Twice a day, NationStates updates, and delegates change all over the world. Some warriors appear only at the height of the battle. Like the tide, the SPSF Tidal Force flow to their target all through the day.
If you can’t or don’t want to update (the times - 12 AM and 12 PM EST - can be very inconvenient!), don’t have time to learn the ins and outs of military gameplay, but still want to contribute to the South Pacific, then the Tidal Force is for you.
What does the SPSF Tidal Force do?
Washes away traces of raiders from native regions
Supports SPSF Update Force missions
Supports our allies when in need
You need only three things to sign up to the Tidal Force:
An email address, so you can join the World Assembly.
A nation in TSP. This is your main nation, and we will send orders to it.
A second nation, known as a ‘puppet’. If you don’t already have one, click here to make one. This nation is the one you will use to participate on missions. All actions such as moving to other regions, endorsing nations, etc. in military operations will be performed using this nation. (You don't want the enemy to know your true identity, after all.) You will have to resign WA membership and admit on your puppet nation for Tidal Force missions, resulting in the temporary loss of endorsements on your main nation. Only sign up if you are willing to do this.
Finally, to apply, follow these steps:
If your main nation is admitted to the World Assembly, resign now.
Log in to your puppet nation, or create it if you have not done so already.
Go to the Settings page.
Add your email address into the E-mail box near the bottom of the Settings page (make sure this is the same e-mail address as on your main nation if you already have one).
Pick out one of our SPSF Flags from the folder and upload it as your puppet nation's flag!
Apply to join the World Assembly with your puppet nation.
Check your e-mail, and confirm your admittance into the World Assembly (applications should arrive in around a minute or less).

Now what?
Whenever we have a mission, it will be made known to you via discord, this dispatch, and a post tagging your nation on the Regional Message Board. If there are no current orders, you may return to the region and endorse the Delegate and all members of the CRS. In general you can expect to be on missions most of the time - we aim for at least one new mission every day.
When you're given a mission, these are things you might be asked to do:
Move to a region - you'll be given a region link. Click on it and look for the "Move to this region" button.
Endorse a nation - scroll to the bottom of the nation page and click the endorse button. You can only do this if both nations are in the region.
Cross-endorse on a nation - click the endorse button. Check the list of other nations who have endorsed that nation, and endorse them too.
Cross-endorse in the region - look for other SPSF nations in the region and endorse them all. You should be able to recognise them by their SPSF flags.
If you become delegate, we expect you to treat the region with care and don't do anything you weren't told to! You might be asked to do these things:
Detag the region - this washes away the advertisements raiders have left on a region. We have a guide to this here: page=dispatch/id=1190714
Ban and eject a nation - go to the nation's page, scroll down to the bottom and click "Ban and eject". You may not have enough influence to ban the nation yet - don't worry, just wait another day for your influence to grow.

Yep! It's tied to the endorsement count of the Council on Regional Security member with the lowest number of endorsements, so it's constantly fluctuating. You can find more details, including the current endo cap, here:

The Endorsement Cap or Endo Cap is a limit on how many endorsements your nation is legally allowed to have. Your endorsement count should not be higher than this limit. This acts as a security guard to prevent nations from having too many endorsements and being in the danger zone of pulling a coup. (Read more about this here) Currently, this cap is set to be equal to 80% the endorsement count of the SPCG (South Pacific Coral Guard) member with the lowest endorsement count (Currently Sporaltryus at 463 endorsements)

What happens if I exceed the endorsement cap?
If you exceed the endorsement cap, a member nation of the Council on Regional Security (CRS) will send you a telegram to notify that you have exceeded it and instruct you to lower your endorsement count until you are compliance with the cap again. Since the endorsement cap constantly varies due to changes in the endorsement count of the lowest endorsement CRS member, you won't get any notification by exceeding it a small number.
Please don't be scared if this happens as it is a common occurrence and is often accidental! You just need to be calm and follow the CRS nation's instructions.
How can I reduce my endorsement count to comply with the cap again?
You can reduce it by:
Sending a telegram to some nations to ask them to withdraw endorsements from you. This is the best way as you will only lose enough endorsements to comply with the endorsement cap again.
Resigning from the World Assembly (Go to the World Assembly page then click Resign) then join it again. This is the fastest way but you will lose all endorsements.
Withdrawing your endorsement from some nations so that they will withdraw their endorsements from you. This way is non-guarantee as they may not be aware of you doing this.
What would happen if I refuse to lower my endorsement count?
Your nation will receive repeated telegrams seeking compliance. If you continue to refuse, you will be ejected from this region by a CRS nation or the Delegate.
Who sets and enforces the endorsement cap?
This is the duty of the Council on Regional Security (CRS).

This dispatch contains a list of all individuals who have served as senior government officials within the Coalition of the South Pacific. For the purpose of this dispatch, senior government officials are those whose offices are explicitly set by the Charter and whose election or appointment is conducted, in whole or in part, by the Assembly.
HISTORICAL SOCIETY
In the interest of disclosure and ease of understanding, I need to clarify the following:
Delegates who served before the establishment of the establishment of the Original Forum and the Coalition have not been considered.
In the case of all offices, the dates when each term began and ended was determined based on the day election results were certified or appointments were announced, or based on the earliest date that any news article announced election results.
Starting with the June 2017 election, terms begin and end the week after results are announced. Between that and the July 2014 election, terms began and ended based on the date mandated by the law, which was the first day of the month after the election was held.
When resignations happened and interim appointments were made, the dates of beginning and ending of the terms in question were noted as such, as opposed to the dates that would have applied had the term continued its course.
If an official served for multiple consecutive terms, the lists count them as single terms.
In the case of Delegates, coups have not been considered. When a term has been interrupted by a coup, the list assumes the lawful Delegate continued serving as such until another lawful Delegate took their place.
Only offices that are contemplated in the Charter as recently amended have been included, and only for as long as they have been in existence without interruption.
While these lists are as thorough as possible, they might have mistakes. Any corrections are appreciated, and will be included as soon as they can be verified.

When people say "IRC" on NationStates today, this can refer to two things:
1) Internet Relay Chat --- a messaging app that was used by many people on NS prior to the introduction of Discord in 2016.
2) Inter-Regional Chat --- a very new Discord server created by a few regions that's meant to be sort of a place for all kinds of NSers from across NS to chat. You can find more info here: Inter Regional Chat
Any use of the acronym "IRC" on NS any time before a few months ago almost certainly refers to Internet Relay Chat.
You can turn off recruitment telegrams (which likely make up the majority of your telegrams) by going to page=tgsettings and selecting the option to block all recruitment telegrams.
