Does German not have Free Word Order?

Go figure. Europe's delegate Imperium Anglorum is voting against the Commend Auralia bill proposed by United Massachusetts. What is it with these GCR/mega-regions and their intense opposition to anything commending conservative and/or religious nations or regions?

So am I, they seem like any other GA self-proclaimed elitist that tries to impose their agenda on the world through resolutions...And they tried to commend themselves. Yeesh

I'm voting against both legislations for obvious reasons.
