Pre Civil-War Unrest

Unusual to Loxodonian's Imperial empires, the last empire, called La Dynastie Turis (The Turis Dynasty/LDT), was suprisingly weak and corrupt for the usual empires of Loxodon. Civil unrest from the outer-rings of islands was growing as the strength and corruption of LDT was growing. Some standoffs between citizens and soldiers lead to full-on brawls, with multiple casualties on both sides. A growing democratic movement, La République Socialiste (the socialist republic/LRS) based in the Eastern Islands of Dormant and Normandy, had grown to sizes the imperial government didn't like. Dormant and Normandy's garrisons were quadrupled to sizes not normal for smaller islands. Civil Unrest grew to levels not seen since the empires of old.

Timeline of the Civil War

After the increased garrisons, many LRS leaders decided to gather up their supporters and begin the revolution, before stuff gets worse for them. On the 15th of August 1976, the formal revolution of the LRS began.

Timeline:

August 1976 - LRS militia units link up around Normandy, Dormant stays in a state of guerrilla warfare and anarchism.
August 1976 - LDT Guardsmen Forces attack makeshift forts in Normandy, minor forts fall to them, but the larger forts push back and take the Guardsmen's camps.
September 1976 - Dormant, after about a month of anarchy, unified itself with the main revolution on Normandy.
September 1976 - Militia forces attack LDT Guardsmen in the occupied towns and villages of Dormant, Dormant's regional capital of Bulwark falls after a 4 day battle
December 1976 - After a few months of general fighting, The Emperor, Norman Turis, appealed to the international community for support for his empire, 2 nations, Solaryia and Havalland vow to support the Imperial forces, while The Tsunterlands supports the republic, all of the aforementioned nations start exporting weapons to their respective sides
December 1976 - Christmas Day 1976, more commonly known as Bloody Christmas by both sides, was the most brutal battle of all battles in the civil war, with over 30,342 military casualties and 14,029 civilian casualties. By the end of the day, Normandy and Dormant were under full Republic control.
February 1977 - A month and a half on from Bloody Christmas comes Jour de la République (Day of the Republic/Republic Day), the day where The Republic of Loxodon was formalised. Dormill and Stiura and The Tsunterlands sent their recognitions of the new republic, while the 2 Imperial supporters vouched for the original Empire.
March 1977 - LDT start drafting all adults into the army, ironically the first time women have been drafted into imperial ranks, this is also the last time.
March 1977 - LRS forces prep naval invasions for the Main Island (Île de la Capitale) with lend-leased transports and frigates. LDT build up coastal forts on the more obvious landing sites.
June 1977 - The naval forces, after months of prepping, launch for LDT held lands, sending ships to lesser defended areas with lower supply, but routes to major cities.
June 1977 - Battle of Plage de Verre (Glass Beach), a beach commonly used by construction companies to make glass, was the beach-head of the invasion forces, fierce fighting from LDT forces make LRS suffer around 5,442 casualties. By the middle of the day, the beach had been secured and LDT forces were on the run. LRS forces gained a major boost in weapons supplies from the captured coastal forts.
August 1977 - LRS and LDT forces have a day truce to acknowledge the 1 year anniversary of the civil war declaration
January 1978 - LRS forces are on the verge of capturing Newport, the second biggest city of Loxodon, LDT Guardsmen corps are sent to key areas, along with Imperial General Forces. Guardsmen engage the LRS militias outside the gates to the city, Guardsmen have success pushing the general forces back, but a few "Speeder Units" (Light Infantry) got past during the battle, citizens in the city arm themselves and join the invading LRS forces in capturing the city. LDT General Forces are overwhelmed and retreat to Kardiff, with a few Guardsmen entrenching in the Imperial administration building.
April 1978 - Kardiff, after 12,221 military casualties, was finally entered by LRS forces, LDT and LRS forces secure their respective halfs of the city, about after 9 days of intense fighting, LDT forces surrender to LRS forces. The LDT higher-ups start talking about peace talks and agree to a cease-fire.
May 1978 - After weeks of peace talks, LDT's own Emperor, Norman Turis admits the defeat of the LDT, with terms being harsh on their supporters. LDT's government is to transform into 5 separate political parties in the republic, Emperor Norman Turis is to be trialled for crimes against humanity (in which he was sentenced to life imprisonment, and died in prison in 2000, January 1st, 00:00am, many citizens paid their respects, enemy or not, he was the last of the Turis Dynasty's emperor, The Republic of Loxodon is to get all resources and national treasuries.

Suggestions: Your carrier, ditch the seaplane idea. Make your 15 fighters V/STOL aircraft, the 10 bombers convert to helicopters with a mix of AEW (airborne early warning), ASW (anti submarine warfare) and SAR (search and rescue). Unless you have fought a war lately you can’t have Ace pilots, an Ace is someone who has shot down five or more enemy aircraft.

Lol somehow my new Windows 10 weather taskbar thingie thinks I'm in Nigeria (Alagbado, Ogun to be exact). And it's not an issue of a VPN being set to Nigeria either. Torom is a free market capitalist economy built on centuries of history as a merchant state. It is known to be one of the best countries for doing business in.

Torom is infamous for our unique tax system. Most taxes are at a flat rate of 15% including income with deductions, corporate, property, estate, and goods and services taxes.

Taxable incomes lower than 10,250ℳ(~7,430$) are free from income taxes, and any offshore income isn't taxed. Also, property taxes only tax the land, not the structures.

This system, for decades, has made Torom an attractive place for businesses and corporations to thrive in the Toroman market.

The Toroman economy mainly relies on the services sector which contributes over 66% of the country's GDP. Tourism, retail, financial services, and the Central Canal provide the bulk of the country's earnings.

Meanwhile, the manufacturing sector makes up nearly 30% of the country's yearly GDP. The sector is spearheaded mainly by the manufacturing of electronics, appliances, furniture, and automobiles. Torom is also known as the home of many prestigious luxury brands such as Mango and Meubles Bourdillon. Toroman products are prized for their beauty, quality, and craftsmanship in every little detail.

Lastly, the production of raw materials makes up around 3% of the country's yearly GDP. The largest industries in this sector are agriculture and fishing which supply food for the country.

Rules

  1. The nation which you join the map with should be a member of the World Assembly.

  2. You must have a name that is realistic. If you were to put it in a list of nations on Earth, it should not seem out of place or strange compared to them. However, this does not mean that you are allowed to have the same name as a real life country on Earth or something extremely similar.

  3. You are only allowed one nation on the map. No puppets are allowed.

  4. You must have at least one factbook about your nation that proves that you are going to actively engage and develop your nation in-character

  5. You must post anywhere on the LinkNationStates forums. This means anywhere across the site that you are allowed to post on. Do not post on threads marked (IC) or [IC] or places where you otherwise would not be welcome.

  6. If you lodge a map application and do not log in for a while afterwards, you may not be added to the map.

  7. If you are on the map, you must either significantly edit a dispatch or factbook or post in an [IC]/(IC) or [OOC]/(OOC) forum that exclusively involves nations on the map pictured above. About TWI In-Character

The Western Isles, like many regions, exists in its own separate reality or plane of existence in order for members to reconcile their own histories with each other. We are Earth-based humans with Earth weapons and Earth culture, although we do not exist on the map of Earth itself. Although Earth's countries exist in our reality, we do not typically interact with them nor do they interact with us; we almost exclusively interact with only the nations in our region.

The Western Isles is very roughly 7000 miles long and 4000 miles wide (10 km by 10 km per pixel). We exist in a northern hemisphere, with the nations at the north typically experiencing colder climates and the nations at the south typically experiencing equatorial climates. If it helps, you can picture our map as being the area between Japan, the western American coast, the Aleutian islands, and Hawaii, although we do not actually exist in that realm. Nations are given free reign to decide their inner geography, so long as it does not bend too deep into unrealistic territory. Similarly, nations may decide their own resources or lack thereof, so long as it is kept reasonable and realistic. We are modern time, specifically current time, meaning that the real-life calendar day is the same as our role-play day.

The central island is named Argus; the large island to the northeast of Argus is called Gael. The island to the west of Argus is called Raedlon.

Bold Territories

What are they?
Bold territories are those little areas on the map circled or marked by black borders - their names are typically smaller and emboldened. They are portions of the map which are set aside with the sole purpose of being hubs for activity - not for the mere sake of having more land or getting something that you want. Rather, these are made normally to facilitate some sort of in character role-play. There are generally two types of bold territories - the larger, older and more traditional ones devoted to role-plays that are typically only overseen by one or two people. There is then the second category which is smaller and newer islands which are typically made with the view of having them change hands in character relatively quickly and are designed to be a proxy for wider tensions - whether this be diplomatic, economic or even in the sense of armed conflict.

In order to apply to get responsibility to out of character manage a bold territory not listed below, you should create a factbook and then post a link to it in this thread and talk about your intentions for the territory. If approved, you may then be considered as overseeing the territory.

    • Backstory: An area first settled by Vacrusians, it has become a contested territory both politically and ethnically. Conflict is a well established part of its history, though only recently a longstanding peace has been broken by increased hostility by both Vacrus and Kravato. Placed on an important trade route and strategically important location on the western side of South Argus, the island is a flashpoint that is only just starting to awaken yet again.

    • Backstory: Since their arrival to Baumes, the Romancians have constantly been bullied and harassed by the Baumish. And after a long and bloody civil war, Romancia has finally succeeded in independence. Now war-torn and destroyed, Romancia must now rebuild itself and forge a new future.

    • Backstory: Caught between the imperial ambitions of nations both foreign and native to the Western Isles, Charbagnia is in some ways a multiethnic paradise and a tribute to tolerance and equality. However, decades of political mismanagement and international strife has constantly reopened the wounds of ethnic and sectarian conflict, preventing Charbagnia from fully healing and becoming a beacon for liberty and human rights in the Southern Sea. Now faced with a growing threat of terrorism armed with the weapons of a very recent war, a powder keg has been set under the Charbagnian nation, and it is up to the nations of the Southern Sea and beyond to band together and relieve the pressure, or else condemn them all to a new age of strife and death.

    • Backstory: The Faronna Islands were two Islands that were shared between Balnik and Roendavar under the 1983 Faronna Islands agreement that set the islands to be used as a nature reserve. The treaty expired and was not renewed. In 2019 surveys reported that the islands had an abundance of fossil fuels and was rich in resources. In 2020, faced with an imminent energy crisis, Balnik annexed the islands and began exploiting the islands and its resources

    • Backstory: Ever since its colonisation, Keverai has been an outward looking place - seeking to absorb the prosperity and the vibrancy that comes with a multicultural experience. This has exposed it to external problems such as war, social and income inequality, and large organised crime operations within the nation. Many of these conditions were made possible through the deregulation of the economy and the flow through effects it would have. Keverai’s first truly democratic government has had a lacklustre response to these which have very much fallen short of expectations. Now, the nation is completely exposed to the risk of disaster or further instability exacerbating the existing inequality and unrest.

  • Norregan (Read Dispatch) | IC Governed by an independent democratic government | OOC Managed by Roendavar

    • Qualities: Isolationist | Absolutist | Traditionalist | Conservative

    • Backstory: The Norregan people came to the Wake Islands and settled around the Stakerenea Islands as early as 1000 BCE. There have been several theories of how they got there, the most plausible one being that the Norregan people are a sea-faring people from Argus. The Norregan eventually settled into small tribal communities, relying on fishing for much of their food. Around the 1600s, trade finally came to the islands from nearby Raedlon. As the world descended into wars for control, the people of Norregan began to become wary of their survival, especially as they saw the Sud and Atolla fall to foreign influence. In 1729, a tribal chieftain known as Ilinakara’Toatou Falakira, also known to the Norregan people as the Uniter (Karana), united the Stakerenea Islands, through the Gray War. The Ilinakara family would soon rule Norregan from then on as absolute monarchs, pursuing a traditional and isolationist policy and remaining guarded against the outside world. However, after the storm of 2021 that left the Wake Islands devastated, current Queen Ilinakara'Falini Okilanoa, has decided to loosen the nation's economic policies and has allowed increased foreign investment, albeit, under her severe absolute watch.

  • Sud (Read Dispatch) | IC Governed by an independent democratic government | OOC Managed by Solaryia

    • Qualities: Backwater | Developing | Enterprising | Unequal

    • Backstory: A confident democracy with a charismatic but politically-minded leader, Sud has long considered itself as the success story of the three Wake Island chains. Whilst it suffered to an extent from a stormfront which battered Atolla and Norregan, the disaster exposed the existing inequalities in Sudite society. Sud is the most open of the three nations, relying on international backing to maintain its confidence as an important middlepower within the Raedlon subregion. However, the reality for the Sudites is that the social issues which haunt them remain very prevalent and the same politcking that occurs in Norregan and Atolla is just as rife here.

  • Atolla (Read Dispatch) | IC Governed by an independent democratic government | OOC Managed by Alteran republics

    • Qualities: Liberal Conservative | Meritocratic | Democratic | Fledgling Capitalist | Altera Dependent

    • Backstory: Since first being 'discovered' by the fledgling Alteran Republics in the 1460's, the island nation would soon become a keystone in the formation of the Alteran Commonwealth several centuries later. Battered by regular storms and harsh weather, the island inhabitants of Atolla grew to become a hardy and resilient people. Combined with imported traits and a thirst for mercantilism, the Atollan people would become an island of shopkeepers, establishing strong trade links with its neighbours in Raedlon. For whatever reason, whether thanks to subtle social or economic changes, Atolla never truly blossomed as an island nation and would remain strongly dependent on its Alteran colonial masters. However, thanks to continued investment and a brief flirt with independence; Atolla formally gained independence in 2016 after a slim referendum victory. Despite this, the nation stands at a crossroads - do they use their new independence to cut off colonial ties and seek their own glory - or acknowledge their allies and seek the safety and comfort of a like-minded friend?

  • Sunset Isle (Read Dispatch) | IC by uncontacted, hostile tribes | OOC Managed by Martenyika

    • Qualities: Wild | Tribal | Biodiverse | Resource-rich

    • Backstory: Originally a disputed territory, the Sunset Isle never attracted much attention due to its apparent lack of relevant natural resources and to the extreme hostility of its native tribe, the Akari. The situation quickly changed when a team of illegal researchers discovered massive deposits of highly valuable resources on the island in 2021. This led to a military standout between Laeden and Martenyika that nearly evolved into a full scale armed conflict. Thankfully, both nations agreed to discuss the matter in an arbitration court, who ruled that the Akari and their traditional island should be respected and that foreigners should not approach or land there under any circumstance.

  • Sawneeak Atoll (Read Dispatch) | IC disputed | OOC Managed by Najimam

    • Qualities: Archipelago | Contested | Tranquil

    • Backstory: Ever since the late 14th century, the archipelago has been the site of several territorial claims and disputed. Initially a territory of the Kingdom of Tesselia in Ainslie, it was later sold to Uprea and over time, became colonised be several other states which often come and go. Today, Sawneeak Atoll is still largely disputed and borders are often still unofficial. However, it is clear that the area will continue to grow and the future of the archipelago is in the hands of the ruling governments.

Endorsements give the Founder more power to defend the region against raids from elsewhere; the nation with the most endorsements is the region's WA Delegate, and the Successor is the runner-up, so to say, in case Vancouvia is no longer available for whatever reason. CONSTITUTION OF THE WESTERN ISLES



PREAMBLE

Wishing to ensure and secure a prosperous future for the region and its members, this Constitution is hereby established as the supreme, foundational law of The Western Isles.


MISSION

The mission and purpose of the region is to provide an enjoyable, accessible, fair, realistic, and lasting role-play environment.


ARTICLE I: MEMBER NATIONS

Section 1: A member nation (hereafter also "member" or "nation") is defined as a nation that exists on the map of the region, and is present in the region.

Section 2: Member nations are reserved the following rights:

1. To freely participate in the region regardless of NationStates statistics, political stance, religious persuasion, and other similar attributes;
2. To apply for open office and challenge sitting officers;
3. To receive a hearing if requested, unless in the case of insignificant consequences should a hearing result in an unfavorable outcome for the nation;
4. To have an equal voice, status, and treatment;
5. To receive equal access to regional information, regardless of topic or substance;
6. To be free from unwarranted persecution from other members;
7. To petition the government for change through the presentation of legislation;
8. To campaign politically on behalf of themselves or others;
9. To freely vote in the World Assembly;
10. To repeal and replace this Constitution following a public and accessible Convention and a member nation vote of approval of the new Constitution by at least a 3/4 majority.

Section 3: Non-member nations may enter the region but are not granted the rights of this Constitution.


ARTICLE II: FOUNDER AND SUCCESSOR

Section 1: The role of Founder is, by nature, filled by Vancouvia. The Founder shall be responsible for executing the law of the region, managing the regional map, conducting polls and elections, updating the world factbook entry and certain governmental dispatches, providing for the defense of the region, encouraging the growth of the region, and pursuing the mission of the region.

Section 2: The Founder shall appoint a Successor, who shall be responsible for securing the WA delegacy in the inevitable event of the Founder's permanent absence. The Successor shall also be responsible for overseeing a program to best ensure such aim, helping in the defense of the region and its mission, and aiding the Founder and the region in any matters necessary.

Section 3: Upon the permanent absence of the Founder, the Successor shall be then referred to as the Executive Delegate and absorb the Founder's position. The Executive Delegate shall aim to smoothly transition the region through any crises, and may exercise reasonable judgment to ensure that the spirit of the region and its mission is maintained.

Section 4: The Executive Delegate shall also name a Successor, who shall serve as outlined in this article, in order to ensure the continuity of government and the delegacy for the future.


ARTICLE III: REGIONAL RULES

Section 1: The Regional Rules are a separate document from this Constitution. The Regional Rules dictate the rules of the map, as well as various public, out-of-character codes of conduct. Examples of the latter are: general rules about how to treat fellow region members out-of-character, rules about posting on the regional message board, and rules about sending regional telegrams.

Section 2: The Regional Rules are defined by the Founder, who may edit them at any time, within reason.

Section 3: Should this Constitution and the Regional Rules contradict one another, then the Regional Rules take precedence.

Section 4: Contradictions between this Constitution and the Regional Rules should preferably be resolved through convincing the Founder to edit the Regional Rules in such a way that they no longer contradict this Constitution. Failing that, the contradiction will have to be resolved through an amendment.

Section 5: This article cannot be amended unless it is in contradiction with the Regional Rules.


ARTICLE IV: EXECUTIVE BRANCH

Section 1: An executive branch consisting of the following officers and duties thereof is hereby established. No executive officer may serve in more than one office at a time.

Section 2: There shall be a President, who shall be responsible for leading the region through both normal operations and extraordinary crises, delegating tasks to executive officers, supervising the conduct and activity of executive officers, ensuring the continued well-being of the region, providing necessary services and actions, managing embassies and other foreign policy matters, and enforcing the laws of the region.

Section 3: There shall be a Secretary of Recruitment, who shall be responsible for recruiting and attracting new and suitable nations to the region, welcoming new nations, facilitating their assimilation into the region and ensuring their progression; and promoting the happiness, well-being, and harmony of member nations.

Section 4: There shall be a Secretary of Role-Play, who shall be responsible for creating reasonable, common-sense standards of role-play to ensure an enjoyable, accessible, fair, realistic, and lasting regional setting; promoting and facilitating that setting through the proactive creation of role-playing opportunities; and assisting nations with their individual role-play growth.

Section 5: There shall be a Secretary of Information, who shall be responsible for summarizing and reporting on the period's major role-playing events, informing on the government's activity and progress, gathering and displaying interesting or important regional statistics, and overseeing official regional documentation and publications.

Section 6: Executive officers may issue Executive Orders, so long as those orders do not violate the Constitution or the Regional Rules, do not grant powers to any executive officer, and are within the scope of their office. Executive Orders should be issued in order to clarify or create substantial policy decisions or standards. Executive officers can repeal the orders of their office's predecessors through an order. The President must approve before orders are enacted or repealed.

Section 7: Executive officers must carry out their duties to the best of their abilities and should resign if they can no longer adequately carry out their responsibilities. Each of the three secretaries are encouraged to delegate tasks to other members in order to accomplish a greater quantity and quality of their necessary tasks. The officer and those delegated may form a committee, and may, if efficient or beneficial, make decisions democratically.

Section 8: Executive officers must regularly meet, under the supervision of the President, in order to coordinate and assign tasks, discuss pressing issues, and review any other necessary matters. The President shall be required to publish an activity report on these meetings.


ARTICLE V: LEGISLATION AND CHANGE

Section 1: Any member nation may author and present proposed amendments to this Constitution.

Section 2: The proposed amendment must receive at least two out of four endorsements from the executive officers, who shall review it for its format, its merit, its necessity, and its justification.

Section 3: After receiving the required endorsements, the proposed amendment shall go to vote in a public poll wherein all member nations may vote. If the proposed amendment receives at least a 2/3 majority of the vote, it shall be immediately enacted.


ARTICLE VI: ORDER AND HEARINGS

Section 1: The Founder and President shall jointly be responsible for preserving an environment of order, safety, courtesy, respect, tact, and civility.

Section 2: The Founder and President may independently enforce the laws and rules of the region, but should, when able, consult each other on substantial events. They shall have the authority to enact whatever punishments deemed fit against members who break the law or rules, taking into consideration the history of the member, the severity of their act, their intentions, the circumstances of the act, and past punishments for similar actions. The Founder and President shall provide information and reasoning to the member pertaining to the situation in question. Upon request, these shall be provided to the region as well.

Section 3: If they deem the reasoning insufficient, they feel they were unfairly acted against, and the Founder and President are steadfast in their decision, a member or former member can request a hearing for themselves. The three Secretaries shall then select one Arbitrator each from the pool of active member nations who currently have no capacity in the government. These three Arbitrators should be as unbiased and capable as possible. They shall hear from both sides and then promptly make a decision: either confirming the Founder and President's action or amending it to an extent deemed suitable.


ARTICLE VII: ELECTIONS AND CHALLENGE ELECTIONS

Section 1: Challenge elections shall be held for the purpose of maintaining a fresh cycle of officers. Any non-officer can challenge an officer for their position through an election. Challenge elections may only occur after the defending officer has spent 30 days in office, or is clearly unwilling to or incapable of fulfilling their duties as judged by the President (or the Founder if the defending officer is the President). Any other non-officer who was not the challenger may also run for the position in the same election; there is no limit to the amount of candidates that may run. An officer must resign their current position if they choose to run for another position.

Section 2: All elections occur via direct member nation vote. The candidate that receives the most votes will be elected to the office.

Section 3: In the event that voter fraud is discovered after an election has concluded and another nation would have been elected if the fraud did not occur, the true winner of the election will be placed into the office.

Section 4: In the event of a tie, the tied candidates will be the sole candidates in a new election with a shorter election period. If that election results in a tie, the President shall decide the winning candidate from among those who tied. If the tied election is for the Presidency, the Founder shall decide the winning candidate from among those who tied.

Section 5: Elections for the purpose of filling vacant offices shall occur in the same manner as outlined in this article.


ARTICLE VIII: OTHER CHECKS AND BALANCES

Section 1: The President may dismiss officers who have failed to execute their duties.

Section 2: The President may pardon banned nations and allow them re-entry into the region.

Section 3: Member nations shall retain the power to decide on any significant inter-regional alliances through direct majority vote.

Section 4: Member nations shall retain the power to repeal any executive order through a vote that receives at least a 2/3 majority. The officer in the affected office may not issue any similar order until 30 days have passed.


ARTICLE IX: CRISES AND SUSPENSION

Section 1: During time of crisis or calamity, this Constitution may be temporarily suspended by the Founder in order to enact necessary change that would have been otherwise greatly difficult. The suspension shall be lifted as soon as a relative stabilization has occurred.


ARTICLE X: INTERPRETATION

Section 1: Any disagreements about the wording of this Constitution shall be solved democratically through amendments that aim to clear up any ambiguous language.

Section 2: At all times, officers and members shall work together to best accomplish the mission of the region.


ARTICLE XI: ENACTMENT

Section 1: Following the enactment of this Constitution, certain Executive Orders listed below this document shall remain in effect.

Section 2: Following the enactment of this Constitution, the President and Secretary of Information shall retain their offices, while the Secretary of the Exterior shall become the Secretary of Recruitment, and the Secretary of the Interior shall become the Secretary of Role-Play.
