Quebecshire abstains from the idea of having a special all-member vote on the issue. While the nation views the proposal itself favourably there is concern that it is a conflict of interest for temporary members to vote on something that impacts their standing so directly.

The Faroic Delegation lead by King William and Ministers from the Government of Prime Minister Abraham Nile approach the plane and greet President Clark's delegation with warm smiles and hugs. In the sky, a large scale fireworks event has just begun featuring the national colors of Paleocacher and the Kingdom of Faro.

King William, "I am sure President Clark is enjoying his world tour, I am pleased to have you in the Kingdom of Faro. We hope our arrangements for your visit will be pleasing to you"

As the delegation walks towards the central atrium, President Clark inspects the Royal Faoric Guard and then is escorted to the central podium where the national anthems of the Kingdom of Faro and the Republic of Paleocacher are played by the Royal Faroic Band.

Then King William goes into the same vehicle with President Clark towards the Presidential Palace. The entire delegation follows behind in other cars. In the limousine, King William talks to President Clark about his world tour and the state of affairs in both nations.

Chief Phillipe wanders into the rocky valley with a few of his wives and soldiers. Watching from a cliff above is John Fremont, War Chief of New Samaria. Already waiting inside leather tents inside the valley is Chief Rushing Waters of the Cheyall, with his famous Dog Soldiers. Another band of outlaws rides in, The Hell on Wheels gang. All were invited to the canyon by Fremont. He smiles. He had doubted they’d all come. He walks down from his overlook, greeting Phillipe.
“Welcome, Chief.” Fremont begins.
“Stop. I am here to negotiate. Do not bother me with your petty white speech.” Phillipe barks.
Fremont nods and steps aside.
“We will meet in the cabin atop the overlook to the northwest!” Fremont calls.
The cabin - 2 hours later
Fremont sits at the head of a wooden table, with Phillipe, Rushing Waters, and Bohannen around him.
“Let’s get this started. I’m here because I want freedom for your people. My people. I pray for all good men. But we can’t expect God to do all the work.” Fremont begins. “We need a strategy. We need to come down on the Sequoyan bastards while we can. I’ve invited you all here to propose an alliance. That our people’s do not attack one another, but we establish an organized military body.”
Phillipe scoffs.
“My warriors have no desire to fight alongside Cheyall or petty raiders.”
“Your warriors will be dead if we don’t do something. We are too small apart. We need an army.” Fremont explains. He looks to Rushing Waters, who smokes a large ivory pipe.
“The Cheyall have born the brunt of the white mans sin. We will agree to this alliance if the Navaja are willing. Our riders will prove useful.” Rushing Waters says between smokes.
“What about your gang?” Fremont asks, looking at Bohannen. Bohannen remains silent for a time, lighting a cigar, and then speaking.
“I’m out here cuz we lost our jobs to slaves and I need to survive. We want payment. We know bombs and guns unlike anyone else here. So, let’s get a fifth of the bounty we seize.“
Phillipe chuckles.
“We Navaja want a third then, if you pay so much to these bandits.” Phillipe says.
“Fine. The rest of the bounty will be used to buy arms and goods for the troops.” Fremont says. “It is time to draw up a treaty, gentlemen.”
Within an hour, a treaty has been drawn up, creating The Confederation of Southern Tribes. The preamble to the treaty is written below.

When one people enslaves another, the spirits of the desert are not pleased. They demand recompense. As our people’s cry for freedom, we have been called to that cry and lead them out of hell. We demand freedom, even if it comes at the cost of our lives. The spirits of above will guide us, and we will heed their guidance. We hold this sacred truth to be self-evident: that all people have a right to liberty, and no man dare take it from them. We act without mercy, with the fury of a nation too long ignored. To our countrymen, we say liberty comes. To the bastards that stand against us, a war is coming. The bison will return. The sun will shine on our valleys again. Free our people, or be driven from your lands. Amen.

News of the treaty reaches the senate chambers, as Garrison cries out “we must comply! We cannot face war. Slavery is illegal.” One federalist responds. “There is no slavery in Sequoyah, they just want a war. Well I say, let them have it!” Sitting at the head of the chamber is President Stanford, who then rises.
“Gentlemen of the senate, I know now that there cannot be any state of peace between us and these ruffians. I ask you for a declaration of rebellion, and for the authority to wipe out these savages with impunity.”
The bill passes the senate 7-3, with only Garrison and two liberal federalists opposing. The bill passed the house 69-21. Stanford signed it, and ordered all troops within the Sequoyan army to be on high alert over an army radio frequency.

This shortens the temporary membership period from five months to three months. The period can be extended another three months as stated in the amendment.

This vote is for full members only. It needs unanimous agreement from all six full members to pass.
