the insurgents closing in on him he looked into the sky before he couldn't breath anymore. He died.

The bomb dropped followed by a sudden flash and a massive explosion with a radius of four miles. The conveniently named Father of all Bombs has just been successfully tested. OberKommando now impressed with the weapon ordered the creation of four more bombs.
