I'd say chemical artillery would be more effective. Maybe have a fuse that would explode mid air, and the chemicals would rain down.

But I would prefer white phosphorus shells. You could seal the phosphorus in the shell, with a vacumn inside, and when it landed near a trench or something, and the shell exploded, the phosphorus would oxidize and incinerate anything in a 20 meter radius. The Germans experimented with it so it must at least have some potential.
