Somehow, I've never got a legendary card, but my only puppet has already received 2 within a single month. It's crazy.
RNGesus works in mysterious ways... I just got my first (random) epic today after a lot of opened packs.
I'm a bit miffed I missed being an active nation when this card thing started, so I can't collect my own card :(
You can always put a bid offer up on your specific card - click the nation card link when you're in the page to open packs to get to it.

Legendary rates are just horrible - and I've junked a few ultra rares because ex nations. I'm just keeping pretty ones lol
He doesn't have a card, because his nation was not active on the 1st of April last year:

I'm junking anything below Epic these days, unless it's a card for my "Skin" collection or a nation with a witty/funny name. Haven't had a single legendary drop, but my puppet had 2. I think the pack drop rates and their value depend on how many cards you hold. The more, the less often you get packs and the more often they contain garbage.

The trick to the challenge system is to scout out your opponents before committing to a fight you're unsure of. If you rank higher on a few of their bests, you're able to win easily.
Just keep in mind the rolls are sometimes purely horrible, like me running atheism as my highest and getting religiousness against me
