Yes; Boris Johnson, regardless of our opinion of him, is the Prime Minister of Great Britain and Northern Ireland and arguably holds the majority and faith of Parliament. As such, he is well within his constitutional authority to request the Monarch to prorogue Parliament. I acknowledge this political manoeuvre is perceived as undemocratic considering it ends formal Parliamentary sessions until the eve of Brexit - the most consequential political event for Britain since the Articles of Union - and ultimately excludes Parliament from Brexit decision-making, it is absolutely necessary especially for a leader without a mandate and a clear majority. To allow Parliament to continue without a general election would, I posit, collapse the Conservative government and render Britain governmentless well into a no-deal Brexit. Further, if no extension is granted and Britain remains without a clear government with a clear mandate, it would be a disaster for Britain and the world.
