Mingqin

Hello, where do I apply?

EDIT: Saw the telegram! Here's my answers:

1. I played it over two and a half years ago and am getting back into NationStates for some intense RP!

2. I like RP and history, which means Darkest Hour, Victoria 2, and games like that are my favorite! I also enjoy D&D podcasts like Dimension 20, and reading up on fictional nations!

3. The Heavenly State of Mingqin (Ming-chin) is a unitary dominant-party parliamentary constitutional republic, in which the single majority party has complete control and is run by a board of four elected representatives, as well as a representative of the Church, and a representative of the military. It is a corporate stratocracy disguised as a democracy, with enforced religious fanaticism intermingling with rampant capitalism!

EDIT: Saw the telegram!

Welcome! If you're interested in becoming active here, the following could be useful (if you haven't read it yet):

Welcome!

LinkHello there. Thanks for joining the Western Isles!

You must be wondering what you can do here and how, what is expected of you and how to start role-playing... I'll try to answer these questions in this dispatch.

First of all, if you haven't done so already - go ahead and introduce yourself on our regional message board (RMB). You can post things like what country you're from, if you're new to NationStates or to role-playing (RP), what kind of a nation you want to create, and anything else you'd like to share.

About the Region

Where do we communicate?

  • IC communication (in-character, meaning role-playing) is done on the NationStates forums

  • OOC communication (out-of-character, from general chatting to world-building) is done on the RMB

  • Telegrams are usually OOC

We don't have offsite forums, so you don't have to worry about missing something else.

How does this region work?

We have a democratically elected government (you can run for office) which is in-charge of several aspects of the region:

  • Facilitating RP and promoting world-building and cooperation in the region

  • Managing the region in terms of regional rules and standards

  • Recruiting new players and managing our embassies with other regions

To really understand how we do, you can read through the following dispatches when you get a chance:

  • The Constitution - It details the responsibilities of the various government officers and the Founder, as well as the processes of legislation and elections in the region. Of course, there's no need to remember it all, but it's there if you need it.

  • The Regional Rules and Conduct - That's just... The rules. You know, don't be a jerk to others, don't spam the RMB, and so on. The map rules are also there, but we'll get to that in a minute.

  • The Regional information dispatch - Contains current and updating information about the region (recent stats of the region, weekly updates, important daily events, etc.).

  • The Regional Links dispatch - Contains useful links to other regional guides or interesting dispatches (list of alliances, the regional militia, World Assembly guide, guides on RP, and more).

This is confusing... Can anyone help?

Of course, most of us can. If you still have questions, you can do either of the following:

Your address for questions regarding specific RP rules (can this be done? can I take over that? can I have that size? etc.) is the Sec. of RP (Thuzbekistan). Feel free to tag him in your RMB post or to TG him.

About Role-Playing in the Region

How do I get a spot on the map?

Our regional map is the basis of our RP, and it is therefore reserved for nations who actively engage in RP or plan to do so. Before asking a spot, please first make sure you have at least one nation-building factbook (relating to some aspect of your nation) and at least one forum post.

To be added to the map, send Vancouvia a telegram with answers to several simple questions - they are listed under "Map Rules" in the Regional Rules and Conduct dispatch. In order to stay on the map, you need to be relatively active in regional RP. nation-building dispatches or RP posts in the forums at least once week or so, should be enough.

How do I develop my nation?

Here in this region we don't use NationStates stats at all. Population, economic status, main industries, defense budget - All of those things are up to you, the player, to decide! Make factbooks or dispatches describing your nation's culture, history, religion, government, budget, climate, military, science, industries, people, corporations, trade deals, and anything else you can think of.

Are there limitations?

RP in this region is based on realism and modern-technology, so keep your nation in those limits. There are a few other guidelines we have in place to keep things balanced, for example:

If you're having trouble coming up with realistic numbers, just search Wikipedia for information on the real-world countries your nation is based on (or related to), and use that. Remember that this is an island region, and that our nations are not the largest and richest in the world - so, for instence, don't take the size and scope of the US' armed forces as an example, and don't take China's economy as an example. Try to find a realistic balance that would fit an island nation. Tip: There are no "perfect" nations - all nations have their strengths and their weaknesses. The Sec. of Role-play (Thuzbekistan) or other members of the region can help you design your nation as well.

Other than that - the limit is your own creativity. Feel free to look around and read other nations' factbooks and dispatches for ideas. See for example:

For other interesting, creative, or highly informative factbooks by members of the region, check out The Western Isles Factbook Spotlight. Take some time to look around, get to know the other players and the region as a whole, and develop your nation. I recommend doing that before getting into RP.

Alright, what now? Where do I RP?

You can get to the region's ongoing RPs and events in either of the following ways:

  • Through the "Ongoing Events and Perpetual RPs" in the region's main page

  • Through the Active RPs of the Western Isles dispatch, which contains the region's RPs

As a start, I recommend reading the recent posts in the regional news thread and posting some of your own, before moving on to more complex RPs. This would allow players of the region to get acquainted with your nation.

And of course - you can always think of your own idea for an RP based on or in your nation, and recruit or interest others to join. I also recommend checking out the region's Alliances and Trade Agreements dispatch, where you might find other nations with similar interests and players to RP with; and the region's Marketplace, where you might find storefronts and corporations seeking to expand.

NS is full of useful guides for the technical or procedural aspect or RPing. This one, for example, is short and to the point. I've also published one myself, about RPing in our region. There are many more RP guides and tip dispatches or threads around the site - feel free to explore and learn more about RPing.

As always, for any question on RPing in the region or in general, feel free to ask on the RMB or send a personal TG to the Sec. of RP or any of the active members.

Read factbook

If you want to know more, don't hesitate to ask!

2020: A Year of Struggle
Goals, Plans, and Other Things to do for the new year
By: Dormill and Stiura

Preface

So, you might be wondering why Iíve written this dispatch when I probably have better things to do. Well the thing is that Iíve been away for a while and I really donít entirely know what to do with Dormill and Stiura for this year, with TWI being as slow as ever and a general lack of interesting things on my mind so far, I figured I should be writing down what I am planning to do for the rest of this year and going forward, both to remind myself of what I should be doing and to give people a headís up on what my plans are. So, sit back, grab a snack, and enjoy your read.
  • Dormill and Stiura

A Recap
I very much need this more than anyone else

  1. Regarding As the Poppies Bloom and its canonicity: Unfortunately for me most especially, without Menna Shuli around, As the Poppies Bloom canít fairly be called Canon any more. While thereís plenty that can (and will) remain canon from my perspective, the fact that the whole thing died before it could be completed and that one of the main actors in it has left means that it will be hard to continue considering it canon. In the most likely scenario, I will keep my paratroopers segment canon either in the same context of this (which is a stretch in my opinion), in a context surrounding The Spectre (which I can do so long as I replace Thuzbekistan with Balnik as the main rival to face), or in the context of a mission to French Charbagnia against a terrorist group (where I donít have to immediately rely on other people to keep canon). No matter which I choose, that is all that I will be carrying from 2019.

  2. Election results: At the end of 2019, the United Republics had an election that I was not around to announce. The results are:

    1. Cedar Dyson handily won his reelection on a platform of pushing economic prosperity across the nation, reverting to a disarmed diplomatic stance (meaning that D&Sís military will be less active across the Isles overall), and reinforcing the nationís strong international standing by promoting international cooperation.

    2. His party, Dormill and Stiura Forwards, clearly won the election, gaining a safe majority in the National Assembly and holding the plurality in the States-General. In order to avoid a situation where Republicans United utilized their State-General delegation from Annecy to derail legislation, party leadership decided to maintain their coalition with concessions that Republicans United gain the Minister of Labour and Employment for their continued cooperation (this fact will be important to my further plans)

    3. The Democratic Party, on the other hand, while losing the election managed to uproot the Liberal Party entirely from their power bases by means of vote splitting (while illegal for the parties themselves to do this, just imagine the party recruiting certain political organizations to run candidates in otherwise strongholds for the Liberals to divide the people), this ended in them gaining control of nearly all of the French republics and most importantly their delegations to the States-General. The goal of the Democrats is to dissolve the federal system with a devolved power system similar to Ainslieís electorates before centralizing all government power into Cour Rouge. They are prepared to use any method and with control over several Republics, they will be using their power to tighten their grip on those first.

The Plan

Given all that, I will divide the plans and priorities that will face Dormill and Stiura between the federal government and all the subdivisions, this will make things easy when I have to write news later on in the year about which Republic is doing what at the moment.

Federal Government:

  • Chief Executive: Cedar Dyson

  • Ruling Party: Dormill and Stiura Forwards

  • Policy Goals:

    • Initiate a Nation-wide High Speed Rail project, the goal of which is to connect every Doraltic capital with new rail lines. National and International competition to provide the means of creating this HSR and the methods by which it will be accomplished will be a subject of frequent national news.

      • This will allow the federal government to exert control over the Republics, since it will be in predominant control over financing and construction of the project alongside controlling where trains will stop. This is meant mostly to keep the Democrat-controlled Republics in line and prevent them from centralizing too much power by means of constant federal oversight.

      • The project will be led from the Ministry of Transportation with a major influence from the Ministry of Labour and Employment and Commerce, which means an issue of privatization or nationalization will play a role in the project.

    • Expand Doraltic influence by permanently stationing military forces in Keveari. This has already been planned out but the main goal here, as stated, is to exert pressure on Wellsia in preparation to assist French Charbagnia in regaining Kachee Island from them. This will be the subject of less official (as in from the Dispatch) news as Dysonís campaign promise was to reduce Doraltic military involvement in the Isles.

Republic of Dormill:

  • Chief Executive: Isabelle Oliver

  • Ruling Party: Democratic Party

  • Policy Goals:

    • Centralize Gallic Labor Unions behind a government agency in preparation to make Dormill a manufacturing/logistic center, focusing on electronics. In terms of news, host a consumer technology expo in Mid-March and a Robotics Expo in July. Launch new car factories from both national and international brands, even the first fully automated car factory.

Republic of Avillon

  • Chief Executive: Magdalena Knopf

  • Ruling Party: Democratic Party

  • Policy Goals:

    • Deepen the Port of Launey to support new industrialization in Dormill and a government push to expand the shipbuilding industry of Chery, Launey, and a third city to be named. Also include news from a Avillon-based pharmaceutical company that has had equipment stolen from it to support Open Minds.

Republic of Lieurneux

  • Chief Executive: Cletis Edison

  • Ruling Party: Democratic Party

  • Policy Goals:

    • Assess the possibility of and execute a plan to dissolve Lieurneuxís provincial governments into the central government at Ambrieux. This will likely involve adding a third chamber to Lieurneuxís parliament or create a dedicated bureau/department to take on the roles of the former provincial governments.

      • Question: Should the members of this agency be elected or appointed? The former would more or less be a continuation of the current system but with a new centralized body. The latter would be a radical change that would leave non-Democrats very angry since the central government would control who serves the people of the former provinces.

Republic of Annecy

  • Chief Executive: Callista Essert

  • Ruling Party: Republicans United (minority government)

  • Policy Goals:

    • Rural Development and Devolution. The Annecy government will roll out programs such as municipal broadband, municipal mass transit services, and so on to both develop Annecyís most isolated and rural areas while also devolving government power towards them. This will see extreme pushback from major broadband companies as they lose their monopolistic grip over rural internet. Both Conservatives and Democrats will rally to resist this, most likely by utilizing fake news to fool the locals that this devolution plan is really a plan to centralize the Republic.

Republic of Polongae

  • Chief Executive: Alan Von Essen

  • Ruling Party: Democratic Party

  • Policy Goals:

    • Mend the rural-urban rift and form a permanent policy regarding Orsandian refugees living in the Republic. Like Annecy, Polongae is a predominantly rural Republic, but it is home to some of the largest cities in the Union. The divide between urban and rural Polongae has grown ever since the recession, with metrics including poverty, education, and health all being negatively impacted by it. The Annecy government will mend the split by increasing income and capital gains taxes while extending further benefits and aid to the lowest earners, pushing wealth from Boissieux and Enoire to the rest of the Republic. Urban poor will be hurt the most since they will be overlooked for rural poor. The situation of Orsandian refugees is different however. The federal government guaranteed that the status of Orsandian refugees would be unchanged for a year back in the end of 2018 with a plan to resettle them in early 2020. Now that the time has come, Polongae is now responsible for the relocation of over 500,000 Orsandians. Many wish to start the naturalization process while others wish to return to home, processing them and providing them a way home will be a challenge even with federal aid.

Republic of Tempel

  • Chief Executive: Denver Siebert

  • Ruling Party: Democratic Party

  • Policy Goals

    • Economic Stimulus. The Tempelish economy has been lagging behind the national economy ever since the start of the recession, compounded by its small population and high unemployment, Tempelís economy remains near recession states. The new government promises to restimulate the economy by loosening some business regulations and promoting the growth of the professional services industry, insurance of most types and employment would be top on the list. This will draw the ire of Kapolder, which currently leads the professional services sector as Tempel attracts competition through lower barriers to entry.

Republic of Kapolder

  • Chief Executive: Anita Karl

  • Ruling Party: Dormill and Stiura Forwards

  • Policy Goals

    • Begin new infrastructure projects across all of the Republic. While the infrastructure of Kapolderís city is modern by every standard, the Kapolder government judges that in order to be competitive in the mid 21st century, theyíll have to be on the cutting edge of infrastructure to support the growing population of their Republic. This will include projects to expand the metro rails of all five cities, convert all busses to all-electric or hydrogen from diesel. A potential hyperloop project might also be on the list if they work with Stiura and Dormill to build one from Veldzitcht through South Kapolder, Kapolder, Cour Rouge, and to Abancourt. This will probably be the focus of a particular segment of the Kapolder government to do a hyperloop while the rest focuses on the other projects.

Republic of New Friesland

  • Chief Executive: Fleur Kolbe

  • Ruling Party: Dormill and Stiura Forwards

  • Policy Goals:

    • Expand the Oil Industry (in connection to Preserve/Profit) by investing in the exploitation of the Southpaw Atoll fields. New Friesland will be the center of Preserve/Profit as the New Frisian government throws support behind a Port Orange-based oil/gas company that is seeking to exploit Southpaw Atoll. This will cause conflict in the party as the national party led by Dyson wants to remain uninvolved while the state party openly endorses the oil company. This will also mean we have plenty of dark money entering the Republic which will be used in future RPs to try and uproot the growing bed of corruption.

Republic of Stiura

  • Chief Executive: Heiko Snaaijer

  • Ruling Party: Conservative Party

  • Policy Goals:

    • Address the decline of Veldzicht and create a new capital city (Stiura Hall) to move to. For as long as Stiura has existed, the port city of Veldzicht has been its capital. Established as one of the first colonies of the Dutch in Gael Veldzicht has been propped up by various governments as the center of trade between Kapolder and Port Orange, and was made famous for its extensive ferry network that still connects the Kapolder Bay together. However, its position in prominence in the Republic of Stiura has slowly degraded throughout its time within the United Republics. While it did remain a vital transport link, the city of Stafford took over most of Veldzichtís role as a major port between Kapolder and the west, slowly draining away at its economy. All the while, Stiuraís Christian and conservative core has long resented the cityís more cosmopolitan leanings, frequently being targeted as the center of corruption and vice throughout the entire Republic. Now that they are in charge, the new Conservative government of Stiura now sets its sights on addressing the Veldzicht Question; should they remain in the city and rebuild it into the new center of Stiura, or only take patchwork measures and leave the city for a more centralized location? Trying to answer this question will take center stage in the affairs of this republic.

Republic of Zwolle

  • Chief Executive: Angelina Albinson

  • Ruling Party: Dormill and Stiura Forwards

  • Policy Goals:

    • Address overpopulation and urbanization. The second city-republic of Zwolle has always been the fastest growing Republic in terms of population. Itís central location on some of the best land in the United Republics has made it the second largest urban area within the entire nation, behind only Kapolder. In addition to this itís role as the trade capital of the southwestern regions of the United Republics means that it has also been the fastest urbanizing Republic in the nation, boasting a nearly 90% urbanization rate, a feat that only Kapolder, a republic made up entirely of literal cities, has managed to accomplish. However, the costs involved have not gone unnoticed, itís one of the smoggiest urban areas in the nation, the water that flows through it and down to Port Orange and Stafford have been of ever worsening quality, and eventually by some metrics, the Republic will simply run out of land to maintain the population it will have to support by the 2050s. In response, the government of the Republic shall dedicate resources to cleaning the city up and taking advantage of the land it has already urbanized, with plans both to build taller and deeper to be considered.

Republic of Eppendorf

  • Chief Executive: Henk Gibson

  • Ruling Party: Republicans United

  • Policy Goals:

    • Dam the Orange River. In order to keep pace with both the energy needs of the Republic and the nation, while also keeping to the promise of the previous governments to not take on nuclear energy, the government of Eppendorf will conclude at the end of February that the most reasonable course of action to take to meet energy needs would be to dam a section of the Orange River. The proposed plan would be to dam the river at either end where the river defines part of the border with Roendavar. While most of the early government arguments would be over whether to dam the river upstream or downstream will be the focus, the mere suggestion of damming the Orange River is guaranteed to generate the ire of the Roendavarian government, which will have extra reasons to apply pressure to Dormill and Stiura on top of the planned actions of New Friesland.

Republic of Feerwerd

  • Chief Executive: Stefan White

  • Ruling Party: Republicans United

  • Policy Goals:

    • Reactivate the Balniki Security Initiative. Thanks to its proximity to the unstable border between the United Republics and the Balniki Federation, the Republic of Feerwerd has made several attempts to keep the Balniki diaspora within their borders under control with various security programs aimed at identifying, tracking, and logging the activities of every person of Balniki heritage within their borders. Obviously, the fearful state that exists across the border region has fostered animosity on both sides, leading to discrimination by Feerwerdian busineesses, the government itself, and other entities. The federal government has cracked down against these practices before, frequently trying to keep the worst tendencies in check while also making sure the security apparatus still exists to ensure national security. With a rise in tensions caused by a spate of killings and robberies committed by Balniki against Doraltic towns near the border and in Klappenberg, the Feerwerd government will move to reactivate some old security initiatives including phone tapping, facial recognition, and a social credit system built to construct a divide between Doraltic citizens and Balniki. The results will be a general trend to treat Balniki-Doraltics and any descendants as second citizens, all while antagonizing Balnik directly from time to time, forcing the federal government to keep a tenuous peace while its attentions are focused elsewhere.

Territory of ArvŠn

  • Chief Executive: Lutz Foster

  • Ruling Party: Dormill and Stiura Forwards

  • Policy Goals:

    • Self-determination in the face of the new Doraltic government. While the majority of ArvŠnís population are happy to be fully a part of Dormill and Stiura, there is a significant segment of the population that wishes for the government to act more individually than it has so far. The main complaint and focus of this is to win the independence of their Congressional representative from Kapolder, which has taken the responsibility since it was not possible to apportion a seat to the territory in the middle of an election. This means that all of their power in the national government remains held by another Republic, one that might not respect their wishes while it has to manage its own. This will mostly take the form of relatively small and peaceful demonstrations demanding the Arvannan government to petition the federal government to secure their permanent and directly elected representative. Kapolder itself might have a problem in losing a representative but given they are a member of Dormill and Stiura Forwards, the administration might be willing to grant their request eventually.

Territory of Swaneeak Atoll

  • Chief Executive: Lowell Vergoossen

  • Ruling Party: Liberal Party

  • Policy Goals:

    • Ending the travel restrictions and establishing a permanent surface naval presence on the islands. Ever since late 2018, a Congressional travel restriction to Swaneeak Atoll has crippled the economy of the Territory. While itís mostly centered on fishing and mining, the tourism sector has been functionally killed for nearly two years at this point, all while the situation across Swaneeak has settled down. Restarting the tourism industry in the territory will be hard, the first obvious step is to end the travel restrictions in order to even permit non-resident visitors to the islands. Secondarily, the territorial government remains afraid of the situation in Southpaw Atoll, worried that the situation will escalate to the point that foreign navies will begin sailing in the area to enforce territorial claims. In order to better defend their small territory, the government will take steps to convince the federal government to permanently station at least two surface ships and four more submarines in Novellsudcourís joint air force/navy base.

Personal Goals

I want to set some rather clear goals for myself this year so I donít find myself burning out by summer when I donít know what to do, especially with this frankly stupidly long plan that I have written. So far, this is what I have:
  1. At least Once a Week, post a new story from a national news organization such as the Dispatch or others regarding the Federal Governmentís policy goals. Optimally, at least one post from the Dispatch (which will be pro-government) and another from a competing paper (which will be anti-government).

  2. At least Once every Two Weeks, post a new story in a Republic-level news organization regarding any one of the fourteen Republic/Territory policy goals, again with an optimal goal of getting both sides of the argument.

  3. Actively post or start a new RP every Month. Active posting is qualified as at least Two posts a Week or more. At the moment, this includes the following RPs:

    1. Open Minds

    2. Preserve/Profit

  4. At least Once a Month, update an existing dispatch with new information or create a new one to fill gaps in Nationbuilding. The current list of dispatches that should be worked on are:

    1. Overview (Revise Government section)

    2. History: Pre Unification Period

    3. The Language of Powelish (possibly with a revised and simpler language)

    4. History: Modern Period (Dyson Era)

    5. Republics Overview

    6. Bureau of Special Intelligence (possible full remake or just update to deviate from Ostehaarís style)

    7. United Republics Military (Air Force, Navy, Army, Ministry of Defense)

    8. Tutorial Dispatch 2

If you want to do some collaboration with me whether or not I've directly mentioned you, feel free to drop a TG and I'll see what we can do.

Can we use this format for mentioning our own plans as well?

Republic of Feerwerd

Territory of Swaneeak Atoll

Welcome to TWI!

So today at work, I was flipping through the stack of paycheck envelopes looking for mine, and noticed that this one new employee's was addressed [their first and middle names] Shadow Chaser [their last name]

Not sure what that's all about, is it some kind of subculture thing? Closest thing I could imagine was goth but I mean they don't dress or look anything like I'd expect from a goth (be it a modern goth or 3rd century Goth...lol). Maybe they put their fantasy gamertag in to attract potential mates??

Thanks!! I actually shifted over to this one instead, I think! I might have more fun playing this but I'll have to decide tomorrow!
