The Coastal guns along the sea begin to elevate their guns towards Odinburghian cities across the sea. For the time being though, all land based systems will be kept under shielding to prevent a first strike from the Odinburghians from stopping the Krimeran weapons.

You must understand that you can't force a nation to change the laws of their own land. If your citizens were discovered breaking a law, then they are to be treated exactly the same as a citizen of that land. Sure, it may lead to politically driven arrests, but that's what happens when you don't place travel warning about the areas you will be getting close to.
That's why I don't allow my people out of my country at all, except to a few countries. There are reasons why you won't find Krimerans in Imbalistan or Kalkvia. They may be taken for political reasons to apply pressure to me. Of course, they wouldn't do that because that would trigger a war from me. But you need to understand that citizens are a weakness to almost any country in the world. And people will stop at nothing to exploit a possible weakness of an enemy.
