Remember, the Philippines is a member of the IPDEC, and thus the shared joint IPDEC trust of the South China Sea that claims sovereignty to the entire sea but de facto only controls the Spratly Islands and surrounding waters.
China claims sovereignty over the entire sea as well, but only maintains control over the Paracel Islands and surrounding waters.

That wouldn't be practical for China, and likely not for most other countries, as politically it would be too divided/dysfunctional. The IPD&EC arguably is about the closest you can get to an EU/NATO mix-up in the region.
China and Japan can work on bilateral cooperation though!

The Indo-Pacific Defense and Economic Collectives: The Indo-Pacific Defense Collective (IPDC) consists of Bangladesh, Burma, Cambodia, Indonesia, Malaya, the Philippines, Thailand and formerly Vietnam. Its purpose is to promote interdependence within the Southeast and South Asia regions (the Indo-Pacific), along the lines of cooperation militarily, protecting sovereignty, and promoting rule-of-law diplomacy. The Indo-Pacific Economic Collective (IPEC), consists of the same members plus Vietnam and Laos, and it strives for economic and trade cooperation. It is essentially ASEAN (which doesn't exit in this timeline). It also protects the region from un-fair investment schemes, etc.
Both the collectives operate under the Indo-Pacific Political Council, a policy-coordinating council represented by delegates from each member nation in addition to invited observers (Australia, India, Taiwan, Nepal), and headed by the Secretary-General. In addition, the council operates several other initiatives, such as the Laos Administration Authority (temporary governing force in Laos), and other matters. This factbook highlights the collectives better, though I am nowhere near finished with it:

What We Are The Indo-Pacific Defense and Economic Collectives, abbreviated as the IPD&EC and founded in 2014 are a grouping of two international collectives in the Indo-Pacific region. Our mission is interdependence, prosperity, and stability through our partnerships in the region. Combined, our two collectives fiercely promote economic coordination, trade coordination, defense coordination, and formal diplomatic coordination. Our member countries include Bangladesh, Burma, Cambodia, India, Indonesia, Laos, Malaysia, the Philippines, Thailand, and Vietnam. How We Operate The defense collective, commonly abbreviated to the IPDC, and the economic collective, commonly abbreviated to IPEC both operate under the Indo-Pacific Political Council. The council contains a delegation from every member country, and a non-voting delegation from invited and attending observers of both the IPDC and IPEC; Australia and Nepal, among others. Voting delegations within the council vote on proposed policies submitted by any delegation, and as such, the council is the primary policy coordinating organ of the collectives. The council is led by a Secretary General elected by the council every year, which acts as a formal diplomatic ambassador, chief advisor, and leader within both collectives. The Sec-Gen and their combined staff and office are the highest level leaders within the IPD&EC. Around the region, IPEC, the economic collective, works with member countries to promote trade, investment and cultural links, facilitating free trade between its members, economic & trade policy, foreign investment, joint-IPEC investment, unified customs, IPEC Visas, cultural exchange programs, disaster relief, smuggling prevention, and unified sanctions, among many other activities. In addition to the important activities facilitated by IPEC, the IPDC also maintains several tasks with its members including a common defense policy, a guided defense policy, joint operations & exercises, prevention of terror, promotion of democracy & human rights, the pressuring & dismantling of rouge regimes, and the unified response to regional crises with diplomacy and military action. A History of Success The IPD&EC has proved its successes around the region multiple times, lifting the economies of Indochina and the broader region, creating and expanding cultural links between its members, promoting tourism around the region, brokering peace and facilitating disaster relief between Cambodia, Vietnam, and Laos, establishing and protecting human rights and democracy within Cambodia & Laos, establishing a peaceful compromise in North Borneo and the South China Sea, and preventing the buildup of foreign military bases on the territory of its' member countries. Though challenged at times, the IPD&EC has always prevailed, and will continue to do so in the future. Current Missions, Operations, and Programs The IPD&EC maintains a vast array of programs, operations, and missions across the region in an effort to promote peace, cooperation, prosperity, human rights, and democracy. Freedom of Navigation in the Region (FON) - The FON is a IPDC project in the South China Sea that actively works to secure safe passage-way for all ships travelling from East Asia through the Bay of Bengal. This massive program ensures that trade between East Asia and the Pacific will always continue through the rest of the world. The FON Headquarters in Bangkok sees several operations handle piracy every month. The FONs are often related to the Pai Doctrine Securement Shield operations in joint-exercises. The Pai Doctrine Securement Shield (PDSS) - The PDSS aimed at securing Southeast Asia through an early warning system monitoring the Bay of Bengal, the Torres Straits, the South China Sea, and the Pacific Ocean. This four-front program maintains IPDC bases across the Southeast Asia-region, including in Vietnam, the Philippines, Thailand, Nusantara, and Burma. The IPDC utilizes major bases in these four regions to create the Joint-Base Command, headquartered in Singapore. The PDSS also relies on a missile defense shield, which will be expanded regionally by 2030. The Laos Administration Authority of the Indo-Pacific Political Council (LAA) - The LAA is a temporary administrating force in Laos, established after the 2021 Vietnamese invasion of Laos, and is headquartered in Luang Prabang. It consists of the Office of the Administrator, an executive position selected by the Secretary-General of the Indo-Pacific Political Council and confirmed by the council, in addition to the Laos Transitional Legislature, a legislating body that consists of 30 members appointed by the LAA Administrator, on advice from the Indo-Pacific Political Council and other regional groups in Northern Laos. The LAA supervises a vast range of programs in Laos; Establishing stability, assisting in recovery from the Laos Humanitarian Disaster, defending Laos's sovereignty, revising a constitution, and facilitating a return to democracy and adequate human rights. The Laos Relief & Assistance Program (LRAP) - The LRAP is a program that operates in Laos, supervised by the Laos Administration Authority of the Indo-Pacific Political Council, and funded directly in staged contributions from IPEC members and observers. The Laos Relief & Assistance Program is the primary direct source of relief and assistance in Laos, comprising of billions in direct aid, humanitarian aid, and defense aid. Due to this fact, the LRAP is the single largest directing force of monetary and fiscal policy in Laos. |
