I would do lyrics first, then melody, then chord progression. The other way around forces you to adapt the lyrics to the melody/the chord progression so you will be less free to write the words that you want.

Not necessarily for religious music because it limits what you can say, as Nhoor replied. Plus a chord progression can help generate a melody in hymns as well.
I just got an email from the Mike Bloomberg campaign advertising a job opening in my state, but the grammar and spelling is absolutely horrible. Scammer grammar, essentially. Maybe it is a scam (not from the campaign), and they would try to get applicants to give over information or whatever.
