NEW SECURITY COUNCIL PROPOSAL DISCUSSION AND VOTE
---------------------------------------------------

Title: Commend Cormactopia Prime
Author: Jakker city
Purpose: To give Cormactopia Prime a badge in recognition of his leadership of several regions, among other contributions to the world of NationStates gameplay.

Jakker city wrote:The Security Council,

Highlighting the recognition that Cormactopia Prime has among their fellow nations due to their region-building and authorship,

Further highlighting that this recognition is evident by this nominee being named the most influential and impactful nation across four years,

Affirming the nominee's years of service to Osiris in building regional stability through:

  • Serving in multiple leadership positions including delegate on three separate occasions and vice-delegate twice;

  • Authoring several constitutions and playing a vital role in the current governmental structure of the region;

  • Intervening to ensure that the region recovered after hostile foreign agents were found to be in the government including LizLemons, a candidate for delegate at the time, and Adytus, who proposed a constitution and attempted to stack the voting with other hostile parties;

  • Recognizing that after foreign agents attempted to manipulate the government of Lazarus in 2018, Cormactopia Prime stepped in to write the constitution for the

  • region and minimize hostile influences,

Noting that after these agents were revealed, Cormactopia Prime became heavily involved in Pacifica, serving as the region’s delegate and president,

Admiring the responsibility that the nominee took on to form the regional community and government,

Further admiring Cormactopia Prime’s leadership in transitioning these nations to Thalassia after the regional founder refused to step down after many months of inactivity,

Applauding the nominee’s efforts, across several nations, in authoring numerous resolutions and documents including:

  • Four Security Council Liberations (#144 Liberate Liberal Haven, #154 Liberate Coalition of Freedom, #159 Liberate The International Communist Union, and #198 Liberate The Arab League);

  • The Ten Commandments of Detagging to provide expectations for novice defending nations as well as a notice on how to approach nations who have engaged in behaviors that have caused harm in regional communities;

Appreciating the nominee’s commitment to fighting the spread of fascism and condemning the ideology over the years through multiple military campaigns including their assistance in leading the Sovereign Confederation's invasion of Union of Fascists, and advancing regional policies against fascism in Pacifica, Thalassia, and Asgard,

Acknowledging Cormactopia Prime's advocacy of equality and inclusion through their Commendation of Gay and their organization of The NationStates #LoveIsLove Campaign,

Declaring that it takes significant competency to not only possess the level of command that this nominee has held for years, but also use that power to build up other regions,

Hereby Commends Cormactopia Prime.

  • Abstain means that you want OWL to recommend that the Delegate citizens (and the delegate) not vote on the proposal.

  • No recommendation means that you do not want the Office to write any recommendation for citizens and the Delegate (though it still may produce a writeup with a compilation of various opinions for and against).

Example ballot wrote:Commend Tsunamy

I vote For.

Tsunamy has contributed immensely to the community of the South Pacific in his 17 years in the region. He helps promote activities, fighting coups, and is a key advisor to many critical decisions that decide on the region's future.

However, responding to a proposal is about more than just voting. You are strongly encouraged to write a sentence or two, or a paragraph, or however much you feel like, explaining your opinion. Not only is it important for other citizens to hear your substantive opinion in order to establish a constructive and lively dialogue, but OWL also relies on these expanded opinions when compiling the Opinions section and writing the Analysis section of the Recommendation Dashboard.

Abstain

Cormac has had an illustrious career in NaitonStates, however, Cormac has also threatened to coup the coalition. We must recognise the long career of Cormac, but we must not advocate for coups of our own region.

Commend Cormactopia Prime

Against

Cormac is not yet worthy of a commendation. He has surely accomplished quite a bit in his short time on NationStates, but we have not yet seen enough of him on the world stage to feel his influence on gameplay. I look forward to seeing what Cormac will do in the next few years, though.

Commend Cormactopia Prime

For

Cormac's effort to the entire NationStates community, both in-character and out-of-character, ought to be recognized as they outweigh all of the more controversial things they have done. Their help with the fight against fascism and their advocacy of equality for LGBT members in NationStates through the Commend Gay resolution and #LoveisLove campaign were substantial at making NS a more inclusive and progressive place for everyone.

VOTING INSTRUCTIONS | READ BELOW IF YOU HAVE NOT VOTED BEFORE

All citizens are encouraged to voice their opinions via whichever platform they prefer, but only World Assembly members’ votes or the votes of active members of the South Pacific Special Forces will be tallied and will count towards determining the Office’s recommendation. If you are a member of the SPSF, you must mention your active military status each time upon voting, so that OWL staff will count you despite your nation not being in the WA. If you utilize a WA member puppet separate from your main nation, you should vote using that puppet so that OWL staff can see that you are a WA member.

There are five standardized votes that you can cast:

  • For means that you want the Office of WA Legislation to recommend that citizens vote in favor of the proposal.

  • Against means that you want the Office to recommend that citizens vote against the proposal.

  • Abstain means that you want the Office to recommend that citizens (and the delegate) not vote on the proposal.

  • No recommendation means that you do not want the Office to write any recommendation for citizens (though it still may produce a writeup with a compilation of various opinions for and against).

  • Present means that you personally do not want to register their views one way or the other, but want to let the Office know you are involved.

However, responding to a proposal is about more than just voting. You are strongly encouraged to write a sentence or two, or a paragraph, or however much you feel like, explaining your opinion. Not only is it important for other citizens to hear your substantive opinion in order to establish a constructive and lively dialogue, but OWL also relies on these expanded opinions when compiling the Opinions section of the Recommendation Dashboard.

All opinions and votes should be submitted to this RMB in order to be counted by OWL. You must make sure to include the name of the proposal you are voting or giving an opinion on in your RMB post. If you do not, your vote may not be correctly counted.

Title: Ban On Forced Blood Sports

Honeydewistania wrote:

The World Assembly,

Acknowledging that sports such as bullfighting, cockfighting and dogfighting are popular amongst member nations;

Horrified that participants are often forced to compete in these sports, usually resulting in their death or serious injury;

Believing that, for the safety and protection of all sentient beings, legislation in the form of a General Assembly resolution is needed to prevent such cruel and barbaric practices;

"blood sport" as an activity involving the maiming or killing of at least one of the participants for the entertainment of sapient individuals, excluding hunting or religious sacrifice,

2. Prohibits all forms of blood sports involving sapients in which one or more of the participants do not provide consent;

3. Prohibits all forms of blood sports involving animals in which there is a significant possibility of serious injury or death;

4. Requires that formerly captive blood sport participants be treated in a humane and fair manner, according to the following rules:

  1. if an animal blood sport participant does not have a significant risk of harming itself of others, it must be given its freedom,

  2. if an animal blood sport participant poses a significant risk of harm to itself or others when released, the participant must be relocated to its natural habitat, unless said relocation poses a significant danger to the participant, any animals, or sapients in that habitat as a result of abnormal behaviour in comparison to that participant’s wild counterparts,

  3. if an animal blood sport participant cannot be relocated to its natural habitat due to the above, the former participant must either be euthanised humanely, or contained in a secure and safe rehabilitative environment until that participant can be safely released or relocated in accordance with clause 4(b), at which point it must be released or relocated in accordance with said clause, and

  4. all non-animal blood sport participants must be given their freedom, excepting lawful incarceration as a penalty for criminal conduct.

Liberate SECFanatics

Against

SECFanatics already got a new region SEC Fanatics, they constantly spammed embassy requests to other regions even after rejection, and their founder who was mod-deleted seems to have a shady connection to Femdom Empire, a Nazi-allied raider group that TSP actively fought against in 2016. No way this proposal is gonna pass since all GCR delegates will stomp it to dead.

Liberate SECFanatics

Against.

This is an extremely low-quality proposal that doesn't even deserve to make it to the voting floor. Plus it's completely unnecessary.

Liberate SECFanatics

Against.

The author is deserving of a larger repertoire of words, not a WA badge — notwithstanding that the region in question does not appear to merit a liberation.

Liberate SECFanatics

I remember the spam.

Ban On Forced Blood Sports

For

Just for the plain old reason that killing animals animals for our own entertainment isn't right. Why do all these animals have to suffer just because were bored and we want entertainment.

Note: I am currently active military service, so my WA nation is not currently in the South Pacific.

Ban On Forced Blood Sports

For

I believe the formulation of this proposal's truly commendable goal — non-consensual or fatal combat as a form of entertainment to be outlawed — has been amended really well to address the largely wording-criticizing concerns that were voiced during the vote on the first proposal on this topic and ultimately had it defeated.

Liberate SECFanatics

Present

Note: I am currently active military service, so my WA nation is not currently in the South Pacific.

Ban on Forced Blood Sports

For

Watching animals and humans fight without their consent for entertainment is not right. While I am normally in favor of a more libertarian approach to WA resolutions like these, this is an easy For.

Liberate SECFanatics

Against

We're a defender region. SECFanatics was raided unjustly. We should liberate it. However, this proposal was not written well, so we should wait for someone from, say, XKI, to craft a better-written proposal.

Note: I am currently active military service, so my WA nation is not currently in the South Pacific.

The proposed resolution does not define "consent", leaving open a strong possibility for loopholes.

Please give an example of a loophole as a result of the lack of definition

Saint Bartholomew and the Grenadines wrote:Please give an example of a loophole as a result of the lack of definition

Nations provide varying definitions of consent in their laws and some may not even define consent at all. Consent could mean anything from a nod to a verbal statement of "I consent". Due to the lack of a definition, the meaning of consent in this proposed resolution is ambiguous.
