If we made them a colony it would. The reason they wouldn't be annexed is because it is easier to oversee a colony then having it as part of Unojo's mainland. Also the ethnic divide would be a problem and might reintroduced The 3 Clase System. Overall, it is too much work with little pay off.

I dont think africa could ever be united. And if it was the government would be weak or a dictatorship

You got it partially correct. Tariffs are only good for funding the government that slaps them on everything. And without foreign investment, are you suggesting they start from scratch and rerun the last two hundred years so they can get up to speed on industry? There isn’t a first world country that doesn’t have some sort of foreign investment, either in knowledge, money, or resources. Plus you have to define Africa, are we talking the entire continent, Sub-Sahara, Madagascar?
