Usually during modern wars between developed nations, I’ll use the Russian-Ukrainian war as an example since what else should I use, there’s plenty of negotiations between diplomats over peace before it finally gets settled. This could be the final conference, or the war could last for months more, we will see

The meeting place is an Imperial Railroad Station

Though the Imperial Railroad is nominally freight only, the guests are ushered onto a boxcar to be taken to the actual meeting place.
