To the Civil Congress and the Confederation,

I have seen that some of you aren't happy with me and my actions as Chairman of the Civil Congress, and have called for my impeachment. Now, I'm not saying that this should not go forward at all, after all, these nations are exercising their rights as members of the Civil Congress, and that's fine, I won't combat this. Instead, I wish to remedy this situation.

Please, inform me, what have I done wrong? What have i done for you to start feeling animosity towards me and my position, and what can I do to fix it? What can I do to regain your trust and support in me? Please, tell me. I do not wish to lose this position, it is my world at the moment. I have put blood, sweat and tears into this job, as well as hours upon hours upon hours into this Civil Congress, trying to shape it into something great. But, it seems that's not the case.

If I do remain in my position, I vow to change for the better. I vow to listen more, work towards a more inclusive and open Civil Congress. I vow to give up my wages, and donate them to the Congress, if that's what it'll take. Just please, give this deadbeat politician another chance...

I wish you good travels, my friend. However I disagree with Kafair in saying that he resigned honorably. I believe that Choban was a coward in his resignation, trying to flee from the opposition rather than fighting it.

My brother, Andrew Campbell (former United Fascist Federation delegate), wishes to convey the message, "HAPPY CAMPING [Censored]." Please excuse his behavior, he is not very fond of Khanbaliq Mongolia.

I know this is not very appropriate, but in light of Choban's resignation, I would like to once again inform everyone of the Confederate Paleoconservative Party (CPP). We are a party that is (right now) completely separate from the civil congress with a goal to unite conservative nations within the CCD. We have our own separate law and motion passing system and are fully autonomous to the Civil Congress. If you are interested, read our Constitution below and telegram me. We hope to see many members come to power in our party.


Constitution of the Confederate Paleoconservative Party

Preamble

It is a well-known fact that the Confederation of Corrupt Dictators has a large amount of right-winged nations. If these nations were to assemble within a common cause, they could enact great social and legal reform to better the Confederation; hence, this document hereby establishes the Confederate Paleoconservative Party.

Article 1: Purpose and General Details

Section A: Purpose
A. The purpose of the Confederate Paleoconservative Party (CPP) shall be to unite those nations in the Confederation of Corrupt Dictators (CCD) who govern under a conservative ideology under a common cause and to promote conservative ideologies throughout the region. Though not a primary objective, the CPP may also be active within the Civil Congress and pass motions within it as it so pleases.
B. The CPP shall also pass certain motions or laws pertaining it’s community.
i. Laws or motions passed within the CPP shall only apply to the national policies of its member nations.

Section B: General Details
A. The CPP is a political faction within the CCD
B. The CPP shall claim no right to executively govern the entity of the CCD
C. Though similar to the Civil Congress, the CPP claims the right to enact both social and legal laws and motions within its member nations.

Article 2: Structure

Section A: Party Officers
A. The CPP shall be headed by a president, appointed semi annually by the Viceroy.
i. The President of the CPP shall govern over the faction as a whole, and oversee the passing of laws and motions.
ii. The President shall reserve the right to propose, pass, or veto any law he so chooses.
iii. The President shall reserve the right to expel members following due process.
iv. The President shall have no say in motions, unless one should be met with a tie; if so, he should be the deciding factor.
B. The President of the CPP shall appoint up to four Senior Officers, shortly after his appointment.
i. Senior Officers shall act as representatives, taking ideas from other members of the CPP. Officers shall vote on the second phase of pending laws.
ii. Senior Officers can propose laws and motions.
iii. It is recommended that Senior Officers write a majority of the proposed laws.
iv. Senior Officers shall reserve the right to veto only motions.
C. If he so desires to join it, the CPP shall have a specific position for the Chairman of the Civil Congress. When speaking in context with the CPP, the Chairman shall be referred to as the Civil Representative to the Party, or Civil Representative.
i. The Civil Representative shall be the link between the Civil Congress and the CPP in the event that the CPP desires to propose a motion to the Confederation.
ii. The Civil Representative shall reserve the right to propose and veto only motions.
iii. The Civil Representative may also act as a member of the CPP and shall reserve the right to vote on motions and laws.

Section B: Party Members
A. Those enrolled in the CPP that are not officers shall be referred to as members.
B. Party members shall reserve the right to vote on motions; party members may not vote on laws.
C. Party members are encouraged to be active in the community of the CPP and recommend laws and motions to Senior Officers.
D. Each member, officer or not, shall register themselves within CPP through a google form which shall be provided through a telegram, and shall make their nation’s representative to the CPP publicly known, and shall be recorded in a register operated by the President.

Section C: Eligibility
A. In order for a nation to be eligible for membership within the CPP they must possess the following qualities;
i. World Assembly member
ii. Conservative or right winged government ideology
iii. Willingness to be active within the faction
iv. Five World Assembly endorsements
B. Those who wish to be in the CPP must be willing to fill out an extensive application form.
C. Those who become inactive within the CPP for at least 30 days without prior notice shall be ejected with due process.

Article 3: Laws and Motions

Section A: Laws
A. Laws passed in the CPP shall be defined as official documents outlining legal rights or restrictions for all member nations of the CPP.
i. Laws shall apply to the citizens of member nations
ii. Laws are non lenient and will be strictly enforced. Violators of laws will
be punished according to the enforcement clause in each law along with proper due process
iii. Before and during the process of being passed, laws shall be referred to as “bills,” and then later referred to as “laws,” if they should get passed.
B. Laws should not contradict the Imperial Law or the Regional Message Board Act.
C. Laws should contain as little democratic standards as possible.
D. Laws should follow the specific format provided in a separate document.
E. Laws should follow a paleoconservative agenda.
F. Laws should not contain any material previously covered in passed laws or failed bills.

Section B: Motions
A. Motions passed in the CPP shall be defined as official movements outlining social rights or restrictions for all member nations of the CPP.
i. Motions shall apply to the citizens of member nations
ii. Motions can be lenient and are not as strictly enforced as laws are.
iii. The content of motions can, but do not have to resemble that of the motions of the Civil Congress (donations, targeted endorsements, censure / honor other nations, etc.)
iv. Motions should follow the specific format provided in a separate document.
v. Motions should follow a paleoconservative agenda.
vi. Motions should not contradict the Imperial Law and the Regional Message Board Act.

Article 4: Due Process

Section A: Due Process of The Passing of Laws
A. For a law to be passed, first, a bill must be proposed.
i. Only the President and Senior Officers may propose a bill.
ii. If a bill should be improperly proposed, it shall be considered null.
B. In order for a bill to be proposed, the representative proposing the bill must follow this process:
i. Write the bill in a neat fashion that abides by the formatting procedures provided in a separate document.
ii. Formally propose the bill to the public either in the CPP discord server or in the RMB of the CCD.
C. Once a bill is properly proposed, the voting process begins.
i. This voting process shall be open for 48 hours. If the voting process is not completed within 48 hours of the bill’s proposal, the bill will not pass and shall be considered a failed bill.
ii. This voting process shall take place within the CPP’s discord in the respective voting channels, or within the CCD’s RMB.
iii. When voting within the RMB, representatives shall quote the proposal post ahead of their vote.
iv. Votes shall be formatted in this style: “I, [Representative], [Position], vote [For/Against] this bill.”
D. The voting process shall consist of two phases:
i. Phase One: The President shall vote to continue due process of the bill
ii. Phase Two: The Senior Officers shall vote on the bill. This shall decide whether the bill be passed or not.
E. The passing of a bill shall be determined by the votes of the Senior Officers during the Second Phase.
i. The final tally must be a majority of 75% or more.
ii. If a tie is to be reached, the President shall break it by introducing a Third Phase where he shall vote a second time, this time to pass or fail the bill.
iii. When the bill is passed with a majority of 75% or more, it shall be considered a law and will now apply to all member nations of the CPP.
F. Both passed and failed bills shall be announced in both the CPP discord and the CCD RMB.
G. Passed laws and failed bills shall be recorded in the document, “Laws of the Confederate Paleoconservative Party.”
H. Though it is not recommended, during any point in this process, the president may veto the bill and stop it from continuing due process.
I. If due process is violated, the suspects shall be ejected from the party, following due process.

i. Only Senior Officers and the Civil Representative to the Party may propose a motion.

ii. The voting process shall be completed through an offsite poll.
D. All member nations shall reserve the right to vote on motions through an offsite poll.
E. The passing of a motion shall be determined by the number of votes collected by an offsite poll after the 72 hour voting period.
i. The final tally must be a majority of 75% or more.
ii. If a tie is to be reached, the President shall break it by voting yes or no.
iii. In the event that there is not a tie, the President shall not reserve the right to vote on motions.
iv. When the motion is passed with a majority of 75% or more, it shall be considered passed motion and will now apply to all member nations of the CPP.
v. In the event that a majority of 75% is not reached, the motion shall be considered a failed motion.
F. Both passed and failed motions shall be announced in both the CPP discord and the CCD RMB.
G. Passed motions and failed motions shall be recorded in the document, “Motions of the Confederate Paleoconservative Party.”
H. During any point in this process, the Senior Officers or the Civil Representative to the Party may veto the motion and stop it from continuing due process.
i. In order for the Senior Officers to veto a motion, their veto must be unanimous.
ii. Though not recommended, the Civil Representative to the Party shall reserve the right to veto any motion.
I. If due process is violated, the suspects shall be ejected from the party, following due process.

Section C: Due Process of The Ejection of Members
A. Ejection from the CPP shall be the default punishment for all violations of this document.
B. Those ejected from the CPP shall not be provided a second opportunity of membership into the CPP and shall be, in all forms, completely disregarded from all CPP events.
C. There shall be four parts to the ejection of a member:
i. Accusation- This shall instate the ejection process. This can only be done by the President or a Senior Officer. An accusation shall be formatted: “I, [Representative], [Position], formally accuse [Suspected Representative] of [Suspect’s nation], of violating [Law that has been broken], and hereby call for the ejection of said member.”
ii. Evidence- The accusation is then followed up by the accuser with sufficient evidence to incriminate the suspect. Sufficient evidence shall be defined as a quote or screenshot clearly depicting the suspect saying or writing (such as in a post or proposed law or motion) things that would break the Constitution.
iii. Trial- The suspect will then have a chance to defend himself. If he can support his claims and cannot be contradicted by the evidence against him, he shall be exonerated.
iv. Sentencing- If the suspect cannot defend himself he shall be ejected from the CPP.
D. The process of ejection shall take place either on the CPP discord in its respective channels or on the CCD RMB.

Section D: Due Process of The Appointment of the President
A. The President of the CPP shall be appointed by the Viceroy, once every six months.
B. The President shall be chosen by the VIceroy from a pool of up to five members.
i. This pool will be chosen by the current President.
ii. The current President is one of the five members in this pool.
iii. Any member, including officers, may be chosen for this pool.
iv. This pool may be chosen up to three weeks before the date of appointment so the members of the pool can campaign.
C. The Viceroy shall appoint any one member of the pool he sees most fit to be the President.
i. The members of the pool may do anything they choose to please the Viceroy, such as campaigning and debating, so long as it is not prohibited by this document, any laws, motions, the Imperial Law, or the Regional Message Board Act.

Section E: Due Process of The Appointment of Senior Officers
A. Shortly after his appointment, the President shall appoint four members to be Senior officers.
B. Senior Officers shall serve until the next president is elected.

Section F: Due Process of The Modification of This Document
A. Amendments to this document shall be made through motions.
i. Only the President and Senior Officers may call these motions.
ii. Amendments may pertain to the spelling, grammar, clauses, or extra clauses that may need to be added to this document.
B. These motions shall use the following format, “I, [Representative], [Position], wish to amend [Law in the Constitution, or path of new law]. [Amendment].”

Article 5: Termination

Section A: Termination
A. The entity of the Confederate Paleoconservative Party shall be terminated under one or all of the following circumstances:
i. The Viceroy liquifies it, for whatever reason.
ii. The Matrix turns out to be real.

Article 6: Miscellaneous

Section A: Violation of this Document
A. All violators of any part of this document will be subject to ejection following due process.

It brings me great sadness to report that Mr. Choban has suffered a serious stroke after returning to his residence tonight. Medical professionals in Karakorum have determined that the stress of his work, combining with his old age resulted in his sudden breakdown and subsequent stroke. Upon hearing about the resignation of the Chairman, and his subsequent stroke, I was extremely saddened. To know that the actions of the party caused this is not a pleasant feeling. However we must move on. The Justice Party has offered Chairman Choban a seat on its governing council, due to his experience in regional politics. Although we do not condone his self-deprecating actions in the past day, and his actions as chairman over the past few months ,we still respect him.

I’d also like to inform you all that the Justice Party is still open to applications for new members. After our success with getting this impeachment done, we feel like more members of the Confederation have seen the power of the party.

Finally, the impeachment letter could not be completed without the help of The North American Powers and their congressional representative Joseph Campbell. And seeing as how his involvement was essential, our two parties have agreed to a legislative alliance in the Congress. We will be pushing a bi-partisan legislative agenda, and working with our sister party for the good of the Region!

Political Parties?

With the discredit and the resignation of the former Chairman of the Civil Congress, it has come into full attention that Political Parties have risen within the region. Being a strong believer of Unification, I believe that these Political Parties are only going to divide, and tear our glorious region apart.

When I first joined the Confederation of Corrupt Dictators, everybody was united as one. Everyone had one goal: to become a Dictatorship. Over the months we grew exponentially, and different ideologies rose with it. These Political Parties are a direct result of these ideologies.

I understand that these Political Parties still run under direct supervision of our glorious leader Jocospor, and that they don't go against him, but that's only now. Who is to say that later a new Party will rise, and hidden within it, the ideology of going against our glorious leader? We're a nation of 800+, but that doesn't mean they can't try. Granted you need it approved, but secrets are a thing.

Political Parties within the Region, in my opinion, are a high risk bad idea. If one nation does not agree with another, it may spark something. It will further divide this wonderful region. I have spent days lurking the RMB posts, and have seen such a divide. The Justice Party and the Confederate Paleocon Party may have the seam goal, which succeeded, but that doesn't mean that will always be the case.

Division is imminent with the formation of Political Parties. I will belong to no Party, and I urge others to heed what I am saying. I will discredit those within Political Parties, but I will not despise them. I will continue to advocate Unification without disruption.

Creation of the Civil Congress Representative register

The official register listing representatives from nations in the Civil Congress has been created.

Having a Civil Congress representative is required for a nation to have a vaild vote in Civil Congress motions. Because of the possibility of representative applications becoming cluttered among other posts in the RMB, it's preferrable if you instead send the application via telegram to the Overseer's Office atShronok.

Register of Confederation Civil Congress Representatives

To register your representative to the Civil Congress, make sure your nation is a member of the World Assembly and send a telegram to the Office of the Overseer at Shronok stating the name of the person you choose to represent your nation in the Civil Congress. A representative is required for a nation's vote in a Civil Congress motion to be valid.

On the resignation of Udutai Choban and what happens next

The Overseer has accepted the resignation of Udutai Choban from his position as Chairman of the Civil Congress. Because of these circumstances, the Overseer's Office will start the process of setting up the next election for Chairperson of the Civil Congress. Beginning today, the Overseer's Office will be accepting nominations from nations wishing to put forward a canidate to lead the Civil Congress. Nominations should be sent via telegram to the Overseer's Office in Shronok with the name of the person they are putting forward for the position as well as any other relevant information they feel would be helpful. If the canidate is representing a political party, make sure to include that in the telegram. Nominations will only be accepted if the nation putting forward the canidate has a representative to the Civil Congress. If interested, make sure to have your nomination sent to the Overseer by the end of this month.

The election to determine the next leader of the Civil Congress will begin on June 3rd.

When I first joined the Confederation of Corrupt Dictators, everybody was united as one. Everyone had one goal: to become a Dictatorship. Over the months we grew exponentially, and different ideologies rose with it. These Political Parties are a direct result of these ideologies.

I understand that these Political Parties still run under direct supervision of our glorious leader Jocospor, and that they don't go against him, but that's only now. Who is to say that later a new Party will rise, and hidden within it, the ideology of going against our glorious leader? We're a nation of 800+, but that doesn't mean they can't try. Granted you need it approved, but secrets are a thing.

Political Parties within the Region, in my opinion, are a high risk bad idea. If one nation does not agree with another, it may spark something. It will further divide this wonderful region. I have spent days lurking the RMB posts, and have seen such a divide. The Justice Party and the Confederate Paleocon Party may have the seam goal, which succeeded, but that doesn't mean that will always be the case.

Division is imminent with the formation of Political Parties. I will belong to no Party, and I urge others to heed what I am saying. I will discredit those within Political Parties, but I will not despise them. I will continue to advocate Unification without disruption.

You're welcome to your opinions of course, but I see them as backwards and divisive themselves. Not only are you banning nations from service in a regional office, but you're also spreading anti-party rhetoric. In your attempts to "warn" us of the potentially divisive nature of our parties, you seem to be attempting to rile up opposition against the parties. In other words, being divisive. If you have any questions about our loyalty, then I suggest you keep it to yourself, as we don't respond to you.

If the Emperor was of the opinion we were disloyal, then he would treat as an act of insurgency per article 18 of the attached document. If you are questioning the decisions of the Emperor, Viceroy, or Supreme Council as relates to political parties, then I suggest you take it up with them. Although I'd advise against this as questioning the powers that be can have rather... nasty consequences.




This is a public syllabus of the Law of the Confederation of Corrupt Dictators.

Historically, legislation, known as Confederation Law, was formulated democratically by the Confederation High Council as each nation of the region was able to vote. A revision to this system allowed only seven selected nations to sit on the Council. These were democratically elected. Following the Occupation (and then Liberation) of the Confederation, the Confederation High Council was dissolved, deemed "...ineffective at protecting the Confederation." It was replaced by the Multinational Advisory Committee, which acted similarly to the High Council but in a more absolute, efficient way. Only members of the MAC were able to cast a vote on pending legislation. The MAC, however, encountered issues when tensions between nations in the Confederation boiled over, throwing the region into the Jocospo-Feroxian War. It was disbanded and replaced by the Supreme Council. With this action, Confederation Law was gradually rewritten over a series of months and, following the political turmoil of late 2016, became Imperial Law under Emperor Emanoel II.

The events prior to and during the Second Jocospite Civil War in 2019 culminated in significant reforms made to Imperial Law under Emperor Leopold I. These predominantly concerned the Confederation's government structure.


IMPERIAL LAW
IMPLEMENTED 11th JANUARY 2017


PREAMBLE

First and foremost, it is acknowledged by the Doctrine of the Rights of Formation that the Confederation of Corrupt Dictators is a vassal possession of the Emperor of Jocospor and, consequently, the Imperial Empire of Jocospor. This is not dependent on any governing body such as the particular incumbent Emperor or the Imperial Cabinet. This may be revoked only by the Imperial Empire.

Secondly, the Doctrine of the Rights of Formation commands that the Confederation will be governed by a separate administrative body to the Emperor and the Imperial Cabinet. This body is to answer to the Emperor and the Imperial Cabinet and may take any form desired by the Imperial Empire. The chair of this body is to always be headed by a Jocospite citizen, appointed by the Imperial Cabinet with approval from the Emperor. The chair of this body is free to remove or appoint his/her undersecretaries as he/she wishes. The Imperial Cabinet reserves the right to, if authorized by the Empire, remove the chair of this body from office, along with his/her undersecretaries. The headquarters for this body are to be based in the Imperial Capital, Vocryae. This body is to regulate the Confederation with laws that are not limited to those of the Imperial Empire. This body is to command both supreme legislative and executive power. This body is to control all divisions of the Confederation, including its military, economic and societal branches. The judgement of this body is considered divine and the will of the Emperor and the Imperial Cabinet.


LEGISLATURE

This body decrees the following:

  1. This body shall be known as the Supreme Council, chaired by the Viceroy of the Confederation, and this body's headquarters shall be based within the political complex known as Confedereichstag II; this body and all its undersecretaries shall hold life tenure unless removed by the appropriate powers; this body defines those appropriate powers as: i) for Supreme Councillors, the Imperial Cabinet of the Imperial Empire of Jocospor; ii) for undersecretaries, said undersecretaries' Supreme Councillor or the Viceroy of the Confederation;

  2. This body demands that all nations of the Confederation swear loyalty to the Emperor of Jocospor, the Imperial Cabinet, this body (being the Supreme Council), the Confederation government and the Confederation itself; this body deems criminal the following behaviours:

    1. Actions considered to be treasonous against the aforementioned authorities;

    2. Seditious manipulation of the Confederation's peoples;

    3. Gratuitous disturbances of the Confederation's peaceable society;

    4. Collusion with outside nations, regions or organisations at the expense of the Confederation, including but not limited to the unauthorised sharing of region intelligence or the deceptive infiltration of the Confederation;

  3. This body shall command the Confederation's military; this body establishes the War Ministry, headed by the Minister for War, to administrate the Confederation's military; this body permits the Minister for War a seat on the Supreme Council; this body decrees that the Confederation's armed forces shall be collectively addressed as the Confederation Defense Force; this body separates this collective into three branches: the Confederation Imperial Army, the Confederation Navy, and the Confederation Air and Space Force;

    1. This body shall command the Confederation's secret service and its police force; this body establishes the Bureau of Security and this body places the aforementioned bureau under the control of the War Ministry; this body authorises for this bureau the use of non-conventional tactics of espionage, not excluding assassination;

    2. This body, owing to the civil unrest of late 2018, establishes the Confederation Peace Force and this body places the aforementioned force under the control of the War Ministry, specifically the Confederation Imperial Army; this body charges this force with upholding inter-regional piece between Confederation nations as well as stabilising nations suffering from civil conflict;

    3. This body shall command the Confederation's inter-regional raiding force; this body establishes Chrome Company and this body places the aforementioned company under the control of the War Ministry; this body directly associates this company with Lex Magnus Corpus (see 6.a);

    4. This body enacts the Air Force Reform Act 2019;

    5. This body enacts the Navy Reform Act 2019

  4. This body shall command the Confederation's economy; this body establishes the Imperial Treasury, headed by the Director of the Exchequer, to administrate the Confederation's economy; this body permits the Director of the Exchequer a seat on the Supreme Council; this body separates the Confederation's economy into two branches: the Ministry for the Collection and Regulation of Trade and Taxation and the Department of Raw and Manufactured Production;

    1. This body enacts the Central Tax Fund 2018;

    2. This body enacts the Imperial Treasury Tax Code 2019, rendering the Central Tax Fund 2018 obsolete;

  5. This body shall command the Confederation's courts; this body establishes the Supreme Judiciary, headed by the Chancellor, to administrate the Confederation's courts; this body permits the Chancellor a seat on the Supreme Council; this body rules that the Supreme Judiciary shall enforce the legal proceedings of the Confederation at the discretion of the Chancellor and this body declares the actions of the Supreme Judiciary independent from legal proceedings of the Imperial Empire; this body further defines the Confederation's legal proceedings as Inquisitional Hearings that take place within the public forum; this body appoints two Associate Justices to assist the Chancellor in providing evidence against accused nations during Inquisitional Hearings; this body instates that all actions by the Chancellor must be first approved by the Viceroy of the Confederation; this body legalizes capital punishment;

    1. This body establishes the colony Vangmar, provincially administrated by the Proconsul of Vangmar, to act as a place of exile for those nations banished indefinitely from the Confederation by the Supreme Judiciary; this body does not permit the Proconsul a seat on the Supreme Council; this body places the aforementioned colony and its governance under the control of the Supreme Judiciary, though permits the Proconsul to act as he will until corrected; this body commands that condemned nations will continue to observe Imperial Law;

    2. This body declares that, if an incident (harmless, threatening or otherwise) were to befall the Viceroy of the Confederation and consequently render him/her unable to hold office, the Chancellor of the Supreme Judiciary, being the Confederation's highest-ranking law officer, would be appointed Acting-Viceroy of the Confederation to ensure regional governance and order; this body relieves the Acting-Viceroy of his/her duties only when the Imperial Empire has appointed another Viceroy of the Confederation;

    3. This body establishes the Imperial Delegates' League; this body defines the league as an avenue for World Assembly representatives of Confederation nations to draft resolutions and engage in constructive debate; this body regulates the administration of the league to the Chancellor's Office;

  6. This body shall command the Confederation's people; this body establishes the Social Assembly, headed by the Overseer of the People, to administrate the Confederation's people; this body permits the Overseer of the People a seat on the Supreme Council; this body separates the people of the Confederation's needs into two branches: the Department of Societal Advancement and the Department of Political Communications;

    1. This body purchases the former-independent media publication Confederation Coverage; this body declares that Confederation Coverage shall from now on be a state-operated media publication, published quarterly, delivering the news of the Confederation to those of the region and those of afar; this body delegates the upkeep of Confederation Coverage to the Overseer of the People;

    2. This body implements the Civil Congress, detailed extensively in the Civil Congress Act 2019;

      1. This body, with advised caution, permits the establishment of political parties within the confines of the Civil Congress; this body will not consider any such organisations valid unless they are registered with the Office of the Overseer; this body declares that it will not be challenged by any such party, society or faction and will approach belligerent organisations with hostility; this body reserves the right to disband various or all parties as it sees fit;

  7. This body shall have powers over the Confederation's international dealings; this body establishes the Foreign Office, headed by the Secretary of State, to oversee the Confederation's international dealings; this body permits the Secretary of State a seat on the Supreme Council; this body authorises the Foreign Office to speak on behalf of the Imperial Empire on matters including but not exclusively limited to trade and international security; this body instructs the Foreign Office to seek embassies with other like-minded regions; this body instructs the Foreign Office to at all times represent and preach the values of the Confederation throughout the world;

    1. This body implements the Foreign Policy Act 2019 and establishes the according authorities;

    2. This body realises that the Confederation' has become known to many of the world; this body hereby establishes Lex Magnus Corpus; this body defines the corpus as an inter-regional organisation that represents the Confederation's interests far and wide; this body thus refers the reader to the official ratifying document for the corpus: Lex Magnus Corpus (The International Syndicate Against Degeneracy);

    3. This body permits the Foreign Office to vassalise other regions in the name of the Confederation; this body declares that all vassalised regions shall swear fealty to the Confederation; this body further declares that all vassalised regions shall act independently from the Confederation unless directed; this body grants the primary leader of all vassalised regions the title Proconsul of/of the <vassalised region>; this body refers the reader to the official ledger documenting all ratified puppet regions of the Confederation: International Possessions of the Confederation;

  8. This body mandates that all appointed Confederation leaders, following their induction, swear the Imperial Oath on the Regional Message Board:

      Forthwith, and for all my natural life henceforth, I swear I shall serve Jocospor and her Confederation of Corrupt Dictators to the greatest extent of my faculties. I shall lead with distinction, with fortitude and with integrity. Always, I will obey the authorities that command me. Always, I will strictly adhere to Imperial Law. Always, I will strive to advance the Imperial Empire, the Confederation, Lex Magnus Corpus, and the principles of dictatorial government. Should I fail in these endeavours, or act seditiously, ignorantly or slothfully, I declare my regional titles forfeit and myself susceptible to just punishment. So help me. Hail the Confederation!

  9. This body encourages all Confederation nations to be in support of right-wing ideologies;

  10. This body outlaws the principles and practices of democracy; this body forbids the holding of elections throughout the Confederation unless instigated by the Supreme Council;

  11. This body declares that no Confederation nation shall fly the Australian Aboriginal flag; this body permits nations to fly the Confederation of Corrupt Dictators flag if they remain apathetic on the subject;

  12. This body demands that all Confederation nations maintain a standing military force; this body refutes the concept of a disarmed nation;

  13. TARGET MET 11th January 2019 This body implements the Requisition of Human Labor; this body demands that all Confederation nations donate 0.0025% of their populations per month to the Imperial War Ministry for the next two years; this body exempts the Imperial Empire of this tax; this body further exempts nations who hold seats on the Supreme Council from this tax;

  14. This body decrees that "Hail the Confederation!" shall be used as the Confederation's motto; this body insists that all Confederation-wide communications are concluded with this motto;

  15. This body declares that For Emperor Forever (https://www.youtube.com/watch?v=R60f-HY45D4) by Ritter von Walsek shall become the official anthem of the Confederation; this body demands that this anthem be performed before state-sanctioned broadcasts and during official services;

  16. This body does not recognise the World Assembly as a governing body; this body declares independence from the World Assembly; this body does not permit the Confederation's Delegate to the World Assembly a chair on the Supreme Council;

  17. This body reserves the right to award state honours;

    1. This body establishes the title Hero of the Confederation; this body reserves the right to award this title to any Confederation citizen who deserves commendation for exemplary regional efforts; this body recognises this title as the most prestigious awarded by the Confederation; this body grants the recipient of such a title a monetary pension to be determined conditionally by the Imperial Cabinet; this body establishes the subcategories First Class (HCF) and Second Class (HCS) for this title; this body commands that First Class Heroes of the Confederation shall dine with the Emperor once yearly on a date established by the Imperial Palace;

    2. This body furthermore establishes the title Imperial Loyalist (HCIL); this body reserves the right to award this title to any nation whose broad actions are deserving of commendation;

    3. This body furthermore establishes the Order of the Severed Hand; this body reserves the right to award knighthood to any Confederation leader who weathers the annual Z-Day in a commendable fashion; this body clarifies that only one tier exists for the Order, that being Knight of the Order of the Severed Hand (KOSH); this body commands that Knights of the Order of the Severed Hand shall dine with the Emperor once yearly on a date established by the Imperial Palace; this body permits recipients of the Order to preface their names with the honourary titles Sir and Dame;

  18. This body declares the Confederation's Regional Message Board a sanctuary of political and intellectual discussion; this body grants any nations who hold a seat on the Supreme Council the right to censor comments of nonsensical, proactive or aggressive natures; this body details this agenda in the Regional Message Board Act 2017 Regional Message Board Act 2019; this body orders that all nations like Regional Message Board announcements issued by any division of the Imperial Empire;

  19. This body does not permit regional cartographers to embark upon mapping the entire Confederation; this body does however allow for regional cartographers to map clusters of nations, should those nations be easily drawn; this body outlaws the concept of a regional map;

  20. This body warns that a breach, however minute, in the above legislation will be viewed as an act of insurgency against the Confederation of Corrupt Dictators and will be punished via the appropriate legal proceedings; and

  21. This body reserves the right to amend the above legislation at any given time.

If you are mentioned as an ally in my factbook, or if you wish to be, please consider joining the Unity Party, a newly created Political Party that will also work to improve inter-Confederate relations, and coordinate better rp.

Several Days ago, a promise was made by the Maxlandian government that we would NOT participate in political parties, to maintain a stance of neutrality, but circumstances have changed, and in a increasingly divided CCD, it is time for Maxland to jump into inter CCD-politics. Therefore, I would also like to announce our plans to run in the Civil Congress of the Confederation. I have not read the requirements for doing so, but intend to do so in the near future.
