Technically members of the cabinet are MPs since we elect them. However since we vote according to party lists their 'votes' are transferred down the party list. So if Party A gets 20 seats, but 5 Party A MPs are put in the cabinet, then the five empty seats are given to other people of Party A.
Technically speaking, members of the cabinet do not have to be elected as MPs, we've had so-called 'business cabinets' consisting of mainly civil servants and experts (= people not in politics). Usually they are party bound MPs however, since ministerial positions are bargaining chips.

yes, although they often desert plenaries because busy elsewhere, but we had majorities relying on government members for confidence votes in the past
