Aquila sagitarri has suffered for a long time now under the brutal effects of bureaucratic red tape, especially in situations where none should have existed. In another reform, Emperor Colwyn Aeornas I has liquidated the old Aquilan Science Department, which operated under the old bureaucratic system, and has replaced it with something else, the Imperial Science Division. This new organization apparently operates with direct ties to the Aquilan Emperor and his family, and has been granted unlimited authority in scientific matters in the country. So, what exactly does this new department do?

The ISD sent out well over 3 million emails, one to each and every Scientist and Engineer in the country, offering them lucrative contracts if they would come work for the ISD. Almost every one of the aforementioned persons responded in the affirmative. The ISD operates more like a think-tank, with scientists and engineers working side by side in whatever fashion they wish. The motto of the ISD: "Whatever works for you, works for us as well!". This isn't a joke, as about half of the personnel operate from home. Those that operate within the ISD facilities (many of which were transferred to them from the old ASD) are able to work on whatever project they wish, with whoever they wish. No bureaucracy or departmental oversight is in place, allowing for immense freedom of creativity in the workplace. Currently there are approximately 104,278 different projects that have been started within ISD facilities all over Aquila sagitarri, pertaining to every facet of life imaginable.

What advantages does this setup have in the long run? The answer to this question is that while there are many benefits to operating in this fashion, only a couple benefits matter enough to mention here. Scientists and Engineers have the freedom to drift from project to project without restriction, offering their expertise and insight to help the project heads. This can often lead to decreased development time, as more input means better and quicker results. The drifting of different minds also allows for better appearances of their inventions, as many have artistic talents and efficient design experience. On average, the typical R&D time span decreases by 6% - 11% within this revolutionary system. With the draw on national resources that the ISD has access to, their materials are virtually inexhaustible. So long as the resources and the will to improve Humanity exist, so to will the ISD.

The ISD will be seen in almost every facet of life, with their futuristic logo emblazoned onto every civilian item and military invention that will grace Aquila sagitarri until the end of its existence. Their ambitions are formed from the miasma left behind by those of Mankind who have left us, who are with us, and who are yet to come. They embody the soul and willpower of Aquila sagitarri's people. They embody the unfettered nature of Mankind's genius, and they will use it in any way they can to ensure that Mankind survives far into the future, perhaps even past the point of infinity's limitless bounds...
