The ability to "enact" legislation, not necessarily "pass" it by vote of the MAC.

A crisis situation would be relative to the recently-implemented (I'm sure you will recall) Regional Security Warning System Act. A "crisis" corresponds to the code "alpha" - which has never yet been seen. An example of code "alpha" might include, for example, a second invasion by DEN (or other faction).

As an ex-member of Den I am proud to say I did not take part in the raid against the Confederation of Corrupt Dictators.
However outstanding my rank was among them, I eventually saw the pointlessness of continuing my allegiance with Den.
