Mênna Shuli comes from Mênna and Shuli: People and State, so literally "State of the People". Of course, Mênna specifically refers to people of Mênnan descent, not all people, so State of the Mênnan People would be more accurate, if more tautological.

I think there's gonna need to be a pretty good justification for the amount of penguins living in/near that nation for the area to be named after that - the internal geography's gonna have to be pretty messed up most likely (unless it's stuff like fairy penguins)
