WEST CHANCHAJILLA ELECTIONS TO BE HELD IN AUGUST, SAYS COALITION


An internationally established moderating force, helmed by Zamastan, East Chanchajilla, Paraboca, and Janapa, will conduct a national referendum on August 4th, 2021, for West Chanchajilla's first ever free democratic process.

TOFINO - President Atticus Moreau announced on Wednesday that the Zamastanian government, alongside the East Chanchajillan, Parabocan, and Janapan governments, have been selected by the Coalition of Crown Albatross diplomacy council to establish and moderate a national referendum process in West Chanchajilla. The elections, which will be held on August 4th, 2021, are set to be the first free democratic elections in West Chanchajillan history.

"West Chanchajilla and its people will now be able to choose their own path forward," Moreau said in a statement. "It is up to them to determine their path. It is up to us to ensure that the process is free, unabrubted, and effective. We are not in this to establish a government based on our own ideology or our own morality, but we are in this to ensure that never again will tyranny subject the West Chanchajillan people."

The elections will elect a new 300-member legislative body in the National Assembly, an institution that was once run and selected entirely by Frederick Armbar and his officers. There was no democratic process, and West Chanchajillans protesting for democratic rights and freedom of the political process were often imprisoned, tortured, or executed. The Zamastanian government, alongside the other international institutions, are set to establish monitoring sites to ensure free and fair elections.

Additionally, East Chanchajillan and Parabocan soldiers remain in West Chanchajilla as a peacekeeping force. Major combat operations ended on May 1st, and the forces now have positioned to a role of mopping up resistance, maintaining peace, and reconstruction efforts. The current staged plan is for East Chanchajillan and Parabocan peacekeepers to remain in the West until the middle of 2022, at which point CCA peacekeepers will be instated as part of a multi-international maintaining force. The future peacekeeping force will likely be consistent of nations who remained relatively neutral on the subject of the previous Armbar regime, and two nations already slated to commit troops include Artegana and Vuswistan.

A small contingent of Zamastanian peacekeepers is also present in West Chanchajilla, operating largely as a moderating and observing role for the East Chanchajillans. During the course of the conflict, only 50 Zamastanian soldiers were ever on the ground in West Chanchajilla and acted as observers and guides for the combat operations. It is unknown at this time whether Zamastanian soldiers will participate in the larger peacekeeping operations following the national referendum.

On March 23rd, at the height of the conflict, President Moreau had arrived in the East Chanchajillan capital of Vilanja to meet with East Chanchajillan President Gideon Boer, East Chanchajilla's Foreign Secretary Marcus Belsia, and Paraboca's President Garr'n Cardoza. The topic of discussion surrounded the offensive to capture West Chanchajilla's capital city of Ivora and to bring down the regime of Frederick Armbar, whose figurehead remained illusive despite intense aerial bombardment by Zamastanian bombers and intensive ground operations by East Chanchajillan forces. Armbar was killed in April.

Paraboca's military had only recently joined the East in operations on the ground as fighting to capture Ivora grew more intense, and as Zamastan's limits for aerial strikes became subject of much debate in Congressional Hall. Congressional Hall passed a temporary resolution limiting the striking capability in urban residential areas, which had the unfortunate aspect for military officials of being the exact epicenter of the heaviest fighting. Armbar's forces, which pressed a strategic retreat into the capital, established heavy defenses around the capital and specifically in residential zones in an effort to curtail coalition efforts to push further into the city. This led to the Battle of Ivora being one of the deadliest events in modern warfare, with thousands of casualties on each side of the modern armies clashing.

President Moreau, speaking to reporters alongside Presidents Boer and Cardoza, had stated that Zamastan "continues to be committed to the collapse of the regime," and will "continue to provide assistance as efficiently as (they) can." The heads of state reportedly discussed plans that would follow the inevitable fall of Ivora and the hopeful eventual capture of Frederick Armbar, both of which went differently than expected. There were plans at the time to establish an interim government moderated and advised by the three nations, which would help conduct rebuilding and security efforts. Now, however, with insurgencies still remaining throughout the country, the referendum in August is the current plan.

A violent terror attack last month left dozens dead after terrorists affiliated with Cambria hijacked a commuter bus and killed all those aboard. Victims were largely consistent of tourists, including four Quetanan citizens. Previous statements by Zamastanian officials, including President Atticus Moreau and Secretary Vallotis, have condemned both sides, with many being critical of Prime Minister Sparrow Creed and her lack of intent to seek a diplomatic solution, and others condemning the Cambrian state for not relegating their violent attacks against civilians.

Today's comments from Vallotis, according to a spokesperson, was not taking the side of Cambria in their pursuit of independence and autonomy despite the endorsement of understanding the "desire for freedom". Rather, it was recognizing that both sides in this tension set have been sources of controversy. The immovability of the Creed government and their lack of negotiation, either towards the Cambrians or on the world stage, has been disconcerting for the Zamastanian government. Additionally, the involvement of De Yuan in the military buildup has Zamastanian military officials worried of growing influence near key Zamastanian allies, like Saint Croix and Bens and Qolaysia.

On the other hand, the insurgents alligned with Cambria have proven to be violent terrorists in their atrocities against Alecburghian civilian targets. From bombings in public areas to violent massacres of international tourists, their actions have been labeled as terrorism by the Zamastanian government on numerous occassions. Yet, Zamastan does not support the Alecburghian government as they are constantly targetted by the rhetoric of Prime Minister Creed, who has complained consistently about the international perception of her response to the crisis.

Zamastanian forces in the region, deployed alongside Emmirian and Albarineans in the SCB city of Beresa, have been put on standby to respond to any Cambrian agression against their forces, but have otherwise been ordered to remain out of combat. The admiral in charge of the deployment, Ad. Darren Smuete, spoke to reporters on the deck of the ZMS Artego.

"We're committed to the defense of our national interest and our allies," stated the Admiral. "Saint Croix and Bens has often found themselves in a vulnerable position, not to mention we prioritize the protection of Zamastanian citizens abroad. Zamastanians here in Saint Croix as well as in Alecburgh, Cyruda, Nebetia, Qolaysia, all the surrounding nations... it's our duty to ensure they are safe."

DURNSTAAL DEFEATS ZAMASTAN IN OVERTIME TO WIN WORLD CUP

SULIFA - Durnstaal has dashed Zamastan's World Cup championship dreams in a close game that saw exceptional offensive and defensive plays all around, leading to a thrilling overtime matchup that saw Durnstaal besting the top scoring team of the tournament.

Zamastan was the first to threaten, with a clever cut-back from the tournament top-scorer, Isaiah Ross, going narrowly wide. Durnstaal, however, was the first to break through the defense. Durnstaal delivered a curling free-kick into the box, headed home via the underside of the crossbar, almost a goal.

Zamastan bossed possession thereafter, but they had their goalkeeper to thank for keeping them ahead after 33 minutes. Zamastan produced a superb, volleyed pass to free midfielder in space inside the area. The diminutive midfielder took a touch and shot across goal, only for the goalkeeper to fling himself south-west and make an excellent save.

When Durnstaal emerged from the break on the front foot, within minutes their forward striker failed to connect with an attempted header when unmarked in the box. Zamastan put together two wonderful passing moves, with two strikers involved. But Durnstaal did a good job in cutting out their final ball. After gifted possession to the Zamastanians on 69 minutes, they worked it to a striker, who fired just wide.

Zamastan produced a breathtaking move with 15 minutes remaining. Marty Girua skipped inside his marker and played the ball into Isaiah Ross inside the Durnstaal area. Zamastan exquisitely fooled Durnstaal's defender by letting it run through his legs, but his cut-back was cleared.

Back from the kick, Durnstaal found acres of space down the left and intelligently laid the ball back to the onrushing Zamastan. The latter sliced his shot but it fell kindly to another Durnstaal player, who had all the time in the world, but elected to hit it first-time, with his tame effort being repelled by the legs of a Zamastanian defender.

Zamastan again hit a shot straight at the Durnstaal goalkeeper moments later as the team leading, and not trailing, looks most likely to score the game’s second goal. Durnstaal has a great chance to do just that two minutes before the final whistle. Durnstaal played a one-two but Zamastan made a superb one-hand block from a fierce, close-range shot.

Moments before the final whistle, a spectacular recovery and subsequent three-man pass from Durnstaal breaks past Zamastanian defender, round cut kicking through the goalies hands. Durnstaal scored with seconds left before the final whistle, tying the game 1-1.

Due to World Cup rules, a tie in the finals would typically result in the team with the most points throughout the tournament winning the game (which in this case would be Zamastan by default). However, agreed before hand to not resort to penalty kicks nor the total points method, the teams are going into a ten minute overtime beforehand.

The Durnstaal striker capitalised on an error from Zamastan to put Durnstaal ahead with their first shot on target. The Zamastanian captain lost possession and Durnstaal capitalised, finding a striker on the right. Striker then gained a slice of luck as his attempted pass to one deflected off a Zamastanian defender and into the path of a Durnstaal forward, who shot home.

Durnstaal is celebrating their World Cup victory - their third title, making them among the most prolific winners of the tournament alongside Zamastan, Vitosium, and Cadair.

PRESIDENT VANBERSON BACKS PRESIDENT BOER, BASHES PRESIDENT RASO'S REACTION

President Arthur Vanberson (Labour Party) has publicly backed President Gideon Boer of East Chanchajilla in his statements decrying North Timerian military mobilization in Estoca amid rising tensions in the small landlocked nation of Birat.

In a statement, President Vanberson pushed back against President Raso's quote of “President Boer is being inconsiderate of the people of Birat and their rights," by responding "of course President Boer recognizes the plight of the Birat people, to insinuate anything else is hypocrisy."

"Of course he (President Boer) understands," Vanberson said to reporters when asked about the comments, "East Chanchajilla has long felt the same tension. The difference in their action against the West, however, was that the West attacked them and killed them. Birat has not threatened Timeria. Birat has not threatened Estoca. It is a civil conflict, not an international one. To mobilize for war with machines of destruction like bombers and guns leads to unnecessary escalation. If you want to see the Birat government and the rebels cease hostility, you must approach diplomatically. Stand your armies down."

Vanberson was a staunch ally of President Boer during the military operations that overthrew Frederick Armbar's regime in West Chanchajilla last month. While Versenia did not participate directly in the combat, it did provide monetary and military supply to the East Chanchajillan and Parabocan militaries.

Critics of Vanberson say that he is avoiding the plight of Birat's suffering civilian population, who are increasingly finding themselves caught between clashes of the PDA and the government. President Meidan of Birat has been labeled by many as an authoritarian dictator, and his crackdowns on public demonstrations have led to international condemnation and worry.

However, the concern that the Versenia government has noted continues to be the possible encroachment of Avergnonian and East Chanchajillan territory by any Timerian or Estocan military operation. Birat is landlocked by both Avergnon and East Chanchajilla, meaning that any strike by the Timerians (which President Raso alluded to in his statements), would require travelling through their territory.

President Vanberson, continuing to defend Boer and the East Chanchajillan response, indicated he was open to additional support.

"We will of course be looking at ways to send relief supply to the civilian population of Birat. We don't support the government or the rebels. At this point, the conflict is complicated and intricate, so we need to be sure we have all the facts. One thing that we know for sure is that the people of Birat deserve better. The Versenian government will be working to admit our humanitarian resources to the crisis hot spots while avoiding any allegiance to any party involved."

Vanberson continued to state that diplomatic processes should be undertaken by an international observing force, similar to the planned referendum in West Chanchajilla.

Caspiaa's Oil Fields to Run on Green Power as They Export Carbon

Caspiaa is trying to make its dirtiest industry as clean as possible. The multi-billion-dollar plan will do little to reduce the nation’s overall climate impact.

The West Euronian island nation will use land-based green hydropower to electrify dozens of offshore oil and gas platforms. That will help meet national climate targets, and so allow the lucrative industry to keep pumping fossil fuels for decades more.

But most of the emissions from oil and gas come when it’s burned -- not when it’s extracted -- so the initiative will do little to rein in pollution globally.

The move, which is mostly funded by the taxpayer, shines a light on how some countries and companies are finding ways to meet their own climate goals without jeopardizing their economic interests -- and without benefiting the planet much either. Caspiaans may buy more electric vehicles than conventional cars, but the country is a massive exporter of carbon.

“The oil industry is the biggest polluting sector, so if you want to cut emissions in Caspiaa to meet the climate targets you will not get far without electrifying it,” said Kjetil Lund, head of the Caspiaan Water Resources and Energy Directorate, which regulates the energy supply.

Caspiaa's oil and gas industry released 14 million tons of greenhouse gases from its facilities in 2019, according to Statistics Caspiaa. That’s almost 28% of the country’s total, making the sector an obvious target in the nation’s quest to reduce its emissions by 40% by 2030.

It’s also something that’s costing oil and gas companies money right now. The cost of permits in Euronia's emissions trading program, which includes Caspiaa's oil and gas platforms, have surged more than 50% this year to a record, and analysts are forecasting big gains ahead. In addition, Caspiaa plans to punish emitters further with a national tax.

Aquansa won’t reach an intermediate target to cut its emissions by 40% by 2030 without connecting platforms to the power grid, said Henriette Deia, senior vice president for the company’s New Energy Solutions arm. The choice is between electrification and curbing oil and gas output substantially.

“I think it makes sense for the Norwegian authorities to use Caspiaan power as an important tool to secure long-term income and jobs,” Deia said.

This environmentally friendly process enabled us to offer our customers online applications for Janapan Flag State Endorsements and Seaman’s Record Book for seafarers of Janapan registered ships and for new applicants about to join a Janapan-flagged vessel.

This new system also allowed for the provision of Confirmation Receipt of Application (CRA) for Flag State Endorsement on a 24-hour basis, 7-days a week. Mr. Fiysana says that “shortly after this new online system for seafarer applications, we further expanded our online system to include other ship registration services and introduced our Janapa Online Registration Information System (JORIS), while last year this was further enhanced, via the inclusion of the ability to complete a registration application, invoice payment and certificate verification, check and reserve a vessel name”.

As a result, users don’t have to enter ship data repeatedly on registration forms. This user-friendly system is widely appreciated by clients globally. This systems is continually being updated and enhanced with new services, while JMA recently announced that its full array of ship certificates and documentation are now available electronically. The ongoing and everchanging military tensions in the region and progressive political shifts accelerated this process and has shown that the use of technology is the way forward for owners and registries alike.

One of the latest initiatives undertaken by the Janapan Maritime Authority (JMA) revolves around seafarers. JMA has announced a new survey, the Seafarer Crisis Welfare Survey, designed to capture and reflect the mental health needs of seafarers around the world during the tense events of sea travel, such as the Tarijar Strait Crisis. EXPLOSION ROCKS DAWEA - CAMBRIAN TERRORISTS SUSPECTED
7 Killed, Dozens Injured

President Guiler Batemara is vowing revenge after an explosion rocked a bus station in downtown Dawea, Cyruda's largest city, amid growing tensions against the Alecburghian and Cyruda governments by the self-declared Republic of Cambria. Batemara and intelligence officials state that suspected Cambrian insurgents, who have been connected to multiple violent and deadly terror attacks in Alecburgh, are behind the explosion which is being investigated as a bombing. 7 people have been killed, and dozens more have been injured in Cyruda's worst terror attack in 2 decades.

"We vow that the lives lost today will be avenged," President Batemara stated in an address, "we will devote our energy and resources to crushing the threat of these terrorists."

There are currently 2,000 Cyrudan troops deployed in Alecburgh as part of a coalition to quell the unrest and insurgencies, which have claimed hundreds of lives in the past few months. Prime Minister Sparrow Creed of Alecburgh requested international assistance, to which Cyruda and De Yuan responded.

Dawea, the nation's largest city with a population of 772,000, is located only 40 miles from the border of Alecburgh and more importantly in the case of the attack, the self-declared Republic of Cambria.

The Cyrudan military has not seen direct action in nearly 50 years, and thus is not thoroughly experienced in combat. However, yearly drills with Alecburghian military partnerships and a collective community through SEIAA has allowed Cyruda's operations to garner some credibility. While Alecburgh's military has also not seen foreign conflict, they have had to work extensively to end uprisings within their own country.

The naval vessels participating in the deployment are the CNS Cruatorvm, CNS Neveaas, CNS Crait Rock, and the CNS Xrovat.

Birat, with a population around 10 million people, has seen severe escalations in tensions as rebel forces known as the People's Democratic Army (PDA) advanced on the city of Alicent. Brafeo announced that all travel too and from Birat is suspended until further notice.

The Quetanan government has warned against international aggression, especially by the governments of Estoca and North Timeria, who had been building up military forces in the southern region of Estoca in response to growing tensions. There have already been reports of Timerian jets conducting airstrikes at positions across Birat. The implications of this are far reaching, says the Ministry of Foreign Affairs, as Timerian jets would have had to have crossed sovereign East Chanchajillan or Avergnonian territory, which constitutes an incursion.

"Estoca's government is operating with either malicious impunity or absolute ignorance," Brafeo stated. "If they are working towards the benefit of the Birat people, their silence and resort to military engagement is frightening and concerning. Why so much silence if their intentions are good? We condemn the non-negotiable intervention of Estoca and Timeria until clarification has been provided as to the extent of their interference in a crisis which has gone out of control."

While fighting never breached the airport at AIXX, commercial flights were ordered by BNAF fighters to divert. A Quetana Airways flight with 280 people onboard was intercepted near the airport by a fighter jet and was ordered to turn back, and the plane was diverted to Ilhaveia International Airport in Great Lutharia.

Brafeo's travel ban comes amid these growing tensions, and the incident with the Quetana Airways flight was "a dangerous and provocative event that could have resulted in severe consequences".

The incursion came as a civil war erupts in Birat, a small nation with a tightly compacted population of 10 million people. Thousands of civilians and combatants alike have been killed as major rebel and federal offenses clash together in major urban areas.

President Boer had previously warned against the escalating tensions and that there was a major possibility of it evolving into a full-blown civil war. Among his concerns raised was the involvement of foreign powers, specifically that of Estoca and North Timeria. Timerian jets have been spotted in Birat and have reportedly conducted airstrikes. Their presence in Birat, however, indicates an encroachment through either East Chanchajillan or Avergnonian territory, which Boer strongly condemned. Boer had previously stated that such actions essentially constitutes an international breach of territory and an illegal military movement through sovereign lands.

"Timeria broke trust by moving their forces through our sovereign territory," Boer stated. "I specifically warned against this and stated there would be repercussions for such action. Timeria's government, military, and assets are officially barred from entering East Chanchajilla for this blatant disregard of international boundary to conduct military operations."

East Chanchajilla's government is issuing a ban on travel from Timeria, and is expelling their ambassador and consulate staff for a slated period of two months in response to the incident. As for Estoca, East Chanchajilla's government continues to state that they should not harbor Timerian forces, as their entrance to Birat likely stemmed from their positions in Estoca.

Violent clashes between federal and rebel forces in Birat has prompted the Zamastanian government on behalf of the Moreau Administration to sanction Birat's government, issue travel bans, and warn Estoca and Timeria of intervention.

TOFINO - President Moreau and Secretary of State Vallotis signed executive action declarations today that instituted crippling sanctions on the Birat government and the regime of President Alan Meidan, as well as issuing travel bans to and from Birat and strict warnings against international intervention that breaches sovereignty of Zamastanian allies and neutral states alike. President Moreau in a released statement said that "the Meidan regime is putting millions of lives in the region at risk by his violent actions and repression of civil liberties. Additionally, the governments of North Timeria and Estoca in their intervention are furthering deepening divides and aggression by breaching the trust of international communities in the conduct of total silence and discretion with military operations."

A major offensive on Sunday and Monday by the People's Democratic Army (PDA) rebel forces has resulted in major casualties and extensive fighting, with Birat sources claiming over 7,000 deaths nationwide. The Z.I.S. believes that the true number of casualties are not as high as domestic Birat sources are stating, due to the conflicting nature of reports, but they acknowlegde that the fighting is intense and has certainly resulted in over a thousand deaths. Fighting is exceptionally violent in the city of Alicent, as well as near the nation's largest airport, Alicent International (AIXX), where Timerian fighter jets have reportedly been stationed and have conducted aerial strikes from.

Zamastanian government sources have stated that there is a humanitarian crisis unfolding as regime and rebel forces alike are conducting operations in civilian areas. Several nations have committed to air dropping relief supplies, but the Zamastanian government has avoided doing so because of the volatile nature of the conflict. Additionally, the Z.I.S. and the Zamastanian Department of Defense have stated that the line of distinction between regime forces and rebels has been difficult to discern, which translates to the familiarity of the recently concluded military operations in West Chanchajilla.

The Meidan regime came to power in a coup in 2019, after which they implemented severe crackdowns on freedom of speech and civil liberties. They became posed internationally alongside such dictatorships as Martin Saint-Yves in Ossinia and Frederick Armbar in West Chanchajilla. In June of 2020, Saint-Yves was overthrown by Zamastanian forces. More recently in 2021, Frederick Armbar was overthrown by East Chanchajillan and Parabocan forces. The Z.I.S. believes that the most recent crackdowns by Meidan were in order to quell any resistance to his regime and to consolidate his power as totalitarians nearby were being deposed.

Meanwhile, Zamastan's legislature in Congressional Hall is debating any further actions. Timeria, a key Zamastanian ally in Adula, has put Zamastan in a difficult position with their encroachment of East Chanchajillan and Avergnonian territory in order to transport their military equipment into Birat. On top of that, Zamastanian politicians have expressed concern over the involvement of Estoca in the crisis, as only recently they had introduced new mediation with Estoca in a Jyau summit.

"Estoca has historically involved themselves in situations that are threatening to national security interests," said Speaker of the Chamber, Natasha Chastain. "Whether it's their action towards Paraboca, their assertiveness on the world stage, it presents an issue that Timeria is being allowed by their government to establish a dangerous precedent in Birat." Amidst the clashes, Birat federal forces accidentally crossed the East Chanchajillan border on Monday and engaged with Eastern forces, resulting in numerous injuries on the Eastern side. There are fears that the East Chanchajillan incident will spark even more international involvement, which Moreau and his cabinet are strongly advising against.

"Of course we plead for the end of the conflict in a diplomatic manner," Secretary Vallotis stated, "but we cannot continue to see international states bringing in military involvement to this situation. War breeds war, and we've seen that today. There has been no work toward negotiation so far, and that needs to be the priority. We emplore the governments of Estoca and Timeria to stand down and leave the situation in military terms. Continue humanitarian prospects, but do not inflame the violence."

Until now they've adopted a low-key minimalist approach in this graveyard of Zamastanian-led peace initiatives, quietly trying to restore some elements of Zamastanian policy upended by the Sakzi administration's unabashedly pro-national stance.

That has meant concentrating on repairing ruptured relations with the Cambrian citizens, and voicing rhetorical support for a viable Cambrian state as key to a lasting peace with Alecburgh. The extent of Zamastanian involvement thus far has been the deployment of a few hundred troops to Saint Croix and Bens and thinly worded statements.

But they've calculated the prospects for a new round of negotiations as bleak, and are determined to shift the focus of Zamastanian foreign policy to De Yuan. That has already led to issues, as Yuan begins to intervene in Alecburgh and deploy forces to the region.

With that said, the Cambrian government is largely controlled by a violent insurgent group who have committed terrible attacks against Alecburghian citizens and even today a bombing in neighboring Cyruda.

The sudden shifts in focus all across the world this week has seen a return to a traditional pattern. In public statements the president and his Secretary of State have forcefully repeated the standard Zamastanian formula about Cambria's right to declare independence and the right to self-defence in the face of Alecburghian aggression. The terrorist attacks by disconnected individuals, however, have thrown this stance into chaos.

While expressing concern about the mounting number of Alecburgians killed in terror attacks, Secretary Vallotis has drawn a "clear and absolute distinction" between "a terrorist organisation targeting civilians, and Alecburgh… targeting the terrorists". Moreau has seen no "significant overreaction" in the Alecburghian response to the barrage of terror, a judgment that some analysts took as an implicit green light for the operation to continue, despite Zamastanian calls for calm and demilitarization by PM Creed.

DABATTA- News came out of the Dabatta, the courthouse today has the announcement that the perpetrator to the assassination of President Mikhail Kuznetov, Georgi Borisov has been declared guilty by the judge and will been sentence to death. The judge also sentenced five military officials that were involved in organised the assassnation with plans of organising a military coup against the government, they have also been sentenced to death for treason during the investigation the police ask questions to Georgi Borisov on his motives and background. Borisov says that he used to be in the military before leaving 5 years ago, he had some close relationship with some of the military officials while he was in the army. He talks about the military officials offering him a job in helping planning the plot against the government about 3 months ago.

Reaction from the perpetrator’s being declared guilty and sentenced with death has been positive, especially from Mikhail Kuznetov family and friends. President Cherdenko has released a statement saying justice has been served and now the people of Kossmil can rest easily now.

ADS-B at Leonrau To Boost Landings, FIR Restructuring

LEONRAU - Leonrau International Airport will soon get a new ADS-B-equipped air traffic control center that will house ATC operations for the Leonrau Flight Information region (LFIR). Slated for completion in the third quarter of 2021 and to start operations three months later, the new Leonrau Air Traffic Control Center (LATCC) will become the backbone of the country’s air traffic control and coordination center for the Department of Civil Aviation’s search-and-rescue system and serve as the starting point to restructure the LFIR airspace. With the new system, the airport will become the only facility in Southeast Adula to operate four runways simultaneously, increasing the frequency of landings per hour from the current 78 to 108. In Adula as a whole, only Rhaga Capital International Airport, Emmiria, and Osea International Airport, North Timeria, support similar capabilities.

Apart from enabling surveillance coverage at a lower cost than the current radar-based system, ADS-B would help air traffic controllers locate the position of aircraft more accurately and allow ATC to implement more efficient use of the airspace, said Minister of Transport Tiong Lai.

LIA's fourth runway has operated since May 2017. The facility’s four runways each extend 4,000 meters (13,000 feet) in length.

Located at LIA, LATCC will replace the existing 23-year-old system at Ubyang Airport, 18 miles outside the city. Construction, which started in February, will cost Z$150 million.

Elsewhere in the region, Saint Croix and Bens has replaced the Doppler Omni-Directional Radio Range Distance Measuring Equipment with a Communications Surveillance/Air Traffic Management System at at Saint Elmenau International Airport in Saint Elmenau. Kynnport, Alecburgh, and Neregas, Nebetia, harbor no plans for an ATC upgrade as of now.

SAINT MARINA - Chancellor Sadie Melhaven has ordered and Parliament has passed an order that bans all travel to and from the small landlocked Euronian nation of Birat as violence erupts across the country in what is being called a civil war.

Birat regime forces under the command of President Alan Meidan, a controversial figure who ceased power in a 2019 coup, has subjected the people of Birat to intense crackdowns on social, political, and personal freedoms. Rebel forces throughout the country have sprung up in revolution to his regime, but have conducted a series of violent offenses that have left hundreds of thousands of civilians in the crossfire and thousands already dead in less than a week of intense fighting.

Additionally, North Timerian forces are intervening in the conflict, much to international disapproval. Melhaven had previously condemned Timeria's President Raso over the airstrike on an Azil nuclear facility in March, which was met with great skepticism over the validity and morality of the attack. That strike left much of Azil without power as Timeria continues to conduct operations there, and as it sees major deployments in Kossmil, San martina, and now Estoca and Birat.

Travel is being restricted as the federal forces of Birat conduct counter-attacks on rebel held territory, catching civilians in the crossfire and resulting in at least one cross-border skirmish with East Chanchajilla, a dangerous interception of a Quetanan commercial airliner, and a brewing refugee crisis. The nation's main airport at Alicent is under threat of attack as fighting grows throughout the small nation.

Melhaven urged both sides to cease their hostilities, blatantly condemning President Meidan and issuing strict sanctions on all economic connection and diplomatic ties. The diplomatic workers of Albarine in Birat are being ordered to return home, and a 24-hour mandatory evacuation order is in place, with Albarineans in Birat encouraged to get on flights out of the country or to leave through border entrances in East Chanchajilla or Avergnon.

In accordance with other nations across the globe, Elbresia is suspending all trade, travel, and diplomatic contact with the government of Birat as they continue to clamp down on demonstrators and conduct violent attacks against civilian and rebel targets.

Martin urged for a ceasefire in the conflict, and called on the Coalition of Crown Albatross Security Council to enact a strict response to both sides in the crisis as well as the North Timerian government, which is assisting rebels in the fight but is also conducting unmitigated air strikes.

The CCA Security Council is meeting this week to address the crisis. Elbresia's diplomats and representatives will be present in Tofino as the situation unfolds.

Multiple nations have called on Timeria to stand down and pursue diplomatic resolutions rather than a military path, including East Chanchajilla, Zamastan, Elbresia, and Albarine. Emmiria's government, at least its executive branch and the President's cabinet, have declined to comment on Timeria's conduct. However, lawmakers have expressed their frustration towards Timeria, while others have called on Emmiria to support the rebels.

"The rebels are fighting against oppression," said MP Jareer al-Huq from Tarijabad, "and we stand for freedom. Shouldn't it be up to Emmiria to help?"

Other MPs have expressed the importance of staying out of the conflict, with MP Shaahir al-Hana from Qazvia saying that both sides are causing immense issues. "Of course the government of Birat is a repressive and terrible regime," al-Hana said, "but the rebels have perpetuated violence. Discussion and diplomacy failed, and so they resorted to violence. Patience is needed, the international community should open negotiations with Meidan, but the fighting needs to cease on all sides. Civilians are being killed, and by Allah's grace they'll be delivered from destruction but it takes the globe to make change."

Shoassau's government has remained largely on the sidelines of the conflict erupting in Birat, not wanting to involve itself in a rapidly devolving situation. Birat rebels and the federal forces of Alan Meidan have been battling with intense furosity that has caught the international community off guard. Zamastan's President, Atticus Moreau, as well as numerous other heads of state, have called for a ceasefire and have likewise condemned Timeria and Estoca for their rampant military buildup which they say has inflamed tensions in the region.

SECURITY COUNCIL PASSES RESOLUTION 237 TO MODERATE BIRAT CIVIL WAR

President Nikolai Ubotrov of and the delegation of Beleroskov to the Coalition of Crown Albatross Security Council participated in and approved the adoption of Security Council Resolution 237, which is planned to moderate the escalating civil war in Birat.

Of the original eleven proposals in the resolution, 9 were adopted, one was partially adopted, and one became null.

Essentially, the resolution condemns the governments of Birat and North Timeria, the former of whom is ruled by Alan Meidan and has been accused of extensive human rights abuses, and the latter of whom encroached international boundaries to conduct military operations against Meidan.

The resolution also calls for a ceasefire, the introduction of peacekeepers from a neutral country, and the introduction of humanitarian aid to Birat.

The CCA will now await the response of the governments of Birat, Timeria, Estoca, and the representatives of rebel forces as to how effective the implementation of the resolution will be.

The Response from President Alan Meidan of the Republic of Birat has been delivered in a speech he gave at a press conference held immediately following the release of the Resolution 237:

"The International Community clearly does not wish to see stability within Birat, and clearly does not wish to take any sort of solution that will truly be neutral in nature. Therefore I will only agree to a ceasefire of two weeks to entertain these rebels' fallacies. Peace is achievable, I consider myself a reasonable man, I am willing to sign a treaty with these rebels. But that treaty will not see me deposed and clearly that will not do for the international community, as we have seen. Their anarchic presidents continue to call for my removal even while passing this resolution to solve my little problem in the south. It is not me who needs to be convinced to accept peace, but the international community and their violent rebels they have so graciously raised in my homeland.

As for the rebellion and their demands for so called democracy, we have democracy in this country. It is the rebels that destabilize us and commit heinous crimes, not my administration. Should the international community see reason and help my government quell this rebellion I would be more than willing to let their supporters live. But should the security council allow this farce to go on in any way, I'm afraid its headquarters will have to be moved out of Tofino."
