Progress has been swift following the end of the Cymio-Imperial War. Other than the increased presence of Imperial tourists and officials, life in the Most Serene Republic seems to back to normal.
As a vassal of the Imperial Order, new infrastructure projects and investment opportunities have been popping up left, right and center, filling the void left by Versailles Pact nations withdrawing investments. Notable among those being Pegasus, the main supplier of the once formidable Cymiopolitan space fleets that were annihilated in the war.
Using the now vacant former Pegasus facilities ,the now-unemployed former Pegasus employees and Imperial armament contractors, Pharos Starships has picked up the mantle to produce the new space fleets. After months of preparations, a great unveiling has taken place at their state-of-the-art Headquarters just outside the scenic town of Nicea on Antiope Minor.

Pharos Starships, is a Cymiopolitan aerospace company that designs, manufactures and sells space military vessels worldwide. Together with its partners from the Olympus Stargroup, it is part of the largest aerospace conglomerate in the world.
The company was founded by the Cymiopolitan Government on December 30, 2149, in Nicea, the largest city on the continent of Zethia on Antiope Minor. Pharos Starship's first and current CEO, former grand Admiral Antonios Kriezis was selected by the Minister of Defense, Petros Melissinos, to take the head of the company.
The company was founded after the Treaty of Castelrosso which made Cymiopolis a tributary state of the Imperial Order following its crushing defeat at the Battle of Amazonia. With its entire fleet destroyed and no longer capable of procuring new starships from Allied manufacturers such as Pegasus and VSI, the Cymiopolitans turned inward and made a manufacturer of their own to meet the demand and began construction of 5 brand new fleets. With the help of aerospace engineers formerly from Odyssey and Pegasus' Cymiopolitan branch, Pharos now had an experienced team capable of building vessels that can conquer the stars. With the shutdown of all Pegasus operations in Cymiopolis following it's forced exit from the Versailles Pact, Pharos was quick to integrate the space giant's abandoned infrastructure and immediately begin production once the design phase was complete.
The company is currently headquartered in the town of Nicea on Antiope Minor, with subsidiaries in Cycladic City, Dodecanesean City, Septinisular City and Achilleion. The arrival of Pharos has brought economic growth to the regions it operates in, especially to the town it calls home where Nicea, once a small resort town on the western Amphonian Coast, has grown to become the second largest City on Antiope Minor.
Pharos is currently supplying the fleets of Cymiopolis, Derwan, Polska-litwa and Triren, with more to come ever since the Cymiopolitan breakaway from the Imperial Order and it's restrictive trading policies. Pharos has also been the first military starship manufacturer to begin supplying to the private sector with Black Hand Securities, a private trade convoy protection group, being the first.

Declaration of Standing for Chief Justice
"If we desire respect for the law, we must first make the law respectable."

In many ways, the New West Indies is a Region of Law. Where it is not written in resolutions or constitutions ratified by the consent of the majority emerging from democratic institutions, it is unwritten, customary, providing some direction to our otherwise uncertain twirling towards an unpredictable future. Law is not just the language of resolutions, it is the very language through which our stability and existence resonate. It is the guide behind moderation, the fence against brutishness, and one of the invisible pillars that allow this place to still be here for you when you log on every day.
But Brandeis was right: the Law cannot survive in an environment of injustice. Unjust Law has no life expectancy whatsoever. Therefore, our Region cannot hope for continued subsistence if injustice is allowed to strive.
For a long time, guardianship of Justice was conferred upon the Secretary-General. One year ago, citizens realised that sometimes it was the very mission of Government that had to be tested before Justice, and determined that a custodian independent from the rest of Government had to be elevated to the calling of upholding our laws. The Office of the Chief Justice was created, and it is this office that we are to elect today.
One year after its creation, the High Court has substantial work ahead. The balance between free speech and the dignity of the human beings we are, the location of the boundaries set by separation of powers, the existence or not of a distinction between the OOC people we are and the IC images we project, are all fundamental questions that the next Chief Justice will have to tackle. Additionally, it is impossible to speculate on what cases and questions will arise before the High Court in the upcoming six months. The Constitution has placed high responsibilities and high stakes in the hands of the Chief Justice. As the Learned Twelve Titans once put it "When I spend days and days reviewing all the factors of the case, debating with myself what the fairest sentence will be, writing thousands of words for my Court orders, it's because I know when I make a unilateral decision of such consequence, it must be well thought out." Decisions of the Chief Justice have immense consequences on parties and sizeable consequences on the very fabric and future of this region. You would be forgiven to feel intimidated.
To any that would feel this way, here are words of reassurance. Good knowledge of NWI Law is necessary for this calling, but the moral qualities and fibre of the Chief Justice outrank legal mastery. At least two individuals, if not more in the form of amici, will come up with carefully constructed and convincing legal arguments for each case. Discernment, the ability to spot arguments and fallacies, and sound reasoning are all important qualities. But perhaps the most important of all is empathy. The best Chief Justices will be those who understand that their actions and words have a rippling effect on this region and its citizens, who understand the motivations of the parties before them, who can place themselves in the shoes of every party, see situations from their point of view, and offer a reasoned synthesis of those. Anyone can read and learn NWI Law, but only the most upstanding jurists, those who belong to the High Court, will have engrained in them this sense of empathy, which is what I encourage every candidate and every voter to seek.
What did Brandeis really mean when saying making the Law "respectable"? Was this another one of his bursts of judicial activism? Perhaps. But more likely, respectable law means a judicature that every justiciable can respect and look up to. It means a world where a fair trial is a reality, not a Constitutionnal fiction. It means a world where the Chief Justice is endowed with integrity, open-mindedness, intelligence, responsiveness, and empathy. It means a world where the merit of your claim, not your name or the number of letters you can stack behind it, or even your ability to eloquently manipulate the English language, determines the outcomes of a case. It means a world where nobody is above a law that is justly applied to all those who seek its guidance. In one word like in a hundred, it means a world where the process and word of the Guardian of Law, the High Court, are trustworthy and trusted.
One year and great history is behind the next Chief Justice, who will have the power to write a future of continued prosperity for the Region. There is only one seat, so there is no need to present any running mate. Your platform will be promoted on the NWI.gov informational dispatch if you notify Celestiam or NWI.gov of the existence of such a platform. Polls will open on Saturday the 17th of October. You should aim to enter your candidacy before 16:00 UTC on that day. After 72 hours of polling, the next Chief Justice will take Office on November 1st, 2020.

I may not actually be Obi-Wan, but I always try to be wise, patient, and thorough in my affairs. Moreover, my allegiance is to the New West Indies; to democracy!
This allegiance goes beyond a simple reference to Star Wars. Throughout my residence in this storied region, my mission has always been public service. I have served at the highest reaches of government, but my experience is more than that. My time in government has exhibited a staunch dedication to upholding the stability of our democracy, the rights of people, and the values of our community. This pursuit is an utmost necessity for the judicial branch in addition to the Executive.
With great power comes great responsibility. Through my experience and resolve, I have an understanding of and appreciation for this responsibility. I humbly ask for your vote for Chief Justice.

There are few others who have a similar experience when it comes to lawmaking. I have authored or co-authored 24 General Assembly Resolutions, which amount to a majority of all passed resolutions. I have written 25 Executive Decrees between my tenure as Secretary of Administration and Secretary-General. Through these efforts, I not only have clear understanding for the law that I wrote (or helped write), but I also appreciate how every statute or regulation fits with each other. Moreover, I utilized this experience by creating the New West Indies Code of Laws, a compilation of permanent legal statues by topic area.
Perhaps less famously, I have the skills necessary for bureaucratic administration. As Secretary of Administration and Secretary-General, I worked tirelessly to create accessible documents and maintain effective organization, creating pages such as the Master Dispatch, Government Overview, Department homepages, and much more. I know how to code dispatches, I know how to organize, and I know how to keep an entire branch of government as efficient as possible. These skills will translate well to the laborious nature of court business.
Beyond my lawmaking ability, I have also showcased direct (and indirect) experience in the High Court. As Secretary-General, I published "SGP-001: Inappropriate Content and Remedies," a professional legal analysis of New West Indies v. The Greater Iran (Case No. 19-03). In my opinion, I examined the nature of inappropriate content, the case specifics, and the Court's response.
As Region's Attorney since July, I have tried multiple cases, including New West Indies v. Cartel de la Letra (Case Nos. 20-07 & 20-08). To see the arguments I made at trial for Case No. 20-07, see here. This experience lends me an effective understanding of court procedure and its intricacies.

Interpreting the law is a complex task, to say the least. Cardozo had to contend with an exponential legal corpus (U.S. law) that is well beyond to our own. However, my task would still be complex; we have a myriad of statutes, Constitutional sections, and Executive actions to understand and interpret.
Cardozo provides an effective and relevant framework for judicial decision-making that I will execute as Chief Justice.
Logical Reasoning
Also called "philosophy" in a stricter sense, logical reasoning encompasses utilizing premises or principles to infer a conclusion. It will be my primary method of judicial decision-making. In practice, I will use relevant tools at my disposal, such as precedent, language, and intent to formulate the spirit and nature of our laws when necessary.
History
Our region is not timeless. Trends in practices and customs may, in some cases, prove evidentiary for a conclusion. The Judiciary does not exist in a vacuum; we are all a part of one community that changes as the years pass us by. Meanings once thought to be fundamental may no longer be relevant. While I shall generally uphold precedent, there may certainly be cases where greater forces make precedent less appropriate.
Tradition
The customs of our region may help the Court determine the application of law itself. The ways in which the community acts creates an answer to gaps in the law when logic or history may not suffice. A judge may not always rule how is popular, but they should wish to uphold the sanctity of the community in which they live.
Sociology
The public interest is of utmost importance to the Court. Protecting the region's values is explicitly required, especially in regards to upholding §14 of the Constitution. Indeed, our values are often inscribed into law. Seeing as the Court must uphold the law, I shall duly uphold our sacred values.
Not every method of judicial interpretation will be relevant to a particular case. Some cases may be simple applications of clear legal statues. However, it is a myth that judges do not make law. If we do not make law, then there would not be gaps to fill, questions to answer, and disputes to ameliorate. A justice must be willing to use every tool at their disposal to achieve justice, even if that means addressing questions for which the law has no direct answer.
As Chief Justice, there are multiple beneficial measures I would implement to make the Court better at its job, thereby advancing justice in our region.
1. Codify Procedures
Due to the tireless nature of the Court, my predecessor was unable to write consistent procedures in Court references. This effort will clearly be necessary for keeping court proceedings accessible and allowing parties to refer to procedures beyond that of the Court RMB. A Judicial Decree will be helpful in defining the extent and nature of these procedures.
2. Outline Injunction Process
GAR21 states that "the Court may, where appropriate and authorized by Law or Judicial Decree, issue Preliminary Injunctions through a Court Order to enjoin the Accuser or the Accused from taking or continuing to take a particular action while the case is adjudicated." The Court has correctly stated in F-017 that it had no legal authorization to order an injunction.
Therefore, until the General Assembly addresses the issue, I shall enact a Judicial Decree to outline injunction protocols and authority.
3. Increase Discord Accessibility
Nearly all of the Court's proceedings take place in its own on-site region. This is acceptable; however, much of our community is on Discord, and many of our members prioritize the space over on-site. As Chief Justice, I shall make regular updates regarding court proceedings as well as use Discord to expedite those proceedings where possible. This may involve a separate server or channel dedicated to the Court.
4. Expand Legal Education
The Court, as the highest judicial body in the New West Indies, has a vested and fundamental interest in enhancing legal knowledge in the community. As such, the Court under my term would highlight resources, explain fundamental legal principles (much like this page), and create studying tools where it can. Law is only as good as the people who can practice and execute it.
Additionally, I will not preside over any ongoing or future case in which I was the Region's Attorney or otherwise party to the case. As required by law, I will not preside over any case in which I would "personally and improperly" benefit from the outcome.

Rasmus took a long drag of his cigar. The smoke bellowed out into his office high above Arcburn, before dissipating.
"You're serious, are you?"
"Yes. Aeronautical principles can be applied to spacecraft, can't they?"
"Perhaps, but there's still the issue of production-"
"Don't worry. We can handle that."
"Why do you want a space force anyway?"
Heidrun, making use of a remote drone, had arranged a meeting with Rasmus Persson, the CEO of the biggest aeronautics company in Bucksden, Puffin, which was already interesting enough.
However, what made it even more intriguing was her proposition.
The Bucksdenian government would actively invest in and support Puffin on one condition: that they begin branching out into producing spacecraft for use by the nation.
Now, for Rasmus, this was pretty wild. He'd always been risk-averse, and moving into a whole new field of production? That is a big risk, even with government support.
Still, he was willing to hear her out, especially since she'd probably already calculated how good of an idea it was. AIs are quite clever, after all.
"It's about research. I want to cement us as a proper scientific force to be reckoned with.
"Is that it, hm? I have a feeling it isn't..."
"...yeah, you're right. I have a certain sense of wanderlust."
"Huh. I was expecting something related to colonies."
"With the current galactic climate? No way. I just want to explore... or have others explore on my behalf. Might be part of my programming as the AI of an arkship, but I have a natural curiosity. I want to see those distant stars up close. And who knows? Maybe we'll find a way to establish a connection home."
"...a bit cheesy, but you do have a point. I'll see what I can do. If our next budget's got a section dedicated to rebranding, I'm blaming you."

What debate!?
The first thing Impa noticed as she began walking along the river was how quiet it was. Quiet save for the sound of birds in the background. It seemed as if there was no sentient life on the planet, at least on this part of the planet. It was too far away from Ascendancy space, but it would’ve made a nice colony. Hopefully the fortunate civilization that found this place would live here responsibly.
Edgar beeped slightly and Impa chuckled. “You’re right, this definitely is a breath of fresh air compared to Kakariko City.” The capital planet of Caagan, which was part of their own language, had technologically progressed in the last few centuries and while she wouldn’t trade the busy city of Kakariko City for anything, it was nice to have a little peace and quiet now and again.
Edgar then beeped again. “Hm? You picked up something in the lake?” Edgar chirped in confirmation. “An underground tunnel system? Interesting...well of course I have to check it out.”
Edgar beeped quickly. “No, don’t worry, you can stay here, I know you hate water. Just try to stay out of trouble.”
Fortunately, the bag she was carrying was waterproof and she put her slate inside it while grabbing her rebreather. She put it in her mouth before diving into the lake below.
