DNA Act

Defense Authority Nationalization Act

Objective: The Defense Authority Nationalization Authority Act (DANA) aims to nationalize the a functional military force as a primary component of the region of Abydos open and available to all Citizens, Regardless of Guild. Additionally, this Act shall establish a set of standards for how the Abydos Defense Force shall be structured, operated, governed, and maintained.

Eatablishment: Abydos shall establish for itself a functional military force for the purposes of defending, raiding, and conducting any military venture deemed necessary in representing our interests abroad. This military shall be known as the Abydos Defense Force (ADF).

Foreign Policy Options:
Abydos shall recognize three potential foreign policy options: Invader, Defender, and Independent. Invader refers to the stance of moving nations into a foreign region with the goal of taking control of that regions World Assembly Delegate position. Defender refers to the stance of moving nations into a region with the purpose of preventing another invader region from taking the World Assembly Delegate position. Independent refers to the option of allowing both defender amd invader missions to happen frequently together.

Changing the Foreign Policy
Abydos shall require the Defense Guild Vizier and the Grand Luxarch to agree on the Foreign Policy stance for Abydos for a change to occur. If no consensus is established by the two parties, the Abydos Foreign Policy shall default to Independent.

Transparency of Foreign Policy
Any foreign policy change in Abydos shall be regarded as public knowledge and reasonable efforts shall be made by the Grand Luxarch to inform all Guilds and citizens of any changes. The foreign policy of Abydos shall be made known to any foreign nation upon request.

Enforcement of Foreign Policy
The Abydos Defense Force shall be tasked with operating within the foreign policy status that has been set and expected to operate differently should any change occur. Should the Abydos Defense Force act against the status of the foreign policy established, or otherwise behave in a way that undermines the current status, the Grand Luxarch and Vizier reserve the right to suspend military operations abroad, repremand or remove belegerant troops.

Integration with Allies
Without permission of that region, the Abydos Defense Force shall be barred from using military force within any region which: shares an embassy with us, is an Ally, in current negotiations with us, or otherwise deemed vital to our regional interests. A listing of these regions shall be provided to the Abydos Defense Force upon request by the Grand Luxarch or other established authority.

Abydos Defense Force Structure

ADF Ranks
The Abydos Defense Force shall recognize three general ranks which are vital to our success: General, Soldier, and Reserve. A General shall serve as the lead of a mission, being the nation all other troops endorse in live combat. Generals also will call out the orders to Attack or Retreat at their proper times, and give the order to jump to multiple battlefields as they progress throughout the NationStates update. A troop shall be any nation who participates in live military operations and demonstrates a willingness amd ability to follow a Generals live orders. Reserves, or more commonly "pilers" are nations which move after the live action and endorse whoever is requested of them to endorse for the purpose of reinforcement.

ADF Promotions
Promotions shall happen on a case by case basis. Nations demonstrating the ability to be online during NationStates Updates shall be promoted to Soldier. Soldiers who demonstrate an ability to lead missions and accurately call out orders shall be promoted to General. Promotions shall not be made as political favors.

ADF Rank Protection
No Grand Luxarch, Vizier, or other authority shall interfear with the rank structure of The ADF or promote or demote nations for political means. Retired Generals and Soldiers shall retain their title for life if they maintained good standing during their service.

THE UNIVERSAL CONSTITUTION OF ABYDOS
AS GIVEN UNTO US BY THE ANCIENTS OF THIS LAND,
WHICH LEADS US AND GUIDES US IN OUR LEGACY.

THIS, EYE OF ABYDOS, OFFICIATED: DECEMBER 15, 2018

Officiation:
This, the Eye of Abydos, shall serve as the supreme law of the region of Abydos and of all nations who reside within. No document shall supersede these words. No craft shall overpower this intent. No power shall overshadow this authority.

Designation:
We shall declare that this Eye of Abydos, through its own sovereign authority, serve as the designation of the true lineage of Grand Luxarchs of Abydos. Any claim of authority over this jurisdiction, Abydos, the lineage of the Grand Luxarch, or its other offices shall be recognized as illegitimate without this Eye of Abydos as declared, December 15, 2018.

Curse of the Ancients:
By the blessings of the Ancients who inhabited these lands before us, Abydos shall forever be protected from calamity and destruction. Those who seek to desecrate this law of Abydos through illegal nullification, exploitation, circumvention, abolishment, manipulation, revolution, or to otherwise cause discord shall be cursed by the Ancients who guard this land and banished. Likewise, Abydos itself shall be lost to the sands, should we as a people forget our Axioms, stray from the lineage here established for the Grand Luxarch, or seek personal glory before the glory of this place.

Promulgation:
With the alluring Eye of Abydos securely stationed within the ethereal above us, we the mortals of this world have justly inherited the legacy built by ancient imperials, kings, queens, nobles, and Luxites. No inheritance shall ever be so abundant, for with this inheritance comes the wisdom of ages of dynasty, triumph, and tragedy, which have crafted and refined our mortal beings to be of a higher ascendancy and ever closer to completion of the great quest our imperial ancestors began so long ago. This quest, we all know, is the immortality of the idea we herein enshrine.

Thus we know as we called out to the heavens in the old ages, clenched our axioms, prayed for vainglorious victory and cursed the enemies who had surrounded us, consumed us, and left in its wake only despair, the spirits of our ancient ancestors looked down upon us, and pitied us in our darkest of hours. When we turn away from the Eye of Abydos, we brought upon ourselves misery, death, and vile things. We lost our essence, saw the enemy in our friends, and destroyed the very life within us. We know that the Eye of Abydos, who guides us, had mercy upon us, for within these words, commissioned a great new birth with our people; to set clear the course in which we are to follow, heal wounds, and build strong our resolve in this world, the likes of which have never been witnessed before.

We declare that The Eye of Abydos stands today as the resolve and testament of a displaced, war torn, and tired people, who at one time chose to reject enlightenment and paid a sizable ransom. When we cling to this Eye of Abydos we shall inherit the rightful blessings upon which all people can use to prosper and thrive. We shall be made whole and no enemy shall assail our coast. We shall be enlightened and be elevated toward the infinite eye; as close as any mortal being can possibly attain within the confines of this world. This document shall be our highest authority for all those who look upon it, in our quest for enlightenment. We know that of the seen and unseen worlds espoused in this existence that the Eye of Abydos is the everlasting authority for all our acts. The Eye of Abydos is the quickener, the mover, the creator, the preserver, the decider, and if rejected, the destroyer. The Eye is our first, last and only, eternally.

The choice all of us face is simple. Adopt the Eye of Abydos as the will and course set forth for an enlightened and unified future, or reject it and allow the blood of the past to spill again with the demons of chaos reigning. We have thus enacted this, The Eye of Abydos, as the highest authority of all people under its jurisdiction. This we do in honor of the Ancients who lead the way before us.

EYE OF ABYDOS
ARTICLE ONE
LEGAL SUPERIORITY

§1.1. Perpetual Establishment

    We shall establish this Eye of Abydos, in its entirety, as the most supreme law of the region
    of Abydos and of all jurisdiction herein acquired, to stand in perpetuity for our governance
    and organization. This Eye of Abydos shall never be repealed.

1.2. Supreme Law

    We shall insure that this Eye of Abydos supersedes all other legislation, directives, decisions,
    orders, decrees, and any other authoritative document within the jurisdiction of
    Abydos.Words, crafts, or personalities which overshadow this Eye of Abydos shall be nullified
    by default.

§1.3. Conditions of Agreement

    We shall consider residency of nation or account, regardless of citizenship or class status,
    anywhere within the jurisdiction of the region of Abydos as an agreement of recognition and
    consent to this Eye of Abydos for all. Those who do not hold agreement with, or object to the
    Eye of Abydos may voluntarily withdraw from agreement through the removal of their
    presence in all Abydos jurisdictions, forfeiting any class, work, status, office, or privilege.

§1.4. Denial of Access

    We shall never deny the right of any citizens to view and have access to the Eye of Abydos in
    its entirety. We shall insure that the Eye of Abydos is displayed promenantly within the region
    and regional forum.

§1.5. Access Through Jurisdiction

    We shall insure that the Eye of Abydos can be accessed through NationStates, the community
    forums, and, if possible, all other infrastructure intended to be used by the general populous
    of Abydos.

§1.6. Adherence

    We shall seek both the authority and spirit of the Eye of Abydos in all our words and actions
    as resident, citizens, and of all classes under the jurisdiction of Abydos.

§1.7. Contradicting Authorities

    We shall be called to challenge the nature of any authority which stands in contradiction of
    this Eye of Abydos, as it is our duty to uphold this constitution above all else.

§1.8. Denial of Residency

    We shall not grant residency or citizenship to those who openly denounce the authority of the
    Eye of Abydos on any infrastructure under the jurisdiction of the region of Abydos or who
    have publicly denounced it abroad. Likewise, nations who denounce the legitimacy of the
    Grand Luxarch, our Abydos Axioms, our system of government generally or specifically, or
    otherwise cause unprovoked disturbances shall be removed from all infrastructure under the
    jurisdiction of Abydos, it's regions and community forum without digression.

§1.9. Personal Exploitation

    We shall never grant any account, person, nation, group, authority, or document the right to
    edit, alter, abolish, circumvent, nullify, undermine, seek refuge against, or manipulate the
    words herein for the purpose of any gain, profit, point, act, or for the purpose of causing
    discord, delegitimization, trolling, spamming, calling for political upheavel, or otherwise
    disruption.

§1.10. Political Exploitation

    We shall never permit this Eye of Abydos to be used as propaganda, a political weapon, or
    otherwise manipulate the meaning and intents of the law herein written.

§1.11. Automatic Removal of Delinquent Nations

    We shall grant the founder the right to eject or ban any nation from all infrastructure which
    has been found to have abused the Eye of Abydos through these and other means for the
    maintenance of peaceful political and jurisdictional operation.

ARTICLE TWO
FOUNDERSHIP

§2.1. Ensuring Compliance

    The founders of the region of Abydos shall be charged and tasked with the keeping and
    compliance of this Eye of Abydos within all jurisdictions if established legal protocol cannot
    resolve an infraction.

§2.2. Regional Adminship

    The founders shall maintain the right to administer as necessary the region of Abydos with the tools and means provided by NationStates for the purpose of providing compliance to the Eye
    of Abydos and to maintain general harmony of the residents and citizens.

§2.3. Anti-Founder Sentiment

    We shall not ratify any law which restricts the founders from performing the duties and
    administrative tasks afforded to themselves through NationStates game mechanics, nor attempt to remove from the founders the right of sole administrative authority. Politicizing legal acts by
    the founders or otherwise advocating for acts to be performed against the founders, with or
    without reason, shall not be tolerated. General disruption and noncompliance with regards to
    anti-founder sentiment shall result in the removal of citizenship and residency.

ARTICLE THREE
INTERPRETATION & REVISION

§3.1. Interpretations of Law

    We shall grant the right of interpretation of law to the Templars Guild. The Templars Guild shall interpret this Eye of Abydos and all subsequent law. The Templars Guild shall write a Law
    Review on their interpretation of the law to be accepted by all citizens of Abydos.

§3.2. Disputed Legal Interpretations

    Should the general population or any nation dispute the validity of a Law Review by
    the Templars Guild, the Founders shall issue a judgement either upholding the Law Review or
    order the repeal of the law causing the dispute, excluding this Eye of Abydos.

§3.3. Eye of Abydos Revisions

    We shall require all revisions of this Eye of Abydos to be agreed upon and performed jointly
    by the Founders and currently seated Grand Luxarch, through a Writ of Revision.

§3.4. Transparency of Writs

    We shall require all Writs of Revision to be publicly posted and accessed by all residents and
    citizens.

§3.5. Revision Agreement Status

    We shall grant no revision to the Eye of Abydos if the Founders and Grand Luxarch do not
    agree in full to the alteration. This excludes basic coding, grammar, and spelling corrections
    when discovered. We shall require full agreement to a revision to prevent radical changes to
    the harmony of Abydos and its government.

§3.6. Revision Incorporation Policy

    We shall require that all revisions to the Eye of Abydos be incorporated into the text of this in
    such a way as to leave the original text intact, and provide necessary addenda to the text to
    provide the reasoning, dating, and signatures of the revision.

ARTICLE FOUR
GOVERNMENT STRUCTURE

§4.1. Political Branches

    We shall divide the government of Abydos into two distinct separate branches of government:
    The Executive Branch and the Legislative Branch. The executive branch of government shall
    be lead by the Grand Luxarch and the legislative branch shall Consist of The Conclave and The Presidium.

§4.2. Executive Branch

    The executive branch of government for Abydos shall consist of the Grand Luxarch.

§4.3. Legislative Branch

    The legislative branch of government for Abydos shall consist of the Conclave and the Presidium. The Conclave and the Presidium each shall consist of six seats. The Conclave shall consist of six Viziers leading and representing each of the guilds elected by the members of the respective guilds on the 5th day of every month and shall continue daily until all candidacies have been voted upon. Once the voting has begun on the 5th, no new candidacies will be accepted until the following month.

    The Presidium shall comprise the upper chamber of the legislative branch of government in Abydos. It shall consist of seven members, one non-elected and six elected members, elected at large by the citizens on the third day of every third month. Members shall bear the title founder and shall be endowed with the same regional administrative controls as Zyris. Members shall hold no other offices while serving on the Presidium and shall not be affiliated with any political party or faction. However, members retain the right as citizens to vote in elections. Zyris shall have no vote on legislation unless the members are equally divided.

    Vacancies in positions shall be filled through interim election if the vacancy occurs five or more days before the next scheduled election for that position.

§4.4. Abydos Guilds

    Abydos shall operate six guilds for the purpose of carrying out various additional regional
    functions that operate in varying degrees of semi-autonomously from the executive and
    legislative branches of government. These guilds shall include: Templers Guild Ambassadors
    Guild, Roleplay Guild, Citizens Guild, Defense Guild, and History Guild. Membership in guilds aside from default membership in the citizens guild is optional and Citizens may be in more than one guild at once but may not be officers or viziers in more than one guild at once.

§4.5. Templars Guild

    The Templars Guild shall be responsible for the protection and enforcement of the 13 Abydos
    Axioms over the region. The Templars Guild is also charged with promoting the
    history, education, and culture of Abydos to the citizens.

§4.6. Ambassadors Guild

    The Ambassadors Guild shall be responsible for diplomacy, foreign affairs, and embassy
    exchanges for Abydos, excluding that which pertains to signed treaties, military action,
    espionage, and condemnations. The Ambassadors Guild shall carry out diplomatic missions and lead all ambassadors in the fulfillment of foreign affairs missions.


§4.7. Roleplay Guild

    The Roleplay Guild shall be responsible for creating and maintaining a successful roleplay
    environment within Abydos, as well as launch new role play games and scenarios. The guild
    shall be charged with keeping order to all Roleplay Games and events as well as assisting with all
    nations who seek to participate.

§4.8. Citizens Guild

    The Citizens Guild shall be responsible for the creation and maintenance of political party
    headquarters, citizens organization groups, and other civic-centered organizations which may
    be created to facilitate a competitive political atmosphere in Abydos. The Citizens Guild shall
    maintain a fair and unbiased approach to the various political and organizations factions of Abydos.

§4.9. Defense Guild

    The Defense Guild shall act as the official military and intelligence sector of Abydos. The guild
    shall be governed by the Chief General and may have subsequent military ranks below. The
    guild shall be under the strict control of the Grand Luxarch. The Defense Guild shall maintain a standing military capable of defending Abydos and her allies from outside forces.The Grand Luxarch shall reserve the right to promote or demote nations at will for the successful function of the guild.

§4.10. History Guild

    The History Guild shall be responsible for the organization of the history and culture of Abydos.

ARTICLE FIVE
THE GRAND LUXARCH

§5.1. Role of the Grand Luxarch
    The Grand Luxarch of Abydos shall be regarded as the highest attainable position possible
    and the regions public figurehead, highest executive leader and commander of the military.
    The Grand Luxarch shall work with the Conclave and Presidium to set a reasonable foreign policy. The Grand Luxarch shall work with the Founders to ensure a harmonious regional experience, security,and conduct any necessary revisions to this Eye of Abydos. The Grand Luxarch may also issue various decrees which execute their will and regional law.

§5.2.Grand Luxarch Terms

    The Grand Luxarch shall serve for a term of one month. A Conclave election shall occur on the 20th day of the month with all viziers and the incumbent Grand Luxarch on a public ballot to see who among themselves will serve as the next Grand Luxarch. Removal from office may only occur through voluntary resignation, election of a successor, death of a nation or impeachment.
    In the event no Grand Luxarch exists, the Conclave shall convence to elect a new Grand Luxarch
    within 72 hours of any vacancy.

§5.3.Self Proclamations

    Should the government of Abydos collapse and no apparent Grand Luxarch exists, or if any
    Grand Luxarch abandons the 13 Abydos Axioms, or this Eye of Abydos in whole, any nation
    may self proclaim to be the next Grand Luxarch and the title and office shall be respected
    until such time that this Eye of Abydos be re-ordained and restoration of a functioning
    government occur. If no such nation makes a self proclamation to the office of Grand Luxarch,
    the founder shall assume the position by default.

§5.4.Dynasties

    We shall consider a dynasty to be the continuous rule of elected Grand Luxarchs. A new dynasty for Abydos shall begin whenever a Grand Luxarch has been elected.

ARTICLE SIX
LEGISLATIVE PROCEDURE & STANDARDS

§6.1.Role of the Conclave & Presidium

    The Conclave and Presidium shall serve as the primary legislative body of Abydos charged with the passage and repeal of laws. The Conclave and Presidium shall additionally conduct other voting, discussion,debates, and opinions periodically to insure its own function.

§6.2. Legislator Restrictions

    Viziers and Founders shall be regarded as equal to one another, each holding the same rights and responsibilities to propose law and call for votes. Neither the Conclave nor Presidium shall make no law which designates additional responsibilities to the viziers and founders in an imbalanced way, nor create secondary offices for itself.

§6.3. Stop-Gap Rule

    The Conclave and Presidium shall be barred from ratifying or repealing any legislation if fewer than three Scribes or Founders are seated.

§6.4. Record of Laws

    The Conclave and Presidium shall be required to keep a listing of all laws passed and all repeals in a singular chronological list so as to provide a clear and accurate timeline of events.

§6.5. Ratification and Repeal Process

    The Conclave and Presidium shall treat all laws and all repeals equally with repeals being written up as if it were a law. Every proposal shall be discussed in the Conclave and the Presidium, and then put to vote within the respective bodies. Voting shall last for 24 hours, or less if all scribes cast their votes before the time limit ends. From there, the Grand Luxarch shall be notified to sign or veto the law. No law is considered valid if it is not signed by the Grand Luxarch.

§6.6. Conclave Restrictions

    The Conclave and Presidium shall not be permitted to mass ratify or mass repeal laws, nor shall it be granted the right to pass any legislation which is worded in such a way so as to
    unreasonably prevent its own repeal. Exploitation of legal procedure shall not be
    tolerated.

§6.7. Legal Template

    All laws and repeals shall be standardized into a single template format. Each law shall
    have a maximum of three articles. In Article 1 and 2, the first two words of the act
    shall be 'We shall'. The third Article of all laws and repeals shall be 'We shall not'. All
    laws and repeals shall be dated, and recorded chronologically so as to provide a
    timeline of legislative events for Abydos. All scribes shall be listed on every law or
    repeal to account who voted for and against along with the presidents signature and
    date.

§6.8. Crime and Punishment

    The Conclave and Presidium shall determine if crimes have taken place under the law, and what punishments should be given. Punishments exceeding imprisonment on the community forum shall require the Presidium's approval.

ELECTIONS & VOTING

§7.1. Election Duration & Tabulation

    All Abydos elections shall last for 24 hours and performed publically with only the votes of citizens being counted. Elections shall be considered won only if a majority of the votes have been achieved.

CITIZENSHIP REGISTRY
    Rules for Citizenship:
    All nations must be a member of the World Assembly to apply for citizenship in Abydos. Nations who are not in the World Assembly at the time of application will have their applications automatically rejected. Nations do not, however, have to remain in the World Assembly after their application has been approved unless they are running for office. Nations may have multiple or 'puppet' nations in Abydos, however, a player may only have one nation as a citizen. Cheaters will be ejected and banned without notice, and their nation name struck out from the official registry. Intentionally falsifying your application, being purposefully vague, leaving out information, or your application is found to be misleading, will result in your application being rejected, or your citizenship struck. Early Citizens were often residents in Abydos by as much as 9 months before Citizenship records were officialized and kept.

      To apply, please copy the application below and fill it out, and repost it on the Abydos Regional Message Board. The Founder or a Vizier will either send you a telegram or notify you on the Abydos RMB if your application has been approved, or denied. Typically, within 24 hours, your name will be included in the Citizenship Registry.

      This registry is organized from oldest to newest by the date and time of a citizen who has applied. A citizen can assume their application was approved if their name appears on this list and are eligable to vote, run for office, or join other guilds. Our first Abydos Axiom states Abydos is eternally your birthright. and thus, once a nation is on this list, they will never be removed. A strike through a name indicates that the nation has voluntarily left or by law removed from Abydos.

THE UNIVERSAL CONSTITUTION OF ABYDOS
AS GIVEN UNTO US BY THE ANCIENTS OF THIS LAND,
WHICH LEADS US AND GUIDES US IN OUR LEGACY.

THIS, EYE OF ABYDOS, OFFICIATED: DECEMBER 15, 2018

Officiation:
This, the Eye of Abydos, shall serve as the supreme law of the region of Abydos and of all nations who reside within. No document shall supersede these words. No craft shall overpower this intent. No power shall overshadow this authority.

Designation:
We shall declare that this Eye of Abydos, through its own sovereign authority, serve as the designation of the true lineage of Grand Luxarchs of Abydos. Any claim of authority over this jurisdiction, Abydos, the lineage of the Grand Luxarch, or its other offices shall be recognized as illegitimate without this Eye of Abydos as declared, December 15, 2018.

Curse of the Ancients:
By the blessings of the Ancients who inhabited these lands before us, Abydos shall forever be protected from calamity and destruction. Those who seek to desecrate this law of Abydos through illegal nullification, exploitation, circumvention, abolishment, manipulation, revolution, or to otherwise cause discord shall be cursed by the Ancients who guard this land and banished. Likewise, Abydos itself shall be lost to the sands, should we as a people forget our Axioms, stray from the lineage here established for the Grand Luxarch, or seek personal glory before the glory of this place.

Promulgation:
With the alluring Eye of Abydos securely stationed within the ethereal above us, we the mortals of this world have justly inherited the legacy built by ancient imperials, kings, queens, nobles, and Luxites. No inheritance shall ever be so abundant, for with this inheritance comes the wisdom of ages of dynasty, triumph, and tragedy, which have crafted and refined our mortal beings to be of a higher ascendancy and ever closer to completion of the great quest our imperial ancestors began so long ago. This quest, we all know, is the immortality of the idea we herein enshrine.

Thus we know as we called out to the heavens in the old ages, clenched our axioms, prayed for vainglorious victory and cursed the enemies who had surrounded us, consumed us, and left in its wake only despair, the spirits of our ancient ancestors looked down upon us, and pitied us in our darkest of hours. When we turn away from the Eye of Abydos, we brought upon ourselves misery, death, and vile things. We lost our essence, saw the enemy in our friends, and destroyed the very life within us. We know that the Eye of Abydos, who guides us, had mercy upon us, for within these words, commissioned a great new birth with our people; to set clear the course in which we are to follow, heal wounds, and build strong our resolve in this world, the likes of which have never been witnessed before.

We declare that The Eye of Abydos stands today as the resolve and testament of a displaced, war torn, and tired people, who at one time chose to reject enlightenment and paid a sizable ransom. When we cling to this Eye of Abydos we shall inherit the rightful blessings upon which all people can use to prosper and thrive. We shall be made whole and no enemy shall assail our coast. We shall be enlightened and be elevated toward the infinite eye; as close as any mortal being can possibly attain within the confines of this world. This document shall be our highest authority for all those who look upon it, in our quest for enlightenment. We know that of the seen and unseen worlds espoused in this existence that the Eye of Abydos is the everlasting authority for all our acts. The Eye of Abydos is the quickener, the mover, the creator, the preserver, the decider, and if rejected, the destroyer. The Eye is our first, last and only, eternally.

The choice all of us face is simple. Adopt the Eye of Abydos as the will and course set forth for an enlightened and unified future, or reject it and allow the blood of the past to spill again with the demons of chaos reigning. We have thus enacted this, The Eye of Abydos, as the highest authority of all people under its jurisdiction. This we do in honor of the Ancients who lead the way before us.

EYE OF ABYDOS
ARTICLE ONE
LEGAL SUPERIORITY

§1.1. Perpetual Establishment

    We shall establish this Eye of Abydos, in its entirety, as the most supreme law of the region
    of Abydos and of all jurisdiction herein acquired, to stand in perpetuity for our governance
    and organization. This Eye of Abydos shall never be repealed.

1.2. Supreme Law

    We shall insure that this Eye of Abydos supersedes all other legislation, directives, decisions,
    orders, decrees, and any other authoritative document within the jurisdiction of
    Abydos.Words, crafts, or personalities which overshadow this Eye of Abydos shall be nullified
    by default.

§1.3. Conditions of Agreement

    We shall consider residency of nation or account, regardless of citizenship or class status,
    anywhere within the jurisdiction of the region of Abydos as an agreement of recognition and
    consent to this Eye of Abydos for all. Those who do not hold agreement with, or object to the
    Eye of Abydos may voluntarily withdraw from agreement through the removal of their
    presence in all Abydos jurisdictions, forfeiting any class, work, status, office, or privilege.

§1.4. Denial of Access

    We shall never deny the right of any citizens to view and have access to the Eye of Abydos in
    its entirety. We shall insure that the Eye of Abydos is displayed promenantly within the region
    and regional forum.

§1.5. Access Through Jurisdiction

    We shall insure that the Eye of Abydos can be accessed through NationStates, the community
    forums, and, if possible, all other infrastructure intended to be used by the general populous
    of Abydos.

§1.6. Adherence

    We shall seek both the authority and spirit of the Eye of Abydos in all our words and actions
    as resident, citizens, and of all classes under the jurisdiction of Abydos.

§1.7. Contradicting Authorities

    We shall be called to challenge the nature of any authority which stands in contradiction of
    this Eye of Abydos, as it is our duty to uphold this constitution above all else.

§1.8. Denial of Residency

    We shall not grant residency or citizenship to those who openly denounce the authority of the
    Eye of Abydos on any infrastructure under the jurisdiction of the region of Abydos or who
    have publicly denounced it abroad. Likewise, nations who denounce the legitimacy of the
    Grand Luxarch, our Abydos Axioms, our system of government generally or specifically, or
    otherwise cause unprovoked disturbances shall be removed from all infrastructure under the
    jurisdiction of Abydos, it's regions and community forum without digression.

§1.9. Personal Exploitation

    We shall never grant any account, person, nation, group, authority, or document the right to
    edit, alter, abolish, circumvent, nullify, undermine, seek refuge against, or manipulate the
    words herein for the purpose of any gain, profit, point, act, or for the purpose of causing
    discord, delegitimization, trolling, spamming, calling for political upheavel, or otherwise
    disruption.

§1.10. Political Exploitation

    We shall never permit this Eye of Abydos to be used as propaganda, a political weapon, or
    otherwise manipulate the meaning and intents of the law herein written.

§1.11. Automatic Removal of Delinquent Nations

    We shall grant the founder the right to eject or ban any nation from all infrastructure which
    has been found to have abused the Eye of Abydos through these and other means for the
    maintenance of peaceful political and jurisdictional operation.

ARTICLE TWO
FOUNDERSHIP

§2.1. Ensuring Compliance

    The founders of the region of Abydos shall be charged and tasked with the keeping and
    compliance of this Eye of Abydos within all jurisdictions if established legal protocol cannot
    resolve an infraction.

§2.2. Regional Adminship

    The founders shall maintain the right to administer as necessary the region of Abydos with the tools and means provided by NationStates for the purpose of providing compliance to the Eye
    of Abydos and to maintain general harmony of the residents and citizens.

§2.3. Anti-Founder Sentiment

    We shall not ratify any law which restricts the founders from performing the duties and
    administrative tasks afforded to themselves through NationStates game mechanics, nor attempt to remove from the founders the right of sole administrative authority. Politicizing legal acts by
    the founders or otherwise advocating for acts to be performed against the founders, with or
    without reason, shall not be tolerated. General disruption and noncompliance with regards to
    anti-founder sentiment shall result in the removal of citizenship and residency.

ARTICLE THREE
INTERPRETATION & REVISION

§3.1. Interpretations of Law

    We shall grant the right of interpretation of law to the Templars Guild. The Templars Guild shall interpret this Eye of Abydos and all subsequent law. The Templars Guild shall write a Law
    Review on their interpretation of the law to be accepted by all citizens of Abydos.

§3.2. Disputed Legal Interpretations

    Should the general population or any nation dispute the validity of a Law Review by
    the Templars Guild, the Founders shall issue a judgement either upholding the Law Review or
    order the repeal of the law causing the dispute, excluding this Eye of Abydos.

§3.3. Eye of Abydos Revisions

    We shall require all revisions of this Eye of Abydos to be agreed upon and performed jointly
    by the Founders and currently seated Grand Luxarch, through a Writ of Revision.

§3.4. Transparency of Writs

    We shall require all Writs of Revision to be publicly posted and accessed by all residents and
    citizens.

§3.5. Revision Agreement Status

    We shall grant no revision to the Eye of Abydos if the Founders and Grand Luxarch do not
    agree in full to the alteration. This excludes basic coding, grammar, and spelling corrections
    when discovered. We shall require full agreement to a revision to prevent radical changes to
    the harmony of Abydos and its government.

§3.6. Revision Incorporation Policy

    We shall require that all revisions to the Eye of Abydos be incorporated into the text of this in
    such a way as to leave the original text intact, and provide necessary addenda to the text to
    provide the reasoning, dating, and signatures of the revision.

ARTICLE FOUR
GOVERNMENT STRUCTURE

§4.1. Political Branches

    We shall divide the government of Abydos into two distinct separate branches of government:
    The Executive Branch and the Legislative Branch. The executive branch of government shall
    be lead by the Grand Luxarch and the legislative branch shall Consist of The Conclave and The Presidium.

§4.2. Executive Branch

    The executive branch of government for Abydos shall consist of the Grand Luxarch.

§4.3. Legislative Branch

    The legislative branch of government for Abydos shall consist of the Conclave and the Presidium. The Conclave and the Presidium each shall consist of six seats. The Conclave shall consist of six Viziers leading and representing each of the guilds elected by the members of the respective guilds on the 5th day of every month and shall continue daily until all candidacies have been voted upon. Once the voting has begun on the 5th, no new candidacies will be accepted until the following month.

    The Presidium shall comprise the upper chamber of the legislative branch of government in Abydos. It shall consist of seven members, one non-elected and six elected members, elected at large by the citizens on the third day of every third month. Members shall bear the title founder and shall be endowed with the same regional administrative controls as Zyris. Members shall hold no other offices while serving on the Presidium and shall not be affiliated with any political party or faction. However, members retain the right as citizens to vote in elections. Zyris shall have no vote on legislation unless the members are equally divided.

    Vacancies in positions shall be filled through interim election if the vacancy occurs five or more days before the next scheduled election for that position.

§4.4. Abydos Guilds

    Abydos shall operate six guilds for the purpose of carrying out various additional regional
    functions that operate in varying degrees of semi-autonomously from the executive and
    legislative branches of government. These guilds shall include: Templers Guild Ambassadors
    Guild, Roleplay Guild, Citizens Guild, Defense Guild, and History Guild. Membership in guilds aside from default membership in the citizens guild is optional and Citizens may be in more than one guild at once but may not be officers or viziers in more than one guild at once.

§4.5. Templars Guild

    The Templars Guild shall be responsible for the protection and enforcement of the 13 Abydos
    Axioms over the region. The Templars Guild is also charged with promoting the
    history, education, and culture of Abydos to the citizens.

§4.6. Ambassadors Guild

    The Ambassadors Guild shall be responsible for diplomacy, foreign affairs, and embassy
    exchanges for Abydos, excluding that which pertains to signed treaties, military action,
    espionage, and condemnations. The Ambassadors Guild shall carry out diplomatic missions and lead all ambassadors in the fulfillment of foreign affairs missions.


§4.7. Roleplay Guild

    The Roleplay Guild shall be responsible for creating and maintaining a successful roleplay
    environment within Abydos, as well as launch new role play games and scenarios. The guild
    shall be charged with keeping order to all Roleplay Games and events as well as assisting with all
    nations who seek to participate.

§4.8. Citizens Guild

    The Citizens Guild shall be responsible for the creation and maintenance of political party
    headquarters, citizens organization groups, and other civic-centered organizations which may
    be created to facilitate a competitive political atmosphere in Abydos. The Citizens Guild shall
    maintain a fair and unbiased approach to the various political and organizations factions of Abydos.

§4.9. Defense Guild

    The Defense Guild shall act as the official military and intelligence sector of Abydos. The guild
    shall be governed by the Chief General and may have subsequent military ranks below. The
    guild shall be under the strict control of the Grand Luxarch. The Defense Guild shall maintain a standing military capable of defending Abydos and her allies from outside forces.The Grand Luxarch shall reserve the right to promote or demote nations at will for the successful function of the guild.

§4.10. History Guild

    The History Guild shall be responsible for the organization of the history and culture of Abydos.

ARTICLE FIVE
THE GRAND LUXARCH

§5.1. Role of the Grand Luxarch
    The Grand Luxarch of Abydos shall be regarded as the highest attainable position possible
    and the regions public figurehead, highest executive leader and commander of the military.
    The Grand Luxarch shall work with the Conclave and Presidium to set a reasonable foreign policy. The Grand Luxarch shall work with the Founders to ensure a harmonious regional experience, security,and conduct any necessary revisions to this Eye of Abydos. The Grand Luxarch may also issue various decrees which execute their will and regional law.

§5.2.Grand Luxarch Terms

    The Grand Luxarch shall serve for a term of one month. A Conclave election shall occur on the 20th day of the month with all viziers and the incumbent Grand Luxarch on a public ballot to see who among themselves will serve as the next Grand Luxarch. Removal from office may only occur through voluntary resignation, election of a successor, death of a nation or impeachment.
    In the event no Grand Luxarch exists, the Conclave shall convence to elect a new Grand Luxarch
    within 72 hours of any vacancy.

§5.3.Self Proclamations

    Should the government of Abydos collapse and no apparent Grand Luxarch exists, or if any
    Grand Luxarch abandons the 13 Abydos Axioms, or this Eye of Abydos in whole, any nation
    may self proclaim to be the next Grand Luxarch and the title and office shall be respected
    until such time that this Eye of Abydos be re-ordained and restoration of a functioning
    government occur. If no such nation makes a self proclamation to the office of Grand Luxarch,
    the founder shall assume the position by default.

§5.4.Dynasties

    We shall consider a dynasty to be the continuous rule of elected Grand Luxarchs. A new dynasty for Abydos shall begin whenever a Grand Luxarch has been elected.

ARTICLE SIX
LEGISLATIVE PROCEDURE & STANDARDS

§6.1.Role of the Conclave & Presidium

    The Conclave and Presidium shall serve as the primary legislative body of Abydos charged with the passage and repeal of laws. The Conclave and Presidium shall additionally conduct other voting, discussion,debates, and opinions periodically to insure its own function.

§6.2. Legislator Restrictions

    Viziers and Founders shall be regarded as equal to one another, each holding the same rights and responsibilities to propose law and call for votes. Neither the Conclave nor Presidium shall make no law which designates additional responsibilities to the viziers and founders in an imbalanced way, nor create secondary offices for itself.

§6.3. Stop-Gap Rule

    The Conclave and Presidium shall be barred from ratifying or repealing any legislation if fewer than three Scribes or Founders are seated.

§6.4. Record of Laws

    The Conclave and Presidium shall be required to keep a listing of all laws passed and all repeals in a singular chronological list so as to provide a clear and accurate timeline of events.

§6.5. Ratification and Repeal Process

    The Conclave and Presidium shall treat all laws and all repeals equally with repeals being written up as if it were a law. Every proposal shall be discussed in the Conclave and the Presidium, and then put to vote within the respective bodies. Voting shall last for 24 hours, or less if all scribes cast their votes before the time limit ends. From there, the Grand Luxarch shall be notified to sign or veto the law. No law is considered valid if it is not signed by the Grand Luxarch.

§6.6. Conclave Restrictions

    The Conclave and Presidium shall not be permitted to mass ratify or mass repeal laws, nor shall it be granted the right to pass any legislation which is worded in such a way so as to
    unreasonably prevent its own repeal. Exploitation of legal procedure shall not be
    tolerated.

§6.7. Legal Template

    All laws and repeals shall be standardized into a single template format. Each law shall
    have a maximum of three articles. In Article 1 and 2, the first two words of the act
    shall be 'We shall'. The third Article of all laws and repeals shall be 'We shall not'. All
    laws and repeals shall be dated, and recorded chronologically so as to provide a
    timeline of legislative events for Abydos. All scribes shall be listed on every law or
    repeal to account who voted for and against along with the presidents signature and
    date.

§6.8. Crime and Punishment

    All Abydos elections shall last for 24 hours and performed publically with only the votes of citizens being counted. Elections shall be considered won only if a majority of the votes have been achieved.

CITIZENSHIP REGISTRY
    Rules for Citizenship:
    All nations must be a member of the World Assembly to apply for citizenship in Abydos. Nations who are not in the World Assembly at the time of application will have their applications automatically rejected. Nations do not, however, have to remain in the World Assembly after their application has been approved unless they are running for office. Nations may have multiple or 'puppet' nations in Abydos, however, a player may only have one nation as a citizen. Cheaters will be ejected and banned without notice, and their nation name struck out from the official registry. Intentionally falsifying your application, being purposefully vague, leaving out information, or your application is found to be misleading, will result in your application being rejected, or your citizenship struck. Early Citizens were often residents in Abydos by as much as 9 months before Citizenship records were officialized and kept.

We Shall say if any bill that has been passed by the conclave in three successive sessions (whether the same conclave or not) and having been presented to the High Priest three times and on each occasion voted then upon the third veto it will be passed back to the conclave for one final vote and if passed it will become an act of law

We Shall say that a bill shall be deemed to be the same bill as the former that the High Priest vetoed in the previous session if the bill sent up to the High Priest is identical or contains slight changes.

We Shall Not allow a bill to use this process if major changes have been made to the bill since its last session and it will be considered as a completely fresh bill

And as voting closes on this bill I am pleased to announce that it has received a yes from all three members of the conclave, therefore it is now up to our High Priest Zartavaria to either approve this bill and sign it into law or veto it and prevent it from entering law.

Force rejects invitation to Federal Union! Military does an oopsie that costs weeks of work! Elections - elections everywhere! This month's RP news and a column of Gossip, all in this month's edition of the Force Flyer!
A Federal Failure by The chariot


Just a couple weeks ago, Force took another gander at the meta-region game. The Federal Union had many regions on friendly terms with Force: Aukumnian Imperium, Red Wolf Alliance, and The Wolf Clan, as well as New Western Empire and The Democratic Republic. Other regions such as Thaecia were planning to join.

In the negotiations, Force was seen as the no-man. Being the stubborn region who would not agree to most plans was a signature. Understandable, though, as Force has had a bad history with meta-regions. With the catastrophic Supreme Commonwealth of United Territories, and the alliance that just wasn’t up to PAR, under its belt, Prime Minister Libertatis regalis was not optimistic about this new one.

After less than a week of involvement in the negotiations, Libertatis would hold a vote, to which the Force cabinet refused to join the Union. Despite heavy encouragement from the Ministers of Defense and Foreign Affairs, others in the cabinet would refuse to join out of fear that it would detract from activity or infringe on sovereignty, despite claims by the Union that the latter would not come to be.

Ultimately, after two failed attempts, it would seem that Force’s third try charm is not trying at all.

The Investigator - Success In The House Unwrapped! by Carropia

Almost 1 year after it first convened, the house has come off its best term yet. With big names such as Libertatis Regallis our current Prime Minister, The Chariot long-time Minister of Defence, as well as long-time Representative Carropia.

This three-headed giant of a group was able to pass quite a few bills into law, namely the Deputy Installment Act, The House Framework and Speaker Act, and the Government Transparency Act. To many in the government, as well as the citizens of Force this was refreshing, the House struggled to consistently pass more than 2-3 bills per term. This has to be the addition of Chariot and Libertatis, Carropia the third member of this all-star cast hasn’t had another prominent member since the removal of Salibaic. In an interview with Carropia, he said, “You know it was refreshing to have those guys out there with me, I’ve been in the House a long while and have struggled alone for far too long, it was very nice.”

After this productive term, the people of Force once more have confidence in the House, the real question is whether they can keep up without Libertatis? While Tigslarlowducken, Caduceo, Lashnakia, Loomburg, Sir Sword bj, and Carropia are all Reps. this term, the House has seen no progress yet a lot of drama. Hopefully, this new cast can turn it around and repeat the successes of the last term.

Prime Minister Elections by Salibaic


The july Prime Minister elections were rushed this time due to Renegalle and the former Prime Minister going away and thus could not deal with the election. The only candidates for PM this election was Sir Libertatis regalis. Obviously he won the election with all votes for him. Not much was said in the debate but the cabinet has stayed the same. That there really was this election. See you at the next one.
A Special House's Elections by The chariot


July’s House elections were… not ideal, to say the least. Following one of the most successful Houses in Force’s history, one of the least would turn up. Four people registered to run, only two answered the debate questions. Carropia, Caduceo, Tigslarlowducken, and Elysium forests ran, with the last two not answering debate questions. After a nine-voter turnout, all were elected into the House. Quite ironically, the two nations who did not answer debate questions would go on to be Speaker and Deputy Speaker.

The results? Tigslarlowducken would show blaring unprofessionality in his run as House Speaker, knowing barely even his duties. Elysium Forests went totally silent after being appointed deputy, later revealed to be due to a vacation. And so, House Bill 13 was passed. This bill allowed for the Speaker to call upon special elections to fill the House. And then perhaps one of the most qualified Houses ever would come to be.

Powerhouse candidates, all respected members of the Cabinet, would run for the house en masse. With New Legland, The chariot, Lashnakia, Loomburg, and Sword bj would run, with candidate Atharia (The only non-cabinet candidate) dropping out of the race. With only 4 House seats to fill, the race became not a question of who to vote, but who not to vote for.

Subsequently, Tigslarlowducken was voted out of his Speaker position, and emergency elections for it are being held currently.

Seoul-Pyongyang has had his homeland vacated by the State of Renegalle. In response, Seoul tried to reannex his homeland but was blocked by Salibaic. This has lead to Seoul denouncing Salibaic and shutting down embassies. Especially when Salibaic forcibly removed Seoul from their colony.

Renegalle and Salibaic are decolonizing to help create a better world. The first steps have gone well so far but we are still yet to see the results this may produce on the world.

Elysium and Adlania left the UN after being told time after time not to control nuclear weapons. This lead to Elysium building up an arsenal of nukes which it used to threaten Salibaic and Renegalle. Renegalle was already hated in Elysium after the great wars which saw Elysium lose more than ¾ of the economy and caused major infighting in Elysium. The threat was not put down. However, Elysium did rejoin the UN and gave up the nukes although defense experts from Renegalle and Salibaic both say Elysium will most likely still control nukes.

The UN voted to condemn Sibir after it lied to the international community about Renegalle and Salibaic owning nukes. Salibaic in retaliation to this setup a UN vote but it failed after Sibirs allies came to his aid. Elysium also backed Salibaic proposal.

Elysium has proclaimed that Sibir is not a nation but a terror organization and thus occupied former Elysium land that belongs to Sibir. Sibir in return handed over the land to Marcelli. Elysium then tried to annex the land back and almost succeeded if was not for Sibir alerting Marcelli. This has lead to an escalation with Elysium starting navel exercises outside of Marcelli land and launching missiles into the sea near Marcelli’s mainland. Both nations have also banned trade between each other.

Three Weeks, Too Weak by The chariot


Recently, Linkthe Force made its first and only occupation and refound attempt failed. Miserably. Goddamned ASSholes.

The attempt was made on AMYR, a region Caduceo desired for its name. With efforts from Caduceo, The chariot, Renegalle, Salibaic, ImperialRussia, Empire of elysium, and Carropia, the three-week occupation was fraught with ups and downs, from defenders, to failed refound attempts. On the 30th of June, the final attempt was made. Renegalle, Caduceo, and I left the region while Salibaic was delegate, using his powers to ban the native, The Republic of District-VIII, 30 seconds before the update.

And then... Artificial Solar System refounded it.

Oops.



Lashnakia and Carropia have… proclaimed their love for each other in the Halls of the Government? Who knew that gays still existed after Pride month? (Pls don’t crucify me)

Teacher Chariot and assistant Elysium put the rowdy children of Force to bed. I’ll just leave you to interpret that one. Also, I was muted in 4 separate channels for it.

Hey… they say that… The Utopian State of Renegalle actually did work for once? Getting his subjects to do stuff? What’s this? He even got into anime! Maybe Force is actually going uphill! He still doesn’t make the trigger bot though. :(

Minecraft server is coming soon. Maybe. Blame Libertatis that it hasn’t come yet. But don’t blame him too much, since he donated stamps after Force’s population plummet.

Also, rumor has it that I might be impeached for saying “Shut up” in a public TG. Anyone know more? Asking for a friend.

And did you hear about our possible candidates for the next Prime Minister elections? They say that we’ll get a fresh roster, with Loomburg and Sword BJ all but confirming their bids. Also the Cheese Party.
