So you would think. But this comes from a rudimentary understanding of the market. My interpretation is that it’s a bunch of international criminals who are selling internationally outlawed goods. Like the WA prohibits slavery, so technically we have too as well. But… the black markets are “illegal” (don’t mention the fact that we subsidize even our black markets…).
