I think for the sake of this war having an ending our total troops are equal to our defence forces number. Every troop we lose will subtract from it. Last one standing wins.

I just realized, what CR should the stat blocks have?
I was thinking we would use a modifyed guard stat block.
Turning such a Guard into a swarm would give it CR 2. Is that okay? I'm also going to create a separate Swarm of Battle Axolotls stat block.
