Whereas the Federation has been at peace for more than two decades -

The Assembly of the Federation as of Mandate V of the Federation of Toylin agree that it must adopt a permanent settlement

To be the Capital City and for that city to be legal operated as its own District, under Federal jurisdiction, separate from any Nations of the Federation.

It is with this decree that the Assembly approves the beginning of construction of the District of the Federation

To be located at the tripoint of Nations of Adultii, Hull-wai, and Dolliwud

And the Districts of Dolphin city, Lesliiville, and Tijuana-chihuahua

And be roughly 500 square miles in area,

With easy access to water, harbours and other places of trade.

The District shall be under the jurisdiction of the Executive Branch of the Federation.

Declaration of a Federational Currency

Whereas it is the ultimate goal of the Federation to have the Nations of the Planet of Toylin unified.

Whereas business-owners and worker councils have each expressed a need for financial continuity and economic standardization throughout the Federation

The People's Assembly of the Federation hereby establishes the following:

1) The monetary unit of the Federation is the Pomodoro.
2) The denominations of money in the currency of the Federation are pomodoros and cents, the cent being one-hundredth of a pomodoro.
3) All public accounts established or maintained in the Federation shall be in the currency of the Federation, and any reference to money or monetary value in any indictment or other legal proceedings shall be stated in the currency of the Federation.
4) Nations have sovereignty over their own currency and may continue to use and maintain their currency.
5) For legal and financial purposes, money transferred to and from the Federation will be issued with the current pomodoro value taken into account.

This legislation was passed by an act of the People's Assembly by a vote of 80 - 27 and by an act of the Senate by a vote of 8 - 6.

Supreme Court Decision in Case #3918445 (Year: A-H-24):

Councilmember Jason Reh-Dranger, Klozhet vs
Secretary-General Kuai Liang Subziro, Klozhet

In the case of Councilmember Jason Reh-Dranger, Klozhet vs Secretary-General Kuai Liang Subziro, Klozhet, the Supreme Court rules 4-3 in favour of Mr. Reh-Drager.

Majority: Batrumme, Forbitten, Gotemme, Hull-wai

Dissent: Dolliwud, Adultii, Klozhet

Whereas the constitutional framework is unclear regarding the election of the Secretary-General in Klozhet,

And whereas the Act in which the framework is outlined has been deemed unconstitutional by the standards of the Treaty & Constitution for the Establishment of the Federated States of Toylin,

It is the opinion of the Supreme Court of the Federation that the election results constitute an unlawful, undemocratic action and are therefore illegitimate.

The court orders the following:

1) Kuai Liang Subziro is to be removed from the office of Secretary-General and pending trial, may no longer serve in government.
2) Councilmember Jason Reh-Dranger will be re-instituted as Secretary-General.
3) A new election will be held, the terms of which must be approved by a majority vote of the People's Assembly of the Federation.
4) Following a new election, it is recommended that the Supreme Council of Klozhet re-establish a constitutional electoral standard through legislation.

Opinion of the Dissent

Whereas the rules for the election were agreed upon and passed by the Supreme Council of Klozhet prior to the election, flaws in that process are moot. It is, therefore, the opinion of the dissent that Kuai Liang Subziro's election as Secretary-General is lawful and democratic.

The dissent agrees with the Majority in recommending the Supreme Council of Klozhet re-establish a constitutional electoral standard through legislation.
