Arnold would wake up early in the morning around 6:00am, he’d kiss Lucienne passionately before getting ready for work. Once he was freshened up and in a suit he would give her information she would need to relay to Felix. Lucienne was to wake Felix up at 8:00am, he was to shower, brush his teeth and get dressed casually for his first day at school. Arnold informed her that a taxi would pick him up at 8:50am and he would be driven to his new school, the Golden Eagle Private High School, also known as Golden High. She was to tell Felix he needed to bring a pen and notebook, as well as give him lunch money. With that, Arnold kissed her on the forehead and left for the Citroen main office in Hanoi.

| Prince Alwaleed bin Talal’s 531 ft superyacht sits in the blue green waters of the French Azure Coast. The boat was simply unbelievable, a palace able to navigate the 7 seas. Every luxury imaginable was present, and so much gold detailing and plating that Alwaleed himself sometimes feared the boat would sink from the sheer weight of the dense gold. The yacht was the greatest example of Saudi decadence and indulgement.

Within his private quarters, Prince Alwaleed lays in a massive rotating bed and surrounded by his many wives. Attached to the rotating bed, a massive Japanese plasma screen television moves along with the bed. Alwaleed absentmindedly changes between channels, switching between football matches and Islamic satellite television.

His Motorola wireless bedside phone starts ringing, and Alwaleed quickly answers it.

On the other line, Osama bin Laden sits in his bed in Riyadh with his many wives. He flips throw the channels absentmindedly, in the same manner. |

Infrastructure Development
In order to better modernize the nation the National Government has ordered that the 300 million dollar loan given to by the French Government Arcanda will be spent on a pathed road development project, that will connect all major cities with better and proper road conditions, that will make travel easier and more accessible, as well as more appealing to investors. 250 million of the loan will go to road infrastructure. The remaining 50 million will go to modernization of the city of Mahajang. As the Madagascan Government is drawing up plans for creating a proper Dockyard, shipping center, and navel base. And invited foreign investors whom are interested in setting up business and trade centers in the city.

    Jean-Pierre Chevènement, the leftist firebrand whose Citizens' Movement party reaped nearly as meany seats as the Socialist Party during Jacques Chirac's anticipated legislative election last month, was quick to make waves. As Minister of the Economy, Industrial Protection and New Technology - a title he designed himself - he has launched a wide-ranging intiative to create a "French hub for high-tech businesses". Jean-Pierre Chevènement is the kind of unique politician that rarely comes more than once in a lifetime: Credited with strong knowledge of industrial affairs and new technology, he is a seasoned politician who worked in many past Socialist cabinets, and who headed for several years the Committee for High-Technology Research and Commercial Applications (COTER), created in 1988. Right before being elected, he led a delegation of French businessmen on a visit to the South American Federation's booming Rio de Silico technology hub. Now, he is keen to replicate the success of the Rio de Silico in France.

    He went into the details of his initiative during a press conference:

      "It is one thing to look with envy at the rising fortunes of the Paramerican Silicon Valley. After all, France doesn't have as much money as the United States. It is one thing to look at the Giants of Asia and say that we do not share the same mentality. But look at the Cone Federation: They have no traditional high-technology sector. Their history was chaotic. And yet, in not even a heartbeat, they created a flourishing tech sector, the only one on the South American continent. We should truly look up to them. What they have done was possible thanks to strong government intervention and voluntaristic policies. As Minister of the Economy, this is just what I intend to do. By the end of this legislature, I want France to be a serious contender in the information technology sector, because it will turn out to be among the greatest innovations of the twentieth century and therefore one of the great commercial sectors of tomorrow.

      France does not possess any oil, but it does possess great minds. Our economic and political strenght is decreasing when faced with large foreign powers. If we are to stay relevant, we need to muster all of our energy to turn France into a high-tech nation."

    However, his most controversial declaration came at the end, when questioned on the existing French system, the Minitel:

      "The Minitel was, by all accounts, a very successful project and a testimony of the great feats we can achieve when we pull our minds and resources together. But I do not believe that the Minitel is paving the road to a successful French future in technology, and the Prime Minister shares that assessment with me. The Minitel is only used by France, India and China. The rest of Europe, and the rest of the world, has opted for the personal computer and its boundless, connected features like the World Wide Web - which was born thanks in part to French engineers. India and China are, of course, the two largest countries in the world. But they, too, are using personal computers, simply because the personal computer, unlike the Minitel, offers access the Internet, and thus the entire world. Therefore, we will never be able to innovate and get an edge in the tech market if our technology forces us to remain shut off from the rest of the world.

      We must switch from the Minitel to the personal computer, now. France is already one of the only large European countries where portable cellphones remain an oddity. We have to change our current approach to technology, and we must put our great minds, our authentic French genius, to work with the rest of the planet. We cannot ignore this globalized world any longer. We cannot win a horse race while riding a camel."

    It was a shocking declaration, since Chevènement had long been a nationalistic-minded leftist, and a champion of French goods and innovation over all others. But his comments were in line with many in the government, including Prime Minister Lionel Jospin. France would need to play by the world's rules if it sought to dominate the international tech market one day, and therefore a move away from the Minitel would be needed. A law would be announced soon to end the near-total domination of the French market by this state-distributed terminal and its communication system.

    Chevènement being a popular and skilled Minister; and leader of the Citizens' Movement, a crucial component of Prime Minister Lionel Jospin's leftist coalition to remain in power, he was granted all the funds and priorities needed to turn the government into the prime investor and director of this "French Silicon Valley" project. While Lionel Jospin, a Socialist, enacted run-of-the-mill social-democratic policies and even planned to privatize several businesses, he saw that "radical" move as a needed sacrifice to boost his credibility. For the first time in several years, a large state-sponsored industrial project would come into play. Chevènement would use his position and the large network of French businessmen and politicians he acquired during his tenure as head of the COTER to pull together CEOs, investors, mayors and lawmakers and create all the conditions necessary to the establishment of tech firms in the outskirts of Paris within a year. Concentrating the headquarters of the existing and future French tech companies in a single area was a core component of the project, both in terms of publicity and in terms of "brain-storming" of ideas. Paris, the all-encompassing political, administrative, economic and financial center of France, was seen as the logical place of choice.

    The first component of the project is the Law on the Encouragement of Strategic High-Technology Businesses, which creates hefty tax rebates for companies who register - and are selected - as "strategic high-technology companies": Those who already exist, or those who will be created, and which the government will deem competitive enough through a selective panel of experts. Up to 50% of existing taxes are to be erased for new businesses created under this category, and 35% for those already existing, with the rebate decreasing every year to reach a 15% rebate in five years from now. The government has also pledged to secure 40% of the capital of new "strategic high-tech companies" whose projects are deemed "exceptionally promising". To ease the fears of all the other would-be entrepreneurs, a smorgasbord of other financial aids and guarantees to buy back the company at a competitive price in case of failure would also be enacted.

    The employees of those companies are to be granted special cards for free public transportation to and from the companies' headquarters. Those companies would also be given special access and representation in France's top universities. In order to recruit the brightest students, a dedicated summit would take place at the end of each year in all of France's top-rated colleges in order to make it easier for the aforementioned businesses to lure in the students.

    The second component is the practical side: To establish an area near Paris where the headquarters of French tech companies would be located. The western side of Paris being too costly in rent, the southern side too rural and the northern side too poor, the planners settled on establishing "Tech Cité" (Tech City) near Marne-la-Vallée, a new suburban town built in the 1960s to the east of Paris and already well-connected by road and train to not only the capital, but the rest of France as well. The Établissements publics d’aménagement de Marne-la-Vallée (a state-owned company created in the 1970s to oversee the infrastructure building in the area) would be tasked with working jointly with the mayors of the area to put the project in motion. All the mayors concerned, four in total, agreed to slash local taxes for a duration of ten years, and grant cheap land as well as special zoning rules to the companies willing to establish their headquarters in the area. Far from being a single new town, Tech Cité will be spread all over Marne-la-Vallée and nearby towns. Few, if any, companies will have their headquarters directly neighboring one another, but their proximity will not exceed twenty minutes.

    The strategic location of Marne-la-Vallée, close to the capital and its educational and financial hubs, and very competitive rules designed specifically to entice new and old tech companies to settle there, are set to make the perfect mix to turn the location into the desired "French Silicon Valley". But the third component of the project would be the highly-publicized move of Infograme's headquarters there, right at the end of spring, in a brand-new building. A large inauguration party has been planned in order to mark the first move, while three other established companies have also shown interest to move their headquarters there and a dozen of would-be companies have already approached the government to be registered as "strategic high-tech companies" and benefit from

La Plata Reaction

The government of La Plata is flattered that the French take example on La Plata and its revolutionnary ventures. The government wishes to participate in the French’s project by offering investment and regional hubs for Platinian companies to make HQs for Europe in that French Silicon Valley. Examples of companies would be Araucanian Electronics, a recently created, booming tech-based company created by a joint venture between the Mapuche people and the government in Patagonia. Platinoil, despite the lack of crude oil in France, would like to found regional HQs for Europe and possibly invest in new oil or gas wells or even participate in the production of “green fuel”.

    Protests have erupted over the disappearance of Juan Sanchez and Luis Duque, two prominent anti-government journalists after being received in state curiosity three days ago in the state of Aragua. Witnesses last heard of Sanchez and Duque after being stopped on the highway to Maracay, the capital of Aragua in the evening. Their families tell Libertad Venezuela that they fear the worst from the Chavez government.
