Official Announcement of the Electoral Court
Città di San Giovanni, Repubblica di Montevento

As announced days ago, the "Ruvonian Constitutional Amendment Referendum" was held today in all national territories. The voting centres where opened from 7:00AM to 7:00PM. were citizens could find a total of eight ballots, two per question asked in the referendum, one to vote for "Yes" and one for "No". The day culminated without major incidents, with citizens both calm and expectant for the results.

After one hour after the closure of the voting centres, the Electoral Court can inform, after performing the preliminary scrutiny of the votes, that 3 out of the 4 proposed changes to the national constitution have reached the needed amount of votes to be approved. The change of the official name of the republic, the change of the national flag and the change of the name of our capital city back to "San Giovanni" have all been accepted by the citizens of the republic, while the change of the national motto has failed to achieve the needed support and has been rejected. The final recount of the votes is now being performed as required by law, but the results are very unlikely to change significantly.

Citizens were free to vote or not during the referendum, and could choose to leave questions unanswered, so the total turnout for the different questions is different from one another, however, there have been a total of 967.532 unique votes, meaning that 79.54% of all citizens allowed to vote decided to participate. The most answered question was the one referring to the national flag, with a turnout of 78.70% while the least answered was the one referring to the name of the capital, with only 46.76%.

>> Full results of the referendum can be seen here

All changes approved by the referendum will take effect from tomorrow, while today at midnight the old flag will be officially removed from the Plazza della Bandiera (Flag square), while the new one will be hoisted for the first time. The ceremony will be in charge of the National Army and the Corpo di Carabineri, who will also be in charge of the burning of the old flag, since according to national laws, no symbol of the Republic can be discarded in another way. The Orchestra of the Army will also play the national anthem during the ceremony.

Public offices and other services of the state will slowly adapt to the new dispositions, changing their logos, flags and names to adapt to the new identity of the Republic. This process is estimated to take up to a year to be fully complete and will cost around ƒ 230.000.000.

      EMERGE, O ARTHERIA
      Auftauchen, o Artheria

        ________

      | Over the past few weeks as Artheria began emerging from its isolationist self, the nation had received multiple requests from a wide variety of nations to begin diplomatic relations. The response came after deliberation between the Kaiser and his advisers. Medoynia and Nanako Island would be allowed to construct one embassy and three consulates each in any city of the Reich. Artheria would in return of course send a diplomatic mission and allow virtually unrestricted trade and travel between the Reich, Medoynia and the Islands.
The Kaiser has ordered a general mobilization of the Diplomatic Guards to prepare for the influx of foreign diplomats. He made it clear that they were to be guarded all the way from the airport to their temporary embassy (assuming that they would want to build a new one), and around the clock, 24/7. He also made it clear that if any harm came upon the diplomats, the perpetrators would be punished severely: these diplomats were guests and were to be treated with the utmost respect and honor of the Artherian people.
On a non-diplomatic note, a new Combat Brigade of Scorpion IFVs were ordered in order to meet the goal of ten by 2021, bringing the current total up to five, and forty more YF-12s to further secure Artherian airspace. In addition to the new orders, the annual FleetEx began in the North Sea involving six destroyers, four cruisers, the ANCS Obliteration, two carriers, one amphibious assault ship, four fast attack submarines and two strike submarines. In addition to those, there were ninety non-participating Coast Guard vessels providing security for the fleet. These ships ranged from large cutters to RHIBs. They are expected to end in three days, and after such the results will be made public. |

Peace Negotiations, Sutorina, Republic Of Srpska And Herzeg-Bosnia

Day Five:

"There were no meetings yesterday, but that is why today was a tiring one. We had a brief protocol meeting this morning at which the Human Rights and Freedoms Agreement was signed. The agreement was signed by, among others, General Veselin Sljivancanin and General Borislav Eric. Brief introductory remarks were made by both generals.

Immediately after this signing, the conversation between the two delegations resumed. It was planned to hold the meeting without interruption. Unfortunately, it lasted until a short time ago because of the many interruptions that were most sought by President Djuro Pucar's delegations.

Also, another important agreement has been reached today. Specifically, they agreed on how to secure interests in parliament. After brief disagreements between President Jovic and President Pucar, it was agreed that interests would be secured in parliament.

As time went on, the meeting did not produce some results. During the meeting by President Djuro Pucar, we were provided with a map requesting more territory than they had before the recent conflicts.

President Borisav Jovic disagreed. He insisted on the old territory and the return of certain cities to some autonomous provinces. A heated debate ensued. The meeting was adjourned. The break lasted 1h.

President Djuro Pucar was shocked by what Jovic had repeated several times - "that the territory must return to its original position and that change can only be brought about by repeated conflict."

Today in the news : Supreme court opens investigations : Chief Justice of Nanako, Naomi Nergjessen, and her staff have finally decided, after days of thorough analysis of documents presented as proof by MP K. Nedotaya (Social-Democrats) in the Keno Petroleum case, to solicit the supreme court of justice for suspected corruption attempt. Majority of MPs seem to support K. Nedotaya in his struggle against what they call "immature criminal marketing", but some, like MP Georges Gregor (National Party) suspect a government plot, trying to gain more time to prepare a bigger political move, or to hide certain things Keno could know about. He thinks the government might be trying to sell parts of the NPR (read article) to foreign, more offering investors, and that Keno, a long standing anti-prohibition of NPR exploitation company, could have discovered. MP Georges Gregor is positive : he has proof of what he is speculating, but awaits decisions of the Supreme Court before making any moves. Our investigations, on the over hand, have shown that a certain "Georges Gregor" is shareholder of Keno Petroleum, a fact that terribly strikes his ability to remain credible. For the moment, report on the Energetic project is once more delayed, but this time, parliamentarians have agreed on a deadline of a month. Keno declared that they denied any accusation chiefs and threatens their lobby partner company of lawsuit, rejecting any responsibility.

Ruvonian Constitutional reforms were adopted by referendum and Parliament recognized changes. The country is now officially called and referred to as Montevento.

Universities begin preparations for the annual Admission Test

With the beginning of a new academic term at the end of the next month, the Public University of Montevento has started preparations for the annual admission test. Said test is done every year around a month prior to the start of the classes and has to be taken by anyone trying to be admitted into the Public University, regardless of prior marks during high school or the degree they are planning to obtain.

The admission test is in place in order to ensure that the services of the University can be offered free of charge to all students, without compromising the quality of the services by overcrowding the faculties of the University, allowing it to allocate its resources more efficiently. Nonetheless, the test is not regarded as hard, and its only intentions are to eliminate those persons who truly lack the sufficient capacities or skills to be able to fully understand and comprehend the lower courses offered by the University.

According to Cecilia Trozzo, the current Rector of the Public University of Montevento, the test is passed yearly by around 85% to 90% of all the students, with slightly better results for women than for men. She also declared that the test, as every year, will not make questions about academic content, but rather will ask logic and common sense questions.

Education currently receives a budget of 15% of the Monteventani GDP, being one of the top priorities of the government of the Republic, of which, around a third is destined to the Public University of Montevento alone. The university has a total of 94.757 students, being by far the biggest university in Montevento and 11.000 new students are expected to begin their courses this year.

Santa Kruz protests shut down by local authorities

For the past several days, protesters against the commune's leadership, Governor Evola Maidano, have been raging on in the streets of Santa Cruz, Bolivia. Demanding the immediate resignation of the Governor and an instant election for the post, the protests have so far been peaceful, with participants occupying the Independence Plaza in front of the Santa Cruz Congress building.

Last night, however, armed police were ordered to disperse all protesters from the plaza while suppressing mobile communication devices in the local area. Reports from the raid suggest that the protesters did not put up resistance against the police. Despite this, the reports also state that the police violently attacked all present, including non-participating civilians in the area. Footage of two policemen chasing one student several hundred metres away from the plaza leaked on Pekker during the raid, causing outrage online. Many of the protesters were detained by the police, including one La Universalo cameraman and photographer, with 42 detainees released this morning, according to the official police records.

In an official statement, police spokeswoman Olga Mendoza justified the raid by saying that the protesters were interfering with local business and the city's maintenance plans for the plaza's water pipeline network. Further, Mrs Mendoza accused some of the protesters of throwing rocks and logs at public buildings and the police shortly before the raid. The Santa Kruz attorney-general has issued a report, detailing that 39 people were injured during the raid, including 12 students, 2 reporters, and 1 tourist from Montevento. 10 people are currently being hospitalised. In addition, 7 officers were injured.

Governor Maidano addressed the situation via public television, calling the protesters "rioters" and accusing the Communist Party and United Front of paying protesters in order to inflate the numbers and "topple this democratically elected government and seize our commune by force." He added that "should these demagogues call for further mass disturbances, we will react with full force, harshly."

The Communist Party denies involvement with the protesters, though several members of the local United Front branch have declared support for the movement against Maidano and have visited the hospital in which many of the protesters are being hospitalised.

"The situation is currently calm.15 minutes ago, the shooting stopped. As we find out, one of the soldiers was unfortunately killed and one was captured. A Communist People's Army soldier was killed and a Republic Of Srpska Army soldier was captured. We have also received information that telephone negotiations between General Vlado Segrt and General Mile Mrksic are ongoing. The topic of the negotiations is the safe return of the captured soldier. That's all from me."

"Thank you Sinisa. We would like to remind you that tonight we will go live in Sutorina where we will live interview President Borisav Jovic. Goodbye."

The republic of Valkiir wishes to make it known to all parties Resumption of hostilities will not be tolerated. Instability on the borders of our Overseas Provinces is a clear and present danger to our security and the safety of our citizens. The current crisis hs caused a serious increase in the refugee situation an is placing a taxing burden on two of our least prosperous Provinces. A diplomatic solution is the only outcome we can tolerate at this point. This is not a threat. This is a statement of the consequences of a failure by the leadership of involved parties.

our Justification, beyond our own security and stability, is that while self-determination s a right of all people, there are limits to acceptable behavior by individuals and states. we will not sit idly while an endless struggle of arms beaks out on our borders. We will not watch as innocents are put through the terror of armed civil war, and we will not watch as Europe is threatened with another generation of conflict and suffering. The days of warring states in Europe is best sent to the dust bin of history. If it takes an outside force to bring the heads of the factions to an agreeable conclusion to this conflict then so be it. The choice is yours. Diplomacy, or a forced change of attitudes, and/or leadership.

A message from Chairwoman Léa Verbilt in regards to the suppression of mobile communication

To all whom may be concerned:

I, as the Chairwoman of the Council of International Freedoms & Human Rights, am deeply concerned by the suppression of a peaceful protest and movement in the city Santa Kruz in the People's Republic of Meridujo. The Council calls on the Meridujan government and local authorities to remedy their actions which take a step back from the principles of peaceful protest.

Signed,
Léa Verbilt
