Background
The East Africarms M1988 AMPV is an armored personnel carrier designed by Swiss motor car production company, MOWAG, and produced by East African defense corporation East Africarms. The original MOWAG Shark design, developed in 1981, was produced but never sold beyond models produced for field tests until 1988, when East Africarms purchased the design along with the MOWAG Puma to produce for service with the East African Defense Forces. The original MOWAG Shark design was simplified for easier production within the East African Federation, and different variants have been produced to fill certain roles within the East African Defense Forces.
The M1988 AMPV has four primary variants- the basic M1988 AMPV, the modernized M1988 AMPV-M, the anti-air capable M1988 AMPV-SAML, and the light tank destroyer M1988 AMPV-ATHE. The standard AMPV model and the AMPV-M are the most widely produced variants to this day, with the standard AMPV model expected to serve with the East African Defense Forces until 2030.

The East African Ground Forces was formed from the basis of the Imperial Ethiopian Army. Following the foundation of the East African Federation, the Imperial Ethiopian Army and the Somali Arab Army were merged into a single standing army as part of the East African Defense Forces. Originally, these units were based on linguistic demographics rather than ethnic or regional demographics, with Somali and Arabic-speaking divisions being formed and stationed in Somali and Arabic-speaking areas of the Federation, Tigray-speaking divisions being formed and stationed in parts of Tigray, etc. However, as the role and size of the Defense Forces grew, restrictions on inter-linguistic divisions lessened until 1977 when they were completely done away with.
Less than a year after its establishment, the East African Ground Forces were deployed against Tigrayan militias in the 1963 Tigray Insurgency. In order to ensure mission stability and eliminate the threat of Tigray soldiers refusing to fight the Tigray militias, divisions comprised of Somali soldiers were deployed into Tigray and managed to quell the revolt within two years of small-scale skirmishes in the countryside.
During the Retribution, the East African Ground Forces were deployed throughout various Ethiopic and Littoral states and imposed a five year long martial law within the states of Tigray, the Red Sea, Bab El-Mandeb, Amhara, Oromia, Somalia, and Benishangul-Gumaz. Still equipped with mostly outdated Colonial-Era equipment, the Ground Forces were forced to act as an occupational force in some capacities and as a counter-insurgency force in others.
Following the Retribution, First Citizen Berhanu Berhe pursued a policy of “Armed Peacemaking”, which oversaw the use of the EAGF as a peacemaking and redevelopment force within the country. Ultimately, the EAGF would, in conjunction with the East African Air Forces, overthrow Berhe during the Hagenia Revolution of March 1985. Under the command of Supreme Commander Michael Andom, the Ground Forces besieged the East African Capitol Complex and eventually liberated it, replacing Berhanu Berhe with Interior Minister Tesfaye Dinka Yadessa and ushering in the Duumvirate.

Besides Murmansk which sits on the Kola Peninsula and is the largest City within the Arctic Region (including foreign cities), Norilsk and Vorkuta and 2nd & 3rd respectively. Both are vital infrastructure links to the multitude of gas and Petroleum operations in the area, and serve as further links for the coal mining operations in the area. Both have greater Populations than under the Soviet Regime due to the increased energy investment in the region along with the overall maintenance of high birth rates since the reformation of the USSR. Currently in 2009 Vorkuta has a population of 117,000 permanent Residents and Norilsk has a Population of 230,000. With temporary Residents included, both figures rise by around 20%. Under both the Petrov and Putin Administrations, living within Vorkuta and Norilsk has meant reduced taxation and slightly increased financial assistance from the Federal Government. Rather than paying the basic 20% flat tax, Citizens living within the arctic pay only 12%, however it is important to note that this only applies to Citizens who reside within the arctic for 300 days per year in order to prevent rich individuals from taking advantage of it.
Beneficial for both has been the decision in 2002 to retain both the Vorkuta and Norilsk Military Airfields, which along with it maintained the large military bases nearby. These Bases possess a combined 8,000 personnel who often visit the Cities in their off hours for leisure and shopping. Tragedy beset thousands in 2008 when the Norilsk river flooded hundreds of houses along with the Valek Aeroport (Helicopter and Light Aircraft Base). It was determined as a result that Soviet era efforts to support the bank of the River had eroded beyond their former useful function and that these would need to be replaced. The situation was stated to be especially desperate as the sole Bridge leading to the large Town of Talnakh (~70,000 Population) on the other side had been cut off for three weeks during the flooding.
The Putin Administration, both to alleviate the danger to the Population on the Banks of the Norilsk River as well as to increase the attractiveness of Norilsk and Vorkuta, have announced a short term 2 Billion spending package to rejuvenate the area along with some long term spending. The Funds shall be spent over a four year period (500 million per year) to accomplish the following goals :
- Construct higher Concrete borders on the Banks of the Norilsk River on approximately 20 km of shoreline to prevent further flooding.
- Allocate 24 Million USD to the approximately 3,000 Individuals who had their homes flooded as a result of the 2008 flooding.
- Repairing damages to the Valek Aeroport, and reversing erosion to its runway.
- Repair of both the Vorkuta & Norilsk Airports
- Renovation of Schools within both Cities
Long Term Objects of spending which are not included within the short term spending package are as follows :
- Renovation and Repair of Roads within both Cities
- Renovation and Repair of Housing within both Cities
- Priority Replacement of Khrushchyovka-class Housing (reportedly 167 Buildings remaining)

Mention of the Khrushchyovkas were in fact not expected by many when Putin announced the Project. Under the Petrov Regime it was stated that all Khrushchyovkas would be replaced nation-wide by 2005. Government Studies indicate however that while all Khrushchyovkas had been demolished west of the Ural mountains, only 79% of Khrushchyovkas had been demolished East of the Urals. When questioned about why the Project had taken so long, Putin responded that unexpected issues were faced when demolishing and replacing the Buildings in more rural areas of the Federation. Many localities in Siberia lack Rail links due to their small size, and this meant that Trucks needed to be utilised. The problem with this naturally being that Trucks can carry demonstrably less and over a longer period of time. He did pledge that the promise to remove all Khrushchyovkas would be completed by 2013 at the latest, and this would be realistically achievable due to the small number of Buildings remaining.
Frontiersmen did not come into play and were not promised any additional spending, however when asked why Putin responded that they were continuing to serve their duty quite admirably. He mentioned that they had in fact reduced both natural and man-made wildfires by almost 71% since the Siberian Frontiersmen were implemented, and assisted in reducing illegal poaching by around 84% in the same period. These figures refuted the claims by many groups that Frontiersmen were an un-needed drain on the Economy, and did not achieve enough to justify their existence.
