Tbh, Marr has known that Huggers = Op for a while, so I don't really know.
It depends if puppets can be considered nations carrying citizenship under one person, and if notifying the Citcom community is required in order for a nation to become known as a citizenship-holder.
It's a question I believe worthy for the Conclave, and one I'm seeking to ask after clarifying something with the other Arbiters.
If we go SOLELY by the Concordat, then Op is in the right and Marr in the wrong. But inputting Viceory and Citcom procedures, and it becomes muddy.
Basically, potential Conclave activity? :D

I also know that I have not notified anyone about the Oppy Girl puppet on the forums, I mean not anywhere on the forums, but Paki is smart enough to not ban me because he knows that'll pull up complications, though if I did not state it in the forums at all then he would be in the technical right but would he be morally right? Knowing that the owner of the nation is a citizen? Very complicated stuff that needs to be fixed.

The family are nearing the top of the trail, and a waterfall bubbling softly through a clearing to make a stream provides a wonderful place to rest.
I try to answer issues according to Brethren principles yadda yadda and make them reflect canon as best I can, and I've taken RP ideas from them a couple times (like starting the Inquisition over suicide in police custody stats). So they do make a bit of a difference to my RP, I know they don't have to but it's more fun this way.

They are exaggerated and a few issues can change your nation completely. It can be fun but idk how someone can say they're a world builder... unless they're willing to overhaul their factbooks every month XD
