We're Back!!!!

So this issue looks a bit different and we'll start to keep things simpler and less focused. We'll have subtitles but not subsections. This is just to make writing the paper easier as we go forward. We'll still have interviews, comics, stories, etc.

And to the news! Here's what's been happening from May to July for The Commonwealth!

The Eukaryotic Commonwealth
Over the summer, we had been going into great detail about plans for a merge. We took a vote between a full and partial merge. The full merge would involve the creation of a new region that all members move into. The partial merge would involve the three major regions becoming the hubs for the Commonwealth. The vote was taken and a partial merge was the decided outcome. In the process of setting up the partial merge, however, we realized a full merge would be more practical for us to reconsolidate and begin to rebuild from the lull we experienced in the past few months. We are all now in The New United Commonwealth - aka The NUC (pronounced nook). We've established a constitution which is just a translation of our previous multi-regional constitution to a single-region version. The only big change to have happened was that the Commonwealth Congress was abolished in favor of a direct democracy.
As a part of the merge, we've elected officers to new positions:
Morriband - Chancellor
Viscondy - President
New aquila - Foreign Affairs Minister
Pokemanland - Domestic Affairs Minister
Tigslarlowducken - Commander of The Commonwealth Defense Forces

What do you think of the merger, and why?

I think it was a hard but needed decision, SCUT really got hit hard this summer by losing so many nations and the only way to regain nations effectively and continuing running the government like how we have it is by consolidating our power into one region for now.

It seemed like a good union.
Viscondy
Necessary to hopefully reinvigorate the spirit of all units after a quadratic decline into inactivity; it succeeded because regional identities had been stagnant for long enough that they did not carry enough power to motivate a defection. While it has not been as effective as might have been hoped, the previous waves of interest seem to be revived, although time will tell if this will hold up after all the infrastructure has been tested.

What do you hope to see happen as a result of the merger?

I hope maybe once the summer is over and people aren't on vacation or as busy anymore, we will get more nations back and maybe be able to split up into multiple regions again soon.

Hopefully not raids. But I find that it'd make the merger itself very popular.

I hope that the confederate system can be restored after the formality and activity structure. While I view it as an ideally temporary measure, the sociological effect it will have on the identity of the commonwealth is an important development.

What is your role in the newly structured Commonwealth?

I still try to do the SCUT news over in the PCWZ; though it is a bit difficult speaking that I also have to write about PCWZ news which has been very chaotic lately. Along with that, I just joined the newly refounded CDF and I still remain as an ambassador to other regions.

Just a citizen, maybe a First Lady but I don't want responsibility due to anxiety and an overload of free will. [Viscondy is my husband and it took us 12 months to make it officially public after we became closer]

President, which appears to be rather than the head of any executive council a more supervisory jack-of-all-trades role with a deputy set of powers to those of the Chancellor.

How do you think the best way to go about regrowth is?

To me, what Morriband is doing right now is probably the best way. The same thing is kind of happening in the PCWZ where we have so many regions but not enough nations to run them all. If the PCWZ wasn't an empire, I would probably consolidate into one region as well honestly.

Would you be in favor of a summer protocol in the future?

SCUT definitely has to be prepared for stuff like this to happen and it really caught everyone off guard. I think there has to be something in place and it should be something the government should start working on.

What do you picture the timeline of the merge and re-expansion to be, realistically speaking?
New comackia
That's quite hard to call, I think at best we will see some growth in maybe late August though it might be closer to September or even October. Though I have no doubt SCUT will have enough people to own multiple regions by the beginning of 2019.

Where do you hope to see the Commonwealth at by the end of 2018?

I certainly believe we will have plenty more nations by then compared to what we have now. So, if not multiple regions like pre-merge discussion SCUT, we will probably be back to multiple regions like partial-merge SCUT at the very least.

New Commonwealth, New Policies
In the wake of our merger, we've become a fully direct democracy, rather than a representative republic. Our military is rebuilding and plans to be more active in the middle of August. Our intelligene service has kept the pace it always had (being a shadowy organization by nature, it was less prone to activity pitfalls). Our foreign minister is also working with ambassadors to forge new alliances, including the new alliance with The Indian Sub Continent.

What is the structure of your regional government?

Our Structure is a Democracy or Republic. It has 4 branches with Cheques and Balances, that works with each other.

What's the culture of the Indian Sub Continent like?

Our Culture is Indian Sub Continent, as in Indian! We celebrate Muslim and Hindu holidays, and other religions. We also except other cultures too

What can you say about the negotiations between the Commonwealth and the ISC?

I believe the negotiations with the Commonwealth and the ISC went VERY well. We were productive and got a lot done.

How beneficial do you think the treaty between the two parties is?

I think it is somewhat beneficial. The ISC's only threat isnt doing a thing, but SCUT's tense relations with Force can result into war. And remember, war means you can send nations to the ISC for safe haven.

How do you think this treaty will impact other powers outside of the treaty?
Pakistani india bangalore and ceylon
It will, (as I said above) MAYBE impact Force seeing that I might be in threat due to us making a very big treaty. But my enemies are too busy doing other stuff to notice our relations.

What do you hope to see in the future for the relationship between the Commonwealth and the ISC?
Pakistani india bangalore and ceylon
I hope to be good friends, and fight along side each other in NS. As ISC is to Capriocornarius, a long time friend, I want ISC and SCUT as the same situation!

Other policies to come include a formal embassy policy and/or alliance criteria, a summer protocol plan, and a few others which are classified for the moment.

In Other News
- "Bob"ism has been re-integrated into the culture of The Commonwealth
- Tensions with Force are cooling off into a mutual distrust rather than a state of war. Within the Commonwealth there are split opinions about how affairs should be handled, though peace is at the top of everyone's list.
- Tensions rise within the fascist sphere as Farkasfalka and The Region of Allied Nations become increasingly hostile.
- The MT Army continues to "bash the fash", in a sweep of campaigns that target legitimate nazis/fascists as well as those wrongfully labeled as such.

As discussed, before, Japan is about to host its first-ever Mario Tennis roleplay. All events will be held on Linkthe NS-Japan Regional Discord server, and are open to all nations of all regions.

Concept
The event will use Linkthe NS-Japan Regional Discord server as a venue. The roleplay will be Mario/Nintendo-themed, with emphasis on Mario Tennis, and all participants are encouraged to come as your favourite Nintendo character. The roleplay will last as long as the event, and possibly indefinitely if enough people are enjoying themselves.

The basic roleplaying form used will be as so:

User: Character: I am talking.
User: Character: (This is a thought.)
User: Character: *action*
User: (OOC: Out of character comment, usually to ask a question or give an opinion.)

In-character interactions should be kept to roleplaying channels; all regular channels should be kept out of character.

The setting of this roleplay will be Chichibu, in North Saitama, which will be hosting this Open in-character. There will be several locations, which will each have their own channel:

*City Centre
*Hitsujiyama Park
*Bath House

*Pachinko parlour

*Ramen shop
*Konbini

*Izakaya

*<your shop here; subject to permission>
*Tennis courts

Tournament Participation
Participation in matches is open to all nations and all regions. The bracket will be on a first-come-first-serve basis.

The way to play is simple: in the roleplaying form above, indicate either forehand, backhand, or overhand, when the ball is on your side of the court. As for serving, simply indicate that you are serving. If you have more advanced knowledge of tennis, you may indicate more complex serves.

Zetaboards, the forum software of choice for many notable regions within NationStates, including Force, The North Pacific, The East Pacific, and The Rejected Realms, is being sold to TapaTalk. This means more than just a simple change of host; it means that things like themes, permissions, and working bbCode among other things that some regions have taken years to perfect will be gone. This shift is gradual and although many of the largest regions haven't faced it yet, smaller regions, Force included have. It hit us without warning and to compensate, we are shifting over to a self hosted forum at the moment. For us as a new region, the change isn't too major, but for many older regions with years of history in those forums, it's huge.

Elections in Heart



The Heart elections were an interesting spectacle, with two candidates withdrawing, two standing, Southern States and Johnpre both withdrew, and Alemputo and The scottish republic battling it out for the office of Prime Minister, There was a debate and two press conferences, each featuring difference in opinions, interesting questions, and, best of all, each candidate showed lots of respect for the other, and in the end, Alemputo was victorious, but both candidates showed respect, in this intriguing election period.

Elections in Force and the Trouble with Crazybloxian



Early last month, Candidacy announcements began for Prime Minister of Force, the three that decided to run, were, Libertatis Regalis, Seoul-Pyongyang and Crazybloxian Empire, Now, we all know, that Libertatis Regalis was re-elected convincingly, however, the build up to election had controversy, Crazybloxian Empire was a controversial candidate, who had his election mainly based off RP, which was also a bit controversial, his inactivity was a downfall, not joining discord till late, and not answering questions, in the end he left the region, clearly seeing he was going to lose, This was unfortunate to have a candidate like that, thankfully the other candidates were very sensible, and the election ended peacefully.

PM Bennisia of Heart; A Region in Turmoil



A few months ago, some controversy broke out, with Bennisia II angered because he couldn't stand in an election, he kept constantly trying to prove he was right, which lead to more problems and complications, which ended in him being removed as PM of Heart, Bennisia II brought activity to Heart, but also brought problems and controversy, he ended up moving to New Western Atlantic, where there has been more controversy since, but that's for them to talk about, not me.

A New Future for RGBN



RGBN is a laid back region, once comfortably large and active (130+ nations) has been reduced to just 10. Being among our very first embassies, we took notice. An agreement between Force and RGBN was made handing over control over the region to Force and allowing the founder to lead as Governor. Now, under Force control, efforts are being made to make RGBN the great and welcoming region it once was through recruitment and a revamped system of laws and leadership.

In the audition round, 260 people from across NationStates chose the top 4 styles of French fries, which made it to the semi-final round. We surpassed that in the semi-final round, where 524 cast their vote for the top of the top four. Now the top two remain.
