we have the numbers, we dont have a huge supply of motivated nations. Most just sit and do nothing, never participating, never trying. It's like starting a game of monopoly and your friend says theyll be right back and they never return, leaving the game open, but unable to play. That's odd. 
Zartavaria had told me that he intended to run for elected Scribe... huh. Well then, with The Realm of Sehkmet not responding to my offer, I would like to offer the position of selected scribe to citizen Zartavaria. I would like to see what he can do as a legislator. His running was the only reason I didn't offer it to him sooner; I didn't want to undercut his potential victory.
I was genuinely unaware that the Citizens Guild was my jurisdiction, but as we have no Elder Statesman, I suppose it makes sense.
Well, if you are asking my personal opinion:
My official reccomendation as High Priest of Abydos is that we purge any non-citizen nations that have not posted on the RMB within the last 30 days.
The Plan of Execution:
Grand Luxarch Qon will send out a region-wide telegram informing all nations of this purge, and give 48 hours as a last chance for a member to post something to prove their activity in the region, and after that time, Zyris as founder will use their executive administrative privleges and kick out any nation(s) who fail to meet the deadline. If a nation cares that they got booted, they may return and try better next time.
We will lose significant numbers, sure, but it will remind currently active nations not to become negligent of the region, and it will cut the dead weight of nations who are just using Abydos as a squating ground. And with smaller numbers, we look more open to recruitment; show people that we really are rebuilding. More people like to join a rising region than one that looks like it's fallen into disrepair.
Clear out the clutter and make room for new, better nations who will help Abydos fluourish.

As I am no longer Chief General of the Abydos Defence Guild - due to my new station as High Priest, I would like to recommend a new CG to the Grand Luxarch so that the Guild does not again fall into disuse. I nominate German federal reich to be the new Chief General. I was not asked or prompted in any way to make this recommendation, or even asked to make one at all, but screw it.
German federal reich (GFR) has been in the guild for longer than I have been in Abydos, and though I had begun to lay some new foundations for the guild during my tenure, I was not in that long enough, or at a proper time to do much for the growth of the Guild. I hope that as we rebuild and can recruit newer, more active nations to the region, the Defence Guild can come to be something great; and I believe GFR is just the nation who can make that possible. If the Grand Luxarch were to agree with me, and were GFR to accept the position, I would have the utmost confidence in the outcome.
We recommend to prioritise the purge towards inactive citizens, we must strip their membership off of them if they are proven to be inactive, and then Zyris can kick them out. For the rest, we agree with the solution recommended by the High Priest

ScribesZartavaria has been added to the Elected Scribes list on the WFB. I am not sure how I missed that, but I've added it now as he well and clearly indicated his intent to serve there.
Chief General
I am generally in favor of any Chief General who actually has the abilities to create a standing army. No matter how big or small it is, a Chief General who does can go out and do something, virtually anything abroad is a huge plus. Abydos has been plagued with several Chief Generals who do little more than write up elaborate rules and make flags and stuff , but seem to fall apart when it comes time to making the army and going and defending or raiding someplace. This needs to change.
If German Federal Reich and Katness Everdeen can post their qualifications here within the next day or so, I will make a decision up or down on who.
The Purge
I am generally not in favor of purging nations, however, I also recognize that invalids and dormant nations are a threat to Abydos and their stagnant apathy is contagious. As such, I am forced into agreement with our High Priest, such nations need to be retired and moved out.
Qualifications:
