COVID-19 update: community transmission inconclusive.
Today we have 27 new cases of COVID-19 infection confirmed by laboratory tests, with a total of 66 cases. Just over 1200 laboratory tests have been conducted, bringing the total number of completed tests to 6000.
"11 of the new cases have a history of international travel," Health Minister Bofstein stated in a public media release. "One is a close contact of a previous confirmed case."

President Weil made a public address to the nation concerning the novel coronavirus outbreak, announcing the creation of a 4-level COVID19 alert system.
"We are asking that you limit your travel around the country and do everything in your ability to aid the medical investigation teams," the President said.
"Non-essential travel is highly discouraged. If you need to travel, maintain social distancing and wash your hands for 20 seconds before and after."
"This is vital to protecting people's health and ensuring our health system can cope and look after Shtetans who become sick. Final presidential primaries rescheduled for April 7
The final Democratic and Republican presidential primaries that were scheduled to be held yesterday, March 24, have been rescheduled for April 7, 2020. The states of Colorado Governor Jared Polis (D) announced that the rescheduled Colorado primary will not affect vote-by-mail ballots that will continue to be accepted if postmarked by April 7. The Governors of Hidalgo, Idaho, Montana, and Sheridan made similar announcements.
The announcement was made in light of the national shelter-in-place order, set to expire on March 31. President Lambert (D) has not indicated if she will renew the order but a spokesperson for 1 Chandler Lane said: "The administration is closely monitoring the spread of COVID-19 cases nationwide and continually evaluates all possible options. Montevento shows its discontent with the government for "lack of measures" against COVID-19
Various citizens have today decided to demonstrate their discontent with the Government of Montevento participating of what is known in Montevento as a "Casseroulada", consisting on making noise by banging pots, pans, and other metallic utensils from balconies, windows and gardens of houses in order to call for attention or to silence opposing ideas, in addition to turning off all lights inside and outside their homes to simulate a "blackout".
The protest was organised by the Central Union of Workers as they consider that the current measures taken by the government are "insufficient" to combat the virus, demanding that a "mandatory national quarantine" must be declared immediately while taking all necessary precautions to help those who won't be able to keep their jobs and will loose their only source of income due to the pandemic. The Central Union of Workers also heavily criticised the posture of the government of just recommending a voluntary quarantine to all citizens, declaring that "making a voluntary quarantine is elitist and only suitable for those who are well off and can afford not attending to their jobs, risking to loose them".
The "casseroulada" took place at 9:00 pm, at the same time that the Government held the daily press conference in which the new positive cases of the virus and any new measures or decisions regarding the pandemic that Montevento and the rest of the world are going through are publicly announced. This time, the press conference also took longer than expected, as the government went on to list all the measures taken so far, such as the total quarantining of the Province of Nuova Italia, the cancellation of all flights from and to Montevento, the suspension of all public events and classes, the deregulation and encouragement of home-working and the partnership with PureLife from Calicambria to allow Montevento to conduct an extensive testing for positive cases.
The Minister of Economy and Finances also decided to make a declaration during the conference, as the noise made by the banging of pots and pans made a deafening sound in the streets of the country. His intervention was rather short, but very direct: declaring a mandatory national quarantine was just not possible if Montevento wished to come out of the pandemic with a functional economy and stated that the consequences of a collapsed economy for a country like Montevento could be devastating.
However the the supporters of the Central Union of Workers were not the only ones making noise today, as many sided with the government praising its decision to keep a balance between economic stability and virus prevention, and in turn, decided to sing the national anthem of Montevento from the windows of their homes as a gesture of unity and national strength while the protest was happening, finishing with a massive applause when the press conference ended.

Have Lockdown, No Travel
With a rapid rise in confirmed cases and an increased risk of community transmission, President Weil announced that the country will be moving up to Alert Level 4. This morning, 78 new cases were confirmed, with 7 individuals under hospital care - none are in ICU and all are reported to be in stable condition. 27 individuals have confirmed full recovery from the virus.
"We are fortunate to still be behind the vast majority of nations in terms of infections and community transmission," stated President Weil during her public address. "But our trajectory is very clear; act now, or let the virus take hold as it has elsewhere. We currently have 183 confirmed cases of infection by the novel coronavirus - but so did many nations, where the virus has no overwhelmed their health systems, and hundreds of people are dying everyday."
"The situation is paced, and so are we. I have always said that we will act decisively."
"The Health Director-General, as well as the Health Ministry, have now confirmed there are 2 cases which we are unable to trace the origin of infection from. As such, we believe that there are community transmission within Shtet. There is no easy way to say that, but it is the reality that we have seen play out in our neighbours and overseas, and one which we must not let get out of control here. In 48 hours, the nation will go into full lockdown - meaning all residents will have to stay home, schools, universities, and non-essential businesses will be closed, and a major prioritisation of health services and public transport will take place. Public assemblies and events will not proceed, but individuals will be allowed to go shopping, refuel at gas stations, and access medication at pharmacies. All individuals outside have to stay at least 2 metres away from each other.
"I do not underestimate what I am asking Shtetans to do. It is huge, and I know it will feel daunting. But the worst-case scenario here is simply intolerable."
The national election - traditionally scheduled for April 8 (Independence Day) - will be postponed until the alert level is lowered.
"By moving early, we have a chance of minimising the length of time we spend at Level 4."
The number of cases will continue to rise over the next few weeks, but once they begin to fall, the Government will consider dropping the alert levels in select parts of the country. Nationwide, the alert level will remain at the highest rating until the Government becomes fully confident that a widespread community transmission will not occur.
Rail service for Medoynia

Following the announcement from President Weil of the Republic of Shtet, SNCF has made the decision to suspend rail service between Medoynia and Shtet until approved to restart services by all regulatory authorities.
Travelers traveling in and out of Medoynia using either final SNCF trip will be screened at the station prior to boarding and at the station after arrival. SNCF is working with Ministry of Health officials to ensure the safety and health of all travelers as they return home.
"Agreed," the Sultan says, nodding.
He and his advisers each review the folders provided by their counterparts representing Montevento. In the first meeting of the Parliament of Medoynia in Roissy, four new measures were adopted by the National Assembly to address the worsening COVID-19 crisis within the country. In addition, 2/3 of the Assembly voted to proceed with regional/provincial government restructuring and to declare German an official language of the Republic, joining English, French, and Italian.
i. All residents of the country will now have to adhere to a curfew of 9 p.m. until 5 a.m. except if approved by authorities in their department. Law enforcement will enforce this curfew and violators can be fined up to $500 devises or jail time of up to 3 months.
ii. All residents of the country will no longer be able to undertake any activities that involve leaving one's place of residence beyond essential shopping (e.g. groceries) and access to pharmacies, clinics, and/or hospitals except if approved by authorities in their department. All non-essential government services have been suspended and all local public transportation will shut down. SNCF, Thello, and Italo will all cut rail services by 90% (SNCF), 95% (Thello), and 100% (Italo/operations suspended).
When in public, all are required to maintain 6 feet of social distancing. Law enforcement will enforce this regulation and violators can be fined up to $500 devises or jail time of up to 3 months.
iii. All non life-threatening medical procedures will be suspended until further notice, nationwide. Patients in clinics and hospitals who do not require medical care and supervision are to be discharged into the hands of family members unless otherwise not possible. Provincial governments are required to house the homeless population in their jurisdictions appropriately and under health guidelines such as social distancing.
iv. Prices shall be capped at 10% fluctuation at retail price for all essential goods (e.g. groceries, toilet paper, paper towels). Violators shall be fined up to $500 devises per item sold at the illegal price. The government is also banning the sale of surgical masks and N-95 masks to the general public and will purchase aforementioned items at 10% more than their retail price for redistribution to the National Health Service and private medical hospitals/centers.
On regional/provincial government restructuring
i. There shall be three regions established in the Republic of Medoynia, under the authority of the national government and superseding the authority of the provincial governments they are composed of.
ii. The three regions are as follows: France, Italia, and Suisse-land.
iii. Each region shall be composed of a Regional Government (led by a Regional President) and a Regional Parliament (led by a Regional Premier). Elections shall be decided upon by each region in drafting a Regional Constitution but may be no more than 5 calendar years apart. The national government shall devolve powers to all regions as it sees fit and upon agreement of all branches of the national government.
On the German language
i. German is declared the fourth official language of the Republic of Medoynia, with full implementation to be required of all government ministries, departments, and agencies by the year 2022.
ii. German shall be integrated into the national school curriculum beginning in the 2022-23 academic year.
iii. $25 million devises shall be allocated annually to support the implementation of German as an official language. The provinces of Vaud-Est and Vaud-Ouest shall not receive funding per this plan due to the prevalence of German language in all sectors of government, business, education, medicine, and daily life.

COVID-19 claims its first Shtetan.
The country woke up today to sad news - last night, the first death linked to the novel coronavirus in Shtet took place in Dresden.
The victim, a woman in her late 70s, was initially admitted 4 days ago and was misdiagnosed with influenza complicated by an underlying chronic health condition. As we have seen around the world, COVID-19 can be a deadly disease, particularly to the elderly and those with pre-existing conditions.
Our nation's thoughts and prayers are with the woman's family and loved ones at this time. Understandably, the family would like to take this time to grieve, and they have asked our media to respect their privacy. No further information will be published about the woman.
As a result of the initial misdiagnosis, there was a period of time when health staff caring for the woman used protective equipment for influenza, but not COVID-19. Once the diagnosis was confirmed, the staff took a range of measures to protect themselves and their patients. As a precautionary measure, the hospital has placed 21 staff members in self-isolation for 14 days from their last involvement in the patient's care. Family members who do not have symptoms will also be monitored in self-isolation for 14 days.
The combined total of confirmed and probable cases in Shtet is currently 589; 12 individuals are currently under hospital care, 4 of which are expected to be discharged soon. There are 64 reported cases which we can confirm to have fully recovered. The average daily test number is 1728. As usual, people being tested are expected to stay in self-isolation and practice the standard recommended hygiene measures until advised of the result of their test.
The Pandemic Response Commission has stated that "we are seeing a strong link to overseas travel and have tracked infection chains to confirmed cases." More than half of the country's confirmed cases can be linked to overseas travel.
The Pandemic Response Commission - including the President and Prime Minister - will hold a public online forum and discussion about the ongoing crisis later this day. Government announces new economic measures to fight COVID-19
During a press conference led by the Minister of Economy and Finances, the government has announced today that a new series of measures that will be taken in order to reduce government spending and redirect funds towards the combat of the pandemic, as well as start the creation of a reserve fund to support small and medium-sized companies after the situation is controlled that could have been affected by the paralysis of the Monteventani economy as a result of the current measures to minimise social contact and the agglomerations of people.
Among the announced measures is a wage cut of 10% for all employees of the State, including publicly-owned business and their subsidiaries, who earn more than ƒ 2.000 monthly. This measure will also cover people occupying positions of trust within the government (such as ministers, directors and judges of the Supreme Court of Justice), to which a 15% cut will be applied. Those who occupy elected positions in the government (Doge, Councillors, Governors, Mayors, etc.) will be subject to a 20% decrease in their wages regardless of its amount (as all are higher than ƒ 3.000 monthly). Health and science workers, police officers, firefighters and the army will not be affected by this measure given their special importance during these times.
According to official government sources, it has been decided to cut the salaries of these groups of people since, unlike those working in the private sector, the payment of their salaries is not at risk and their jobs are secured by the government, so they are likely to enjoy greater economic stability than the average citizen during times of crisis.
The measure will be in force for 2 months, but the government does not rule out prolonging this decision if after this time the situation has not improved. It is estimated that this measure will allow the government to save between 20 and 30 million florins, which will be used entirely for the acquisition of medical material, various hygiene products to distribute free of charge to citizens who cannot access them and for the training of new professional staff.
This money will also be used to pay to provide shelter for those people who are living on the street and who for other reasons cannot stay in their homes (situations of domestic violence, evictions, etc.) in order to prevent them from being exposed to the virus. In addition to this, the government has conditioned the Tricentennial Stadium (the largest and most important in San Giovanni) so that it can accommodate more than 100 homeless people for the duration of this situation.
"I'm glad we have come to an agreement," the Sultan says and the Prime Minister nods in agreement. "Let us wrap up this meeting for today and get some rest. My government will notify you as soon as we receive updates."
US Department of Education recommends school closures until end of the school year
In a live stream today, Secretary of Education Deborah Reese recommended school districts nationwide to cancel classes through the end of the spring semester as COVID-19 cases continue to steadily increase daily.
“As a former public school educator with 30 years of experience, I know firsthand the effects that a school closure lasting the rest of the 2019-2020 school year will have on districts, families, and students. I do not make this recommendation lightly. The Lambert administration and the Department of Education will be providing further guidance in the coming days.”
The states of Mojave and Kanassas have already cancelled classes for the remainder of the year and authorities in California, Columbia, Oregon, and Ponoma are considering similar measures.

Chairmen Adisa has announced that he tested positive for coronavirus. After his recent visit to Havana, where he examined and was informed about the inter-island relief efforts, he reported having started "showing mild flu symptoms" and a "low fever" according to his statements. He immediately sought medical advice and was tested for COVID-19 as a cautionary measure.
While he reports his symptoms have since subsided, he has gone into self-isolation "out of caution for his colleagues" and will continue working from his residence in Atlanta. His wife and children are being tested and are likewise in self-isolation with the Chairman.

The U.S. would like to establish an embassy in Atlanta and a consulate-general in New Orleans and invites Befrika to establish an embassy in Alexandria as well as consulates in other U.S. cities.
