Hey everyone! I know I'd promised to write up an IFV a few days ago and try to get on top of the queue. I didn't have consistent access to electricity for the better part of a week, and I've been sick the last couple of days. I really do feel bad about not keeping up with WA happenings, especially when XKI guru and friend of the show HumanSanity has a liberation at vote which you should all absolutely support. As I get caught up on things and feel better, I hope to be better about staying engaged with the WA, and I hope others will join me in those conversations.
For now, I want to talk briefly about the Whistleblower Protection Act currently at vote. I'm not up for doing a long writeup on it, but here are the things to watch. The definitions are a bit rough, which seems to be a trend in the GA these days - "whistleblower" is done broadly enough to work, but it only applies to illegal - and not unethical - matters. "Media outlet" is very very broad and would seem to encompass... anything which displays information to the public? Media outlets (or the reporters publishing for them) seem hardly distinct from individual whistleblowers, but I'm not too bothered by that. 2(a) has either a typo or a strange choice of verbiage when it excepts information whose "breakdown would result in the breakdown of territorial integrity or loss of life for those involved."
The more significant faults come in section 5. The inclusion of "non-violent" in 5(a) appears to limit what types of crimes can be disclosed, which seems like kind of a bad idea? 5(b) is trying to bar pornographic materials but also prevents child labour in commercial applications from being revealed. 5(c) is painting a pretty big stroke when it only allows the publication of crime victims' names with their consent, limiting coverage of murders where the victims are unable. 5(d), depending on how it's interpreted, could be used to punish whistleblowers under the argument that going to the press before the authorities constitutes withholding information.
I'm going against this one based on the multitude of potential flaws, but it's possible I'm not being fair in my reading of these passages. Let me know if you disagree with this interpretation.
I appreciate all the things you caught. When the proposal went up for vote, I had only done a quick reading of it for another server. While I'd noticed the issue with 5(a) as it seems to be the most glaring one, I had overlooked several others. When I thought there was only one potentially problematic issue with one specific clause, I was willing to overlook it for the apparent good in the rest of the resolution.
With the information you've provided, along with a more ideological argument I recently read elsewhere, I've changed my vote to against. I think this simply suffers from too many issues, most notably unnecessary wording that explicitly creates problems.
