I really don't like Issue #717, 'Checques and Balances.' The choice between democratizing the Central Bank, abolishing it, or leaving the Bank alone doesn't accomplish anything. Simply giving the legislature authority to audit the Central Bank could offer a chance to increase Civil Rights score.

It would be a trade off of civil rights for economic power. It is the common cliché/wisdom of letting those who know what they are doing govern vs giving the constituents and the layman more power. Here in the glorious Otterman Empire, we only use Bitcoin.

I have another nation, Imperium Californium, which was also formed before computers. Even though I have a history which carries on to the modern day, most of my RP is spent in the Nineteenth Century. My advice is that it is likely best for you to just select the ignore issues like that.
