I am in no way as knowledgeable as other members of our region, but I do remember a few passages from Lotr where it was said (or implied) that sleep for elves is more of a meditative process, where their mind is asleep but their body is able to do autonomous tasks (like walking, running etc) and even remaining alert.
I believe that it was also implied, in some paragraphs about Legolas, that elves dont really need that much sleep, so I imagine that if they do rest, they only need it once in a few days.
Now about sleeping arrangements, in Elrond s house and in Luthien s house (i believe) they actually had resting chambers with beds in them, although I am unsure of any paragraph where it was clearly stated that an elf lay to rest in it.
Then we have in the Silmarillion a paragraph where the elves Turgon and Finrod went to rest in the open plains and dreamt the places where they d found their kingdom. And the bit where Miriel rested and went to a deep sleep and then died, if that counts.
I hope that someone else, more knowledgeable, can provide some better input!
Some regions have a separate region themed around their own bar/lounge/hall, accessed via embassy posting such as for our RP region. Perhaps such a place could function for a "chill Rp where people just relax." Doesn't have to be a bar, could be a whole city, as you say. Just an idea.
I know, speaking for myself, I don't love the idea of roleplaying on the forums, as it feels more public and like I am on-display, given how easy for others to notice it, especially as each post makes a new notice in the sidebar "Latest Forum Topics." I'm rather shy about such things...
I like the idea of Middle Earth being set in some deep mythological/heroic age of the earth. Always found the notion attractive. I still remember reading in one of Shippey's books his suggestion that Tolkien was possibly intending "Middle" Earth to be a time period, rather than a location, and how exciting of an idea that was.
That, and I recall one of his motivations being to rediscover the lost mythologies of the ancient Germanic cultures, some of whom would go on to settle the British Isles, but whose illiteracy resulted in them never recording them. I believe, being a philologist - familiar with working backwards to recreate lost languages - he employed somewhat similar methodologies when attempting to recreate those Germanic myths.
I'd not encountered that story of the Anglo Saxon, which you'd mentioned, but it seems sort of natural given my understanding as outlined above (and which I readily admit I may be mistaken about parts of). I suppose I like less his bringing it forward in time to an era much closer to the modern, though I can't explain why, exactly.

I've assumed that the sleeping quarters existed and were used in case of guests, so they have where to sleep. Not necessarily that the owner used them or had a need for them. But it can go either way

It is a real possibility for you to get some Regional Officer powers in Middle Earth, although I am not the decident of that. If you really want to, and you feel that it will bring something positive for the community in our region and you also feel that not having these regional powers can hinder your success, then you can work on creating a plan with a proposal, some milestones and some expected results, and then we'll put it up to debate. Usually anything that is useful and beneficial for the region gets a stamp of approval, but it is helpful to also have something as a foundation when offering regional officer titles. So a plan regarding what you'd like to do from the vantage point of this position ticks all the boxes.
Obviously, this is also a chance for anyone that wants or feels that they can contribute something to the region. Just put it into writing so others can understand what you propose and we'll get a conversation going and flesh things out.

I am not a spotter, but I think that I saw some nations that have recently joined us from the black hawks region and sattelites still residing here. Ah, fan fiction. I personally do not agree with that for in-lore reasons, mainly because of Tolkien's essay "The Laws and Customs of the Eldar" where he describes in detail elvish customs and thinking, but for out-of-lore / fanart rooted in the ideals of the 21th century I see no issue.
That was one of the main reasons I think for character design in the Hobbit films choosing to depict some of the dwarves without enormous bushy beards. Can't completely hide all those handsome male actors' faces. Thorin got a trimmed beard so that his face remains expressive. It was clear already from the LOTR series that fantasy characters can be well suited for all sorts of ogling and creativity, be it erotic, romantic or just admiration. Looking for fanfiction? Archive of our own. Fanart? Tumblr and Deviantart. A favourite adjective used by fans of Thorin is "majestic".

This reminds me of an old dispatch we still have featured, regarding LoTR artworks. Our amazing friend and past delegate, Dor caranthir, put great effort in finding bits of art scattered all around the internet and presented them to us in the form of Dispatches filled with information.
Considering that the coffers of the internet are never empty and there is always some new art to be created, I wonder if we can restart this presentation of Tolkien / fantasy art, be it in the form of pictures or text. Weekly/monthly/bi-yearly etc.

Very frequently, it seems, I encounter Tolkien-related stuff - whether character designs, fan art, or lengthy lore expositions. I could try to save the ones I come across, and occasionally compile them into a dispatch if I've gotten enough..?
