I have a, quite possibly stupid question, but how did the scientists reach the conclusion that the mutants react/mimic humans? did they try punching the mutants first? And then try the described experiment? This is a pretty big hole in your logic my friend. But either way, great detail!

it's not clear what noise the mutant in the experiment made before being punched. For all we know, the mutant gives off cries/howls after being hurt, regardless of human intervention/mimicing

having 900 people has nothing to do with controlling the warefare, if you're referring to communications, then maybe that has an edge. But 900 is rookie numbers. That's guerilla warefare, raiding towns and such.
You can't just assume stuff like this. Your actions will dictate your enemies actions.. but only up to a point.
The plant is no longer active, there used to be a working and advanced water delivery system to the plant but since the bombs fell, the plant hasn't produced any power. It's now solely a military base.
900 soldiers is good because then I can stop roleplaying the war once a single bomb wipes out my entire army, frees up more time for more factbook writing
