This comes in response to a vacancy created by the departure of the now Delegate-Elect Beepee from the Council. As per Article 5. Vacancies of Office, Clause 1.a. of the Local Council Elections Act, "[i]f the Local Council does not name a replacement within one week of the vacancy the Delegate may appoint a replacement or call a special election."

The Supreme Leader, on the advice of Councillor Drystar (Councillor Volaworand being presently indisposed), finds Rebel-topia to have the ideal attributes, experience, and temperament to carry out the remainder of the Council's term and wishes him all the very best as he does so.

In the spirit of the holiday season, the Office of the Delegate is announcing a HOLIDAY FLAG CONTEST! So, if you ever dreamed your artwork would be the official flag of the South Pacific, this is your chance!

What to do?

Design a holiday-themed South Pacific flag and make it your nation's flag. Then, telegram Amerion before 11:59 pm on 12 December (UTC) to let the Supreme Santa know of your intent to enter the contest.

Voting

Voting will run from 13 to 20 December. To vote, nations should change their flag to their selection and endorse Amerion! IMPORTANT: Your vote will not be counted unless you're endorsing Amerion.

The winning entry will be the official regional flag of the South Pacific until 31 December.

It is my pleasure to present to you the 28th official volume of SWAN Awards on behalf of the Southern World Assembly Initiative. These are prestigious commendations to nations who have participated in this initiative and who have helped improve the region's activity, dynamic, and security in the last month and to encourage these nations to maintain or improve their contributions.

I especially wish to extend my hearty congratulations to:

I have but three important pieces of information to share with my dear minions on this fine November day.

Vote against Commend Twobagger

The Office of WA Legislation strongly encourages that all nations cast a vote AGAINST the current Security Council resolution, Commend Twobagger. As per the OWL's analysis:

『 Twobagger was a defender with the South Pacific's ally 10000 Islands before defecting at the beginning of this year to join the infamous raiding organization The Black Hawks. The proposal appears to be commending him for his contributions to defending, which the South Pacific would normally support. However, closer inspection reveals that the proposal's author is Jakker, a longtime commander in the Black Hawks. It is clear that Jakker chose to commend Twobagger specifically in order to anger 10000 Islands. South Pacificans should not tolerate such action against an ally of ours. The fact that out of all the notable defenders and former defenders in the world, Jakker chose to propose a commendation of the one who defected and switched sides to become a raider suggests that his motivation is merely to bring another World Assembly badge into the Black Hawks. But the proposal never even explicitly mentions that Twobagger is now a raider, leading uninformed voters to think that they are commending a military hero when in fact they are rewarding a military enemy. Furthermore, Twobagger's own actions as listed in the commendation proposal are not terribly special and do not meet the typical standard of the Security Council. The duplicitousness in this proposal is outstanding and it should be called out for what it is: an attempt at trolling our ally, the defender community, and the World Assembly. The Office strongly urges a vote against. 』

In addition, the Cabinet has issued this statement regarding the proposed commendation:

『 “Commend Twobagger” is a product of the worst habits of the Security Council and the Gameplay community in general. Let’s be clear: Twobagger betrayed 10000 Islands and joined their enemies in The Black Hawks. Regardless of the motive or anybody’s opinion on that, they are not an active defender and 10000 Islands does not approve of being used in such a manipulative way to commend them. The commendation purposefully misleads the rest of the game into thinking that Twobagger is a current wonderous defender, when in all actuality they are a turncoat raider. 』

Nominations open for the Order of the South Pacific

The Order of the South Pacific recognises South Pacificans who have demonstrated exceptional achievement or outstanding commitment to the Coalition.

Any South Pacifican can nominate another South Pacifican for an award.

Nominations can be made using this Google Form and are completely confidential. The name of the nation nominating is required only if further correspondence is necessary to either validify that they were the person nominating or if they incorrectly completed the nomination survey.

The Order comprises of three tiers of service:

Member of the Order of the South Pacific (MTSP)	Officer of the Order of the South Pacific (OTSP)	Companion of the Order of the South Pacific (CTSP)

The Supreme Leader is most disappointed in those who have engaged in this animalism. The Colonel has served in the South Pacific Special Forces, 101^st Animal Division with distinction and has shed wool for the region. That members of the press and even, dare I say, Justices sitting on the bench of the High Court, would call into question the qualifications of a decorated member of our military and a loyal servant of the Supreme Leader is very unfortunate.

This would not happen if Colonel Llama was an alpaca. Members who attack Colonel Llama on these baseless charges should instead spend their time examining their biases.

The Admiral Delegate General and all his staff will continue to work tirelessly for the benefit of Minions everywhere and he encourages South Pacificans to do the same.

I offer my heartfelt congratulations to the newly elected Cabinet members and my commiserations for those who were unsuccessful. The Office of WA Legislation strongly encourages that all nations cast a vote against the current Security Council resolution, Condemn Raionitu. As per the OWL's analysis:

『 Condemn Raionitu is another condemnation proposal that unfortunately falls into the category of "badge of honour for a raider". The proposal was written by a raider colleague of theirs to be an award to Raionitu for their harmful raiding activity. Although it is technically labelled as a condemnation, raiders see these kinds of censures as badges indicating how skilled they are. This proposal uses wordings that clearly wouldn't be in a real condemnation for acts of evil, making it all the more clear that its intentions are in fact to praise Raionitu, not to condemn them. Therefore, OWL recommends a vote against this proposal. 』

This move gives effect to a recent injunction issued by the High Court where it was ordered that "the Election Commission certify the results of the Local Council election and declare interim winners, who shall hold office until such time as this appeal is concluded, so that the region is not unnecessarily stalled, waiting for the Court to publish the results of the appeal."

The A.D.G. looks forward to working cooperatively with the interim Local Council. He is most encouraged by the strong work of Legislators to resolve the current legal issues surrounding the conduct of gameside elections and hopes for a speedy resolution to what has no doubt caused much consternation for the gameside community.

It is with great regret that we farewell Nakarisaune who has tendered her resignation as Prime Minister and as a member of the Legislator Committee. Nakari has served this region with high distinction in numerous portfolios throughout the years and has been a tireless public servant. Unfortunately, much of her work for TSP has been behind the scenes and so we don't often see and get to laud the exemplary performance. Ultimately though, we are very fortunate to have benefited from Nakari’s efforts.

The Election Commission will soon begin an election for a new Prime Minister. I encourage everyone interested in running or voting to join the regional Discord channel to receive all the latest updates about the election.

The Council on Regional Security is pleased to announce the appointments of Auphelia, Concrete Slab, 073 039 109 032 080 111 112 112 121 (Poppy), and Rabbitz to the South Pacific Coral Guard.

The Coral Guard is a group of trusted nations who maintain a high-endorsement count and are one of the most crucial lines of defence against external and internal security threats alongside the Council.

Members of the Guard are permitted a higher dynamic endorsement count (currently at 590 as opposed to the regular cap of 491).

I am deeply honoured by this opportunity to serve as your Delegate. It is the highest responsibility that has humbled all those who have been entrusted with it and I speak sincerely from the heart when I say that I too feel this deep sense of duty.

Yesterday, in the Assembly and before an audience comprised of members of the government along with citizens from every island of our region, I took an oath of office which I have since given a great deal of thought.

“… that I will faithfully discharge my duties as such to the best of my ability without fear or favour, affection or ill-will; that I will bear true faith and allegiance to the Coalition; and that I take this obligation freely, in good faith, and with full disposition, for the good of the Coalition of the South Pacific.”

These words which can often seem somewhat formal and perhaps unnecessary when spoken in portions do as a whole mean so much more. It speaks to the role of government and commitment we have all made to serve you as faithfully as we can in advancing this region we all call home. As Delegate, I pledge to you here and now that I will always be mindful of my duty to you, that I will as others have before me, continue to safeguard what is the oldest democracy in NationStates, and I hope you will lend me your support as I do so.

If I may, I would like to speak on another matter of great concern to not only us as South Pacificans but as citizens of the world. Beyond the vast seas that surround us, in lands some of us have yet to venture, there is a reality which for many has proven an immensely challenging one. One which will come to define a generation. I believe that in a region as large and as diverse as ours, there are no doubt those among us who have experienced these trials and tribulations firsthand. Indeed, it is all but certain that we have each been affected by the year that is 2020 in one way or another.

In this annus horribilis, our community has for me at least — and I suspect for many others as well — been like a lighthouse in a raging storm. By simply being who we are, by forging ahead with our community, whether it be on the regional message board or the channels of Discord, we have inadvertently offered a respite in a world which sorely needs it.

What I ask of you now, I ask not only as your Delegate but as your fellow South Pacifican and a human being. I ask that you continue to be kind to one another wherever and whenever you can. As nations, we don’t often see the faces or hear the stories behind the flags but they are there and some are in difficult circumstances today. As cheesy as it may be, one internet quote holds especially true in these uncertain times: kindness costs nothing but it can mean everything.

This was the largest audience to witness an oath of office — period — both in person and via the video conferencing software, Voom.
