Nuh-uh. Modern liberal (in the classical sense, not in the contemporary political sense) democracies rely on the idea that the vote is an inalienable right of the citizen, in the same way that equality under the law and freedom of expression are.

Not saying it should necessarily be that way, but that's how it works. People have clearly become careless with their right to vote. I think there should be some kind of civics test you need to pass before being able to vote...

My Economy's strength fell. Heavily. For axing government spending that was so superfluous that we were making government buildings large enough to be lost for a lifetime in. On what planet does this make sense!? Take a god damn economics class, Max.

Then they're not in a modern liberal democracy, and that's a bad thing.

A democratic system, exactly like that of the US but with a required civics test to be able to vote (one made by a NGO or an independent electoral commission of course), would either be considered as a non-liberal democracy or as an abridged/modified liberal democracy. Free speech, free religion, and free media still exist for all citizens, and provided you pass the test your ability to freely participate in the government would be unrestricted, but if you are a citizen and don't pass the test you are not permitted to vote or to hold elected office.
