Following the severe unrest in Uruguay, President Fernando Cardoso in an emergency defence meeting was presented with several options by the Chief of the Joint General Staff, the professional head of the Brazilian Armed Forces. The option he selected was Operação: Espada Embainhada (Operation: Sheathed Sword). In the president's own words: "the situation in Uruguay is essentially an internal Platinian issue, however caution must be taken to ensure that no bloodshed spills across our southern border, and also be ready and willing to assist our neighbours should they require our aid."

Air/Land Forces:

The two AMX-equipped fighter squadrons based out of Santa Maria Airbase - being the obvious choice for air cover are ordered to their highest alert condition. In the hours after the order was initially given, ground crews rushed about the field, fuelling the 32 A-1 AMXs and hurriedly loading them with drop tanks, 500lb free-fall bombs, MAA-1 Piranha air-to-air missiles and feed hundreds of 30mm shells into the ammunition trays for their DEFA Cannons. At any one time a flight of armed 4 A-1 AMXs sits at the scramble apron, able to simply turn onto the runway, scramble and head south within 5 minutes. Additionally 12 AT-27 Tucano Light Attack Aircraft were flown in from Lagoa Santa further north. These would act not only as Close Air Support for ground forces, but also as airborne Forward Air Control aircraft to effectively direct the AMXs onto targets should it be required. The final reinforcements were 16 of the new sleek French-Built HM-1 Pantera (AS565 Panther) transport helicopters. These were kept at the far end of the base to allow ground forces to conduct air-mobile operations, in addition to providing CASEVAC and logistical support.

In terms of Ground Forces, the leading element consists of 12 2-man Forward Air Control Teams from the Brazilian Army Special Forces, these are dropped off by a flight of Panteras at various points along the border, the idea being to attach them to border guard stations, allowing them to hold off a minor attack with support from the Air Force assets out of Santa Maria. The bulk of the Ground Forces are drawn from the 5th Cavalry Brigade and 14th Motorised Infantry Brigade. The 14th Brigade musters from its barracks and its constituent units mount their vehicles and head South to reinforce the Eastern side of the border. Meanwhile the 5th Armoured Brigade loads its imposing M60A3 Patton Main Battle Tanks and M113 Armoured Personnel Carriers (provided Paramountica lets me use them) onto their tank-transporters for their journey south to the border. Their responsibility would be the open country along the West side of the border.

The government of La Plata warns the Brazilian government to stay on their side of the border, as their action could be dangerous for Uruguayans and also Platinian forces deployed or to be deployed.

This is an operation handled only by La Plata and a foreign intervention will be seen as a threat to the nation and consequent actions will be taken
